Comrades: On behalf of the entire Chilean Communist Party (Proletarian Action), the Central Committee, we welcome the holding of this important international conference, at a time when we are witnessing a growing warmongering aggression by the countries organised in NATO against more and more countries, which threatens to plunge humanity into an international military conflict. We also extend our thanks to all the organisations that have decided to attend, and especially to those who have made great efforts to organise and convene this conference.
The theme that brings us together is “The rising tide of world war and the tasks of the anti-imperialists”, the same theme that guided the past conferences in Paris and Belgrade. To take it up again shows its essential importance for the current events and calls upon the anti-imperialists to question their tasks so that the workers and the broad masses of the people throughout the world can understand the seriousness of the danger of war, advance the struggle for peace and finally defeat the imperialists once and for all so that they can never again threaten humanity with war.
The struggle for world peace has always been a banner of struggle and one of the deepest desires of the anti-imperialists and peace-loving peoples. And today we find ourselves in the midst of one of the greatest systemic crises of the capitalist mode of production in its history, which threatens to overthrow the hegemony of the imperialist nations which, to prevent it, are preparing, at least since the balkanisation of Yugoslavia, a war against the Russian Federation, the People’s Republic of China and the Democratic People’s Republic of Korea, but also against all the socialist or sovereign countries of the world, such as socialist Cuba, Nicaragua, Venezuela, Iran, Syria, Belarus or Serbia. The proximity of this war can be seen in the Ukraine and in the increasingly aggressive imperialist provocations dangerous for international peace on the Korean peninsula and in the Taiwan Strait.
The hegemonic NATO countries do not hesitate to encourage the most reactionary and fascist forces wherever they intervene against states that do not want to submit to imperialist hegemony. This was the case in Syria, in Ukraine and can be seen in Taiwan.
The war that NATO is waging against Russia in Ukraine has been imposed on Russia by the US, the UK and the EU and, in our opinion, is aimed at destroying Russia’s territorial and state unity in order to allow these countries to appropriate its vast natural resources, weaken its military capacity and neutralise its contribution to a necessary anti-fascist alliance at the international level, united with countries such as the Democratic People’s Republic of Korea, the People’s Republic of China, Cuba, Venezuela, Iran and others.
Comrades, the anti-imperialist and anti-fascist struggle presupposes a correct characterisation of the different levels on which the anti-imperialist and anti-fascist struggle develops: the states and/or governments, the broad mass organisations and the communist and revolutionary parties, in order to correctly identify the tasks to be carried out, because this allows us to develop the tactics and contents appropriate to each of these levels and not to get confused between the different levels or spaces or in the tactics to be used on each of them. All these levels on which the anti-imperialist and anti-fascist struggle develops must be firmly united by the thread of our ideology and politics, which is flexible but indestructible.
In Latin America, for example, there are countries advancing in the construction of socialism, such as the Republic of Cuba, governments with a firm and proven anti-imperialist, sovereignist and anti-fascist determination, such as the Republic of Nicaragua and the Bolivarian Republic of Venezuela, and governments with sovereign and democratic accents that have often failed to consolidate their processes and have often shown themselves to be vacillating. The latter sometimes show partial and differentiated opposition to imperialist plans with varying degrees of determination.
We also have the broad mass organisations: trade unions, professional and trade associations, peasant and indigenous organisations, cultural organisations, etc., in which, sometimes even in their leaderships, anti-imperialist and anti-fascist thinking and behaviour is expressed. Special attention must be paid to this level, since they can influence broad sections of the population in the respective countries and even influence or force one or another decision of the governments allied with imperialism.
The revolutionary parties and organisations, which are indispensable, can and must express themselves and act with their own profile in the anti-imperialist and anti-fascist struggle, in connection with the developments on the two aforementioned planes. According to the concept of the Chilean Communist Party (Acción Proletaria) PC(AP), this is essential and indispensable.
The recent statement by the head of the US Southern Command, Laura Richardson, gives a clear understanding of the imperialist and colonialist ambitions of US imperialism: “If I talk about my number two adversary in the region, Russia, I mean, I have, of course, relations between the countries of Cuba, Venezuela and Nicaragua with Russia. I mean, I have, of course, the relations between the countries of Cuba, Venezuela and Nicaragua with Russia. But why is this region important? With all its rich resources and rare earth elements. You have the lithium triangle, which is necessary for today’s technology. Sixty per cent of the world’s lithium is in the lithium triangle Argentina, Bolivia, Chile. You have the largest oil reserves of light sweet crude discovered in Guayanas more than a year ago. You have the resources of Venezuela also with oil, copper, gold. We have the lungs of the world, the Amazon. We also have 31% of the world’s fresh water in this region. I mean, it’s out of the ordinary. We have a lot to do. This region matters. It has a lot to do with national security and we have to step up our game.”
