Position on People’s Republic of China, the World Revolutionary and Anti-Imperialist Movement
In the framework of the plenary session of the World Anti-imperialist Platform, a meeting held in Seoul between May 14 and 16, at the expense of the Korean People’s Democracy Party, the Chilean Communist Party (Proletarian Action) PC(AP), presented its assessment of People’s China and its international role in relation to the presentation of the Doctor of Peking University, Kim Jung-ho, editor of “Ulsan Voice”, as well as contributed to the ideological debate on the position of Marxist-Leninists in the anti-imperialist struggle against opportunism and its current expressions.
On People’s China
The assessment that the Chilean Communist Party (Proletarian Action) PC(AP) makes on the People’s Republic of China is based on four fundamental elements:
1) The class character of the State.
2) The predominant property relations.
3) Respect for the National Sovereignty of other peoples.
4) Promotion of the Multipolar World.
1) The PRC is a People’s Democratic Dictatorship led by the Communist Party of China, which ensures the leadership of the proletariat through its political tool to build its ideological, economic, cultural and military hegemony, towards a developed socialist society. This defines the fundamental class interests of the State.
2) In the property relations, public-state property predominates over the means of production, especially in the strategic area of the economy, which leaves room for the development of mixed, cooperative and private enterprise under the guidance of the State with its five-year plans.
It is necessary to remember that the market is an economic category that was born before capitalist society and that as long as different property relations exist both nationally and internationally, its existence will be necessary and inevitable, therefore, the market will exist in socialism, something that Comrade Stalin himself made clear in his book “On the economic problems of socialism in the USSR”.
The market and economic planning are tools for the allocation of resources, therefore, they do not define whether a state and its economy are socialist or capitalist.
3) Respect for the national sovereignty of other peoples by the PRC is based on having trade relations without imposing its political criteria as the US and its lesser imperialist partners of the European Union and Asia do on the dependent states of Africa, Asia and Latin America. Their trade is based on win-win. Washington, on the contrary, negotiates by means of imposition and political-economic subjugation of the other countries, otherwise it resorts to military intervention.
4) Promotion of the Multipolar World, which is in opposition to the warmongering and predatory hegemonism of the US imperialist Center and its European socio-thugs.
By getting rid of the international bully of capital (USA and company) in a multipolar and polycentric world, it is the task of the Communist Parties and revolutionaries, to procure the destiny of their countries towards National Liberation, Popular Democracy and Socialism (according to what society and its economic development demands). Based on the accumulation of forces to implement the particular tactic necessary and with it to apply the revolutionary strategy of the seizure of political power by the working class with its Communist Party at the head.
With this we clarify that China trades with every country, and that it is not a problem of the PRC to invest or not in a nation (the US, Germany or Brazil, for example), but that in the countries where there are Chinese investments there is no working class in power. Beijing and its public or private enterprises cannot be blamed for the existing capitalist relations in Asia, Africa or Latin America. Changing the relations of production is the task of the Communist and revolutionary Parties, who must apply the appropriate tactics to advance after Political Power.
China trades differently with the Democratic People’s Republic of Korea than with Germany, with the Lao People’s Democratic Republic than with Chile. For in some countries there are Communist Parties in political power, therefore, the people’s democratic dictatorship of the proletariat in perspective and construction of socialism, while in the others there is the dictatorship of the bourgeoisie, both imperialist and dependent. Therefore China cannot have “socialist investments” in capitalist countries… And for the same reason, its commercial relations will be unequal according to the commercial partner to be dealt with.
In synthesis we affirm that the People’s Republic of China is a People’s Democracy that builds socialism with its own characteristics and that does not exercise imperialist domination over other peoples, since it has a state characteristic, property relations and respect for the national sovereignty of other peoples, characteristic of a socialist country.
On the revolutionary and opportunist position in the world revolutionary and anti-imperialist movement
Faced with the opportunist ideological drift, disguised as leftist phraseology which is nothing more than the abandonment of Marxism Leninism, we the present organizations must have a position consistent with the world anti-imperialist struggle and the revolutionary objective, popular democracy and socialism in our countries.
It has been made to understand in a vulgar way that the production of commodities is a fundamental characteristic of a capitalist economy, but I believe that this is redundant since I have already explained the property relations in the RPCH.
Under this false premise, the opportunists of the Communist Party of Greece (KKE), have wanted to impose on us the view that both the advanced capitalist and imperialist countries have the same interests as the dependent capitalist countries and even involving the surviving popular democracies of the socialist camp, due to the mercantile relations existing in these.