The blockade and sanctions against Cuba, Venezuela and Nicaragua, as well as the overt and covert military interventions, the coups, the destabilisation of governments, the hundreds of thousands of murdered, disappeared, tortured and mutilated people, which are part of the history of Latin America, have their explanation in the imperialist and colonialist policy of the USA, which today has again been exposed by Laura Richardson.
The struggle for the recovery of natural resources, industrialisation, self-determination of the peoples and national sovereignty in Latin America is a fundamental part of the anti-imperialist struggle against the USA.
It is necessary to analyse, value and promote the anti-imperialist struggle against US domination, especially the struggle of the peoples, highlighting the various popular uprisings for emancipation from the imperialist yoke, sovereignty and social and political rights that have taken place in Ecuador, Colombia, Chile and now Peru. It is necessary to observe and encourage those actions of governments that decide to disobey the orders and demands of the USA, such as the refusal of presidents Petro and Lula of Colombia and Brazil, among others, when they resisted the demand of the USA and NATO to supply arms to the puppet and criminal Zelensky regime in Ukraine. We believe that everything that strikes at imperialism must be supported, and everything that serves imperialism must be denounced in the strongest terms.
Comrades, the world conflagration waged by US imperialism and its appendage NATO, which is expressed today in the aggression against Russia, is directed against the People’s Republic of China and the Democratic People’s Republic of Korea.
The existence of Latin American countries fighting for their sovereignty and advancing in the construction of socialism are inseparable parts of the confrontation and defeat of the USA.
With the revolutionary application of the communist theory, enriched with the synthesis of the experiences of the workers’ and people’s movement of the whole world, we can be confident that we will advance with firm steps until Latin America becomes a free and sovereign territory and thus support the process of dealing a mortal blow to US imperialism, the main enemy of the peoples of the world.
We will win, the anti-imperialist struggle will win!

Camaradas: En nombre de todo el Partido Comunista chileno (Acción Proletaria), del Comité Central, saludamos la celebración de esta importante conferencia internacional, en un momento en el que asistimos a una creciente agresión belicista por parte de los países organizados en la OTAN contra cada vez más países, que amenaza con sumir a la humanidad en un conflicto militar internacional. Extendemos asimismo un agradecimiento a todas las organizaciones que han decidido concurrir, y especialmente a quienes han realizado grandes esfuerzos para organizar y convocar esta conferencia.
El tema que nos reúne es “La creciente marea de la guerra mundial y las tareas de los antiimperialistas”, el mismo que guió las pasadas conferencias de París y Belgrado. Retomarlo muestra su importancia esencial para los acontecimientos actuales y llama a los antiimperialistas a interrogarse sus tareas para que los trabajadores y las amplias masas populares de todo el mundo logren comprender la gravedad del peligro de guerra, avanzar en la lucha por la paz y, finalmente derrotar definitivamente a los imperialistas para que nunca más puedan amenazar a la humanidad con la guerra.
La lucha por la paz mundial ha sido siempre una bandera de lucha y uno de los anhelos más profundos de los antiimperialistas y de los pueblos amantes de la paz. Y hoy nos encontramos en medio de una de las mayores crisis sistémicas del modo de producción capitalista de su historia, que amenaza con derribar la hegemonía de las naciones imperialistas que, para impedirlo, preparan, al menos desde la balcanización de Yugoslavia, una guerra contra la Federación Rusa, República Popular China y República Popular Democrática de Corea, pero también contra todos los países socialistas o soberanos del mundo, como la Cuba socialista, Nicaragua, Venezuela, Irán, Siria, Bielorrusia o Serbia. La proximidad de esta guerra se anuncia en Ucrania y en las provocaciones imperialistas cada vez más agresivas y peligrosas para la paz internacional en la península coreana y en el estrecho de Taiwán.
Los países hegemónicos de la OTAN no dudan en estimular a las fuerzas más reaccionarias y fascistas allí donde intervienen contra Estados que no quieren someterse a la hegemonía imperialista. Así ocurrió en Siria, en Ucrania y puede verse en Taiwán.
La guerra que la OTAN libra contra Rusia en Ucrania ha sido impuesta a Rusia por EEUU, Reino Unido y la Unión Europea y, en nuestra opinión, tiene como objetivo destruir la unidad territorial y estatal de Rusia para permitir a estos países apropiarse de sus vastos recursos naturales, debilitar su capacidad militar y neutralizar su contribución a una necesaria alianza antifascista a nivel internacional, unida a países como la República Popular Democrática de Corea, la República Popular China, Cuba, Venezuela, Irán y otros.
Camaradas, la lucha antiimperialista y antifascista presupone una correcta caracterización de los diferentes planos en los que se desarrolla la lucha antiimperialista y antifascista: los estados y/o gobiernos, las amplias organizaciones de masas y los partidos comunistas y revolucionarios, para identificar correctamente las tareas a realizar, porque ello nos permite desarrollar las tácticas y los contenidos adecuados a cada uno de estos planos y no confundirnos entre los diferentes planos o espacios ni en las tácticas a utilizar en cada uno de ellos. Todos estos niveles en los que se desarrolla la lucha antiimperialista y antifascista deben estar firmemente unidos por el hilo de nuestra ideología y política, que es flexible pero indestructible.