The opportunists want to pretend that the question of the national struggle of the oppressed and dependent peoples against the super-exploitation and oppression of the imperialists does not exist. Reason for which, among other of their ideological drifts, they disregard the anti-imperialist struggle, saying that it is not necessary and that it is part of the “etapismo” typical of the social-democratic parties (!?). ) But unfortunately for their revisionist-opportunist drift, they will come up against the just line of the Leninist leadership of comrade Stalin and Dimitrov at the head of the International Communist Movement, this line has put forward in favor of the struggles for national liberation and the realization of democratic anti-imperialist governments, where the communists with their own merits are a fundamental part of the Antifascist Popular Front with non-proletarian forces (to refuse to work politically with these forces is to underestimate the material strength of the various classes that seek their independence from imperialist domination, and not to see the revolutionary potential of such alliances) and thus accumulate forces behind the Political Power, are the correct and valid line of Communism in the colonial and dependent countries of the world imperialist chain.
To deny the reality of imperialist subjugation of the oppressed nations by the oppressors, trying to equalize their interests by the existence of the market as a historical element of allocation of resources, is to deny Leninism and the contributions of the victorious revolutions and popular democracies.
With this, they deny at the same time the solidarity and active proletarian internationalism among the communist parties of the imperialist centers to their comrades of the dependent and colonial countries.
The Greeks of the KKE limiting themselves to giving “the international line” of the immediate struggle for socialism, excluding international solidarity to countries that seek their own development in general opposition to the interests of the metropolises plundering the peoples, denying the stage of national liberation of many peoples without proletarian leaderships, but which are anti-imperialist in broad criteria, which give space to the communists in the political work and prestige in their particular struggles, added to the national revolutionary struggle and for the popular democratic, project that aims at the seizure of political power (projects that they accuse of “etapismo”). The Greek opportunists make the simple call that all the means of production must be socialized since it is a world capitalist economy and therefore a single imperialist one, without seeing the cracks and its weak links. We must say that we have already read this pamphlet, both in the International Trotskyist League Fourth International and in the pages of Solidnet under the signature of the KKE.
Anyway, we could describe many things wrong ideologically, but now we will stop at an “anecdote” but very sobering about the entryist activities that these people are used to carry out, just as the miserable Trotskyists were already practicing for years and with the help of imperialism.
It was 2017, and our Chilean Communist Party (Proletarian Action) PC(AP) was campaigning where we took as candidate our First Secretary Eduardo Artés to the Presidency of the Republic (among other candidacies by way of protest and denunciation with Senators, Deputies and Regional Councilors).
In this context of agitation we were approached by a Venezuelan who said he was a member of the PCV, who first tried to gain the confidence of the pre-militants and some comrades. We let him pass a few days, until he began to tell us that he had participated in many “actions and forms” against the Maduro government and that it was necessary to work for its fall. Our answer was clear, and we told him “well, tell me what is after Maduro: the dictatorship of the proletariat? NO: Capriles and all the garbage is coming!

La posición sobre China Popular, el Movimiento revolucionario y antiimperialista mundial
En el marco de la sesión plenaria de la Plataforma Antiimperialista Mundial, encuentro realizado en Seúl entre los días 14 y 16 de mayo, a cargo del Partido Democracia Popular de Corea, el Partido Comunista chileno (Acción Proletaria) PC(AP), expuso su valoración de China Popular y su papel internacional en relación a la ponencia del Doctor de la Universidad de Pekín, Kim Jung-ho, editor de “Ulsan Voice”, así como aportó al debate ideológico sobre la posición de los marxistas leninistas en la lucha antiimperialista contra el oportunismo y sus expresiones actuales.
Sobre China Popular
La valoración que el Partido Comunista chileno (Acción Proletaria) PC(AP) realiza sobre la República Popular China se basa en cuatro elementos fundamentales:
1) El carácter de clase del Estado.
2) las Relaciones de propiedad predominantes.
3) Respeto a la Soberanía Nacional de otros pueblos.
4) Fomento del Mundo Multipolar.
1) La RPCH es una Dictadura Democrática Popular dirigida por el Partido Comunista de China, quién asegura la dirección del proletariado mediante su herramienta política para construir su hegemonía ideológica, económica, cultural y militar, hacia una sociedad socialista desarrollada. Lo cual define los intereses de clase fundamentales del Estado.
2) En las relaciones de propiedad predominan la propiedad pública-estatal sobre los medios de producción, sobre todo en el área estratégica de la economía, lo cual deja espacio para el desarrollo de la empresa mixta, cooperativa y privada bajo orientación del Estado con sus planes quinquenales.
Es necesario recordar que el mercado es una categoría económica que nació antes de la sociedad capitalista y que mientras existan distintas relaciones de propiedad tanto a nivel nacional e internacional, será necesaria e inevitable su existencia, por tanto, el mercado existirá en el socialismo, algo que el mismo camarada Stalin dejó claro en su libro «Sobre los problemas económicos del socialismo en la URSS».
El mercado y la planificación económica son herramientas para la asignación de recursos, por lo cual, no definen si un Estado y su economía son socialistas o capitalistas.
3) El respeto a la soberanía nacional de otros pueblos por parte de la RPCH se basa en tener relaciones comerciales sin imponer sus criterios políticos como lo hacen los EEUU y sus socios imperialistas de menor rango de la Unión Europea y Asia sobre los Estados dependientes de África, Asia y América Latina. Su comercio se basa en el ganar-ganar. Washington al contrario, negocia mediante la imposición y el sometimiento político-económico a los demás países, de lo contrario acude a la intervención militar.
4) Fomento del Mundo Multipolar, el cual está en contraposición del hegemonismo belicista y depredador del Centro imperialista de EEUU y sus socio-matones europeos.
Al deshacernos del matón internacional del capital (EEUU y compañía) en un mundo multipolar y policentrico, es tarea de los Partidos Comunistas y revolucionarios, procurar el destino de sus países hacia la Liberación Nacional, la Democracia Popular y el Socialismo (según lo que la sociedad y su desarrollo económico reclame). Basado en la acumulación de fuerzas para implementar la táctica particular necesaria y con ella aplicar la estrategia revolucionaria de la toma del Poder Político por parte de la clase obrera con su Partido Comunista a la cabeza.
Con esto clarificamos que China comercia con todo país, y que no es problema de la RPCH invertir o no en una nación (esto lo haría EEUU, Alemania o Brasil, por ejemplo), sino de que en los países donde hay inversiones chinas no está la clase obrera en el Poder. No se puede culpar a Beijing y sus empresas públicas o privadas por las relaciones capitalistas existentes en Asia, África o América Latina. Cambiar las relaciones de producción es tarea de los Partidos Comunistas y revolucionarios, quienes deben aplicar las tácticas adecuadas para avanzar tras el Poder Político.
China comercia de manera distinta con la República Popular Democrática de Corea que, con Alemania, con la Republica Democrática Popular de Laos que con Chile. Pues en unos países están los Partidos Comunistas en el Poder Político, por tanto, la dictadura democrática popular del proletariado en perspectiva y construcción del socialismo, mientras en los otros existe la dictadura de la burguesía, tanto imperialista como dependiente. Por lo cual China no puede tener «inversiones socialistas» en países capitalistas… Y por lo mismo, sus relaciones comerciales serán desiguales según el socio comercial a tratar.
En síntesis afirmamos que la República Popular China es una Democracia Popular que construye el socialismo con sus propias características y que no ejerce un dominio imperialista sobre otros pueblos, al tener esta una característica estatal, relaciones de propiedad y respeto a la soberanía nacional de otros pueblos, propio de un país socialista.
Sobre la posición revolucionaria y oportunista en el Movimiento revolucionario y antiimperialista mundial
Ante la deriva ideológica oportunista, disfrazada de fraseología izquierdista que no es más que el abandono del marxismo leninismo, debemos las organizaciones presentes tener una posición consecuente con la lucha antiimperialista mundial y el objetivo revolucionario, la democracia popular y el socialismo en nuestros países.
Se ha hecho entender de manera vulgar que la producción de mercancías es una característica fundamental de una economía capitalista, pero creo que es redundante al ya haber explicado sobre las relaciones de propiedad en la RPCH.
Bajo esta premisa falsa, los oportunistas del Partido Comunista de Grecia (KKE), nos han querido imponer la visión, que tanto los países capitalistas avanzados e imperialistas tienen los mismos intereses que los países capitalistas dependientes e incluso, involucrando a las democracias populares sobrevivientes del campo socialista, debido a las relaciones mercantiles existentes en estos.
Los oportunistas quieren hacer como si no existiera la cuestión de la lucha nacional de los pueblos oprimidos y dependientes contra la super explotación y opresión de los imperialistas. Razón por la cual, entre otras de sus derivas ideológicas, se restan de la lucha antiimperialista, diciendo que no es necesaria y que es parte del «etapismo» propio de los partidos socialdemócratas (!?) Pero lamentablemente para su deriva revisionista-oportunista, se toparan con la justa línea de la dirección leninista del camarada Stalin y Dimitrov al frente del Movimiento Comunista Internacional, esta línea ha planteado a favor de las luchas de liberación nacional y la concreción de gobiernos democráticos antiimperialistas, donde los comunistas con sus propios méritos sean parte fundamental del Frente Popular Antifascista con fuerzas no proletarias (negarse al trabajo político con esas fuerzas es menospreciar la fuerza material de las diversas clases que buscan su independencia de la dominación imperialista, y no ver el potencial revolucionario de tales alianzas) y con ello acumulen fuerzas tras el Poder Político, son la línea correcta y vigente del Comunismo en los países coloniales y dependientes de la cadena imperialista mundial.