En América Latina, por ejemplo, hay países que avanzan en la construcción del socialismo, como la República de Cuba, gobiernos con una firme y probada determinación antiimperialista, soberanista y antifascista, como la República de Nicaragua y la República Bolivariana de Venezuela, y gobiernos con acentos soberanos y democráticos que muchas veces no han logrado consolidar sus procesos y con frecuencia se han mostrado vacilantes. Estos últimos muestran a veces una oposición parcial y diferenciada a los planes imperialistas con mayor o menor determinación.
También contamos con las organizaciones amplias y de masas: Sindicatos, asociaciones profesionales y gremiales, organizaciones campesinas e indígenas, organizaciones culturales, etc., en las que, a veces incluso en sus direcciones, se expresa un pensamiento y un comportamiento antiimperialista y antifascista. Hay que prestar especial atención a este plano, ya que pueden influir en amplios sectores de la población de los respectivos países e incluso influir o forzar una u otra decisión de los gobiernos aliados del imperialismo.
Los partidos y organizaciones revolucionario, que son indispensables, pueden y deben expresarse y actuar con su propio perfil en la lucha antiimperialista y antifascista, en conexión con los desarrollos en los dos planos mencionados. Según el concepto del Partido Comunista Chileno (Acción Proletaria) PC(AP), esto es esencial e imprescindible.
La reciente declaración de la jefa del Comando Sur de EEUU, Laura Richardson, permite entender con claridad las ambiciones imperialistas y colonialistas del imperialismo norteamericano: “Si hablo de mi adversario número dos en la Región, Rusia. Quiero decir, tengo, por supuesto las relaciones entre los países de Cuba, Venezuela y Nicaragua con Rusia. Pero, ¿por qué es importante esta región? Con todos sus ricos recursos y elementos de tierras raras. Tienes el triangulo del litio, que es necesario para la tecnología actual. El 60% del litio del mundo está en el triángulo del litio Argentina, Bolivia, Chile. Tienes las reservas de petróleo más grandes de crudo ligero y dulce descubierto en Guayanas hace más de un Año. Tienes los recursos de Venezuela también con petróleo, cobre, oro. Tenemos los pulmones del mundo, el Amazonas. También tenemos el 31% del agua dulce del mundo en esta región. Quiero decir, es fuera de lo común. Tenemos muchos que hacer. Esta región importa. Tiene mucho que ver la seguridad nacional y tenemos que intensificar nuestro juego.”
El bloqueo y las sanciones contra Cuba, Venezuela y Nicaragua, así como las intervenciones militares abiertas y encubiertas, los golpes de Estado, la desestabilización de gobiernos, los cientos de miles de asesinados, desaparecidos, torturados y mutilados, que conforman parte de la historia de América Latina, tienen su explicación en la política imperialista y colonialista de los EEUU, que hoy ha vuelto a ser expuesta por Laura Richardson.
La lucha por la recuperación de los recursos naturales, la industrialización, la autodeterminación de los pueblos y la soberanía nacional en América Latina es parte fundamental de la lucha antiimperialista contra EEUU.
Es necesario analizar, valorar y promover la lucha antiimperialista contra la dominación estadounidense, especialmente la lucha de los pueblos, destacando los diversos levantamientos populares por la emancipación del yugo imperialista, la soberanía y los derechos sociales y políticos que han tenido lugar en Ecuador, Colombia, Chile y ahora Perú. Es necesario observar y alentar aquellas acciones de gobiernos que deciden desobedecer las órdenes y exigencias de los EEUU, como la negativa de los presidentes Petro y Lula de Colombia y Brasil, entre otros, cuando resistieron la exigencia de los EEUU y la OTAN de suministrar armas al régimen títere y criminal de Zelensky en Ucrania. Nosotros creemos que todo lo que golpea al imperialismo debe ser apoyado, y todo lo que sirve al imperialismo debe ser denunciado en los términos más enérgicos.
Camaradas, la conflagración mundial llevada a cabo por el imperialismo norteamericano y su apéndice la OTAN, que se expresa hoy en la agresión contra Rusia, está dirigida contra la República Popular China y la República Popular Democrática de Corea.
En América Latina existen grandes posibilidades de enfrentar y golpear duramente a los EEUU, La existencia de los países latinoamericanos que luchan por su soberanía y que avanzan en la construcción del socialismo, son partes inseparables en el enfrentamiento y la derrota de los EEUU.
Con aplicación revolucionaria de la teoría comunista, enriquecida con la síntesis de las experiencias del movimiento obrero y popular de todo el mundo, podemos confiar de que avanzaremos con pasos firmes hasta convertir a América Latina en un territorio libre y soberano y apoyaremos así el proceso de asestar un golpe mortal al imperialismo norteamericano, principal enemigo de los pueblos del mundo.