Negar la realidad de sometimiento imperialista de las naciones oprimidas por las opresoras, tratando de igualar sus intereses por la existencia del mercado como elemento histórico de asignación de recursos, es negar el leninismo y los aportes de las revoluciones y democracias populares victoriosas.
Con esto, niegan al mismo tiempo la solidaridad e internacionalismo proletario activo entre los partidos comunistas de los centros imperialistas a sus camaradas de los países dependientes y coloniales.
Los griegos del KKE limitándose a dar «la línea internacional» de la lucha inmediata por el socialismo, excluyendo la solidaridad internacional a países que buscan su propios desarrollo a contraposición general de los intereses de las metrópolis expoliadoras de los pueblos, negando la etapa de liberación nacional de muchos pueblos sin direcciones proletarias, pero que son antiimperialistas en criterios amplios, que dan espacio a los comunistas en el trabajo político y prestigio en sus luchas particulares, sumado a la lucha nacional revolucionaria y por la democrática popular, proyecto que apunta a la toma del poder político (proyectos que acusan de “etapismo”). Los oportunistas griegos hacen el simple llamando a que se deben socializar todos los medios de producción al ser una economía capitalista mundial y por ende imperialista única, sin ver las fisuras y sus eslabones débiles. Debemos decir que ese panfleto ya lo hemos leído, tanto en la Liga Internacional Trotskista Cuarta Internacional como en las páginas de Solidnet bajo firma del KKE.
En fin, podríamos describir muchas cosas erradas en lo ideológico, pero ahora nos detendremos en una «anécdota» pero muy aleccionadora sobre las actividades de entrismo que está gente está acostumbrada a realizar, tal y como los miserables trotskistas ya practicaban desde hace años y con ayuda del imperialismo.
Corría el año 2017, y nuestro Partido Comunista chileno (Acción Proletaria) PC(AP) estaba haciendo campaña donde llevamos de candidato a nuestro Primer secretario Eduardo Artés a la Presidencia de la República (entre otras candidaturas a modo de protesta y denuncia con Senadores, Diputados y Consejeros Regionales).
En este contexto de agitación se nos acercó un venezolano que dijo ser miembro del PCV, que primero trató de ganar confianza con los pre militantes y con algunos camaradas. Lo dejamos pasar unos días, hasta que nos empezó a decir que él había participado en muchas «acciones y formas” contra el Gobierno de Maduro y que era necesario trabajar para su caída. Nuestra respuesta fue clara, y le dijimos «bueno y, dime que hay después de Maduro: ¡La dictadura del proletariado? ¡NO!: Viene Capriles y toda la basura pro-gringa de la Oposición venezolana». Esto detonó que se encendieran los ánimos, y nos dijera que apoyar a Siria y su gobierno era apoyar al capitalismo, que apoyar a China era apoyar al imperialismo, y que Corea Popular era una dictadura y nada más. Y que si asumimos esa «verdad» podríamos formar parte de la internacional donde ellos trabajaban, le pregunté cuál «Internacional» y me dijo que era parte del encuentro internacional donde estaban los Partidos más grandes de Europa…
En ese momento ya entendí con quién hablaba y le dije «Mira, dile a tus papas griegos que nosotros en el PC(AP) no comulgamos con la política anticomunista de origen trotskista que promulgan»…
Esto derivó en una advertencia firme y clara: que jamás se apareciera cerca de nuestra militancia y que diera el mensaje a sus jefes que con nuestro Partido no se juega a crear fracciones.
Esta experiencia frustrada para ellos, es al parecer muy común en Europa y parte de América Latina. Esta posición oportunista es funcional al imperialismo y el asumir esta posición o no condenarla de manera firme condena al retraso o la frustración de una línea correcta antiimperialista, y, por ende, al Movimiento Comunista y Revolucionario Internacional.
Poder lograr en base a un común acuerdo de solidaridad internacional de los Partidos Comunistas del mundo en torno a la lucha antiimperialista, es un paso importante para superar los problemas ideológicos (y con ello prácticos) que nos impiden trabajar juntos, considerando las particularidades en el trabajo nacional que realizan los comunistas.
Es por esto que valoramos y defendemos la línea correcta de la Plataforma Antiimperialista Mundial, y consideramos que es necesario denunciar a quienes se posicionan al lado de nuestros enemigos. Y aunar fuerzas y robustecer las sanas fuerzas que lucha por la Revolución, la Liberación Nacional, la Democracia Popular y el Socialismo.
