‘Forward with The Worldwide Development of The Anti-Imperialist Platform!’
Comrade members of the World Anti-imperialist Platform, to the organizations and Parties present, to their leaders and political cadres, in the name of the First Secretary of the Chilean Communist Party (Proletarian Action), P.C.(A.P.,) comrade Eduardo Artés, of our Central Committee and the whole Party, we greet this international conference, of the World Anti-imperialist Platform, at a time when the aggression of Yankee Imperialism together with NATO is increasing.
We salute this meeting and congratulate the organizers, as we understand the magnitude of the efforts made to accomplish the task of moving forward united against the war that U.S. imperialism, NATO and the puppet governments intend to drag the whole world into.
This new conference follows the central ideas of the previous meetings in Paris, Belgrade and Caracas, which is the deepest unity of the peoples of the world to avoid the aggressive war of U.S. imperialism together with its NATO partners, which use their immense material resources to ensure the obedience of governments and political parties, that strengthen the fascist ideas of the big pro-imperialist bourgeoisie, as well as encourage the reactionary ideological and political aspects in governments and parliaments, ensuring that the set of laws allow greater control and repression of the revolutionary, progressive and above all communist organizations, and that we raise the proposals of sovereignty and self-determination of the peoples.
The anti-communist, liberal and ultra-right propaganda is supported directly or indirectly, wherever there is a danger of the construction and development of revolutionary ideas against U.S. imperialism and its partners and NATO lackeys.
Here we can already see a task that we are ready to assume, and that is to make greater and permanent efforts to fill all the spaces with real information about what is happening in the main points of confrontation that are becoming more and more direct, such as: Ukraine, Taiwan and the Korean peninsula itself, not to mention the waves of false propaganda aimed at de-legitimizing sovereign governments, such as those of Iran, Syria, Palestine, Cuba, Venezuela, Nicaragua, etc.
Comrades, we think that it is necessary to use all spaces to educate the peoples of the world about the real reasons that drive the war of U.S. imperialism, on how imperialism uses NATO member countries, and all countries that are subjected by its ideological, political, economic, cultural influence, including military dependencies or overt or covert military interventions, for its purposes of maintaining its hegemony at all costs.
The war orchestrated by NATO, that is to say, by the US, in Ukraine, seeks to expand to other regions of the world, hastening a warlike escalation that will allow them to get out, for a while, of the deep crisis of the capitalist model of production, generating a massive sale of armaments and supplies, strengthening the war industry.
This warlike escalation of the US, NATO and puppet governments is sending millions of human beings to imperialist war, this is the stark face, the most horrible face, of US imperialism and its NATO partners, to avoid the inevitable, which is the overcoming of the already ruined form of capitalist production.
Here we have a second commitment, and that is to organize a rearguard to prevent, limit or stop the war plans in terms of a permanent and secure supply of raw materials, as well as greater commitments for direct interventions in rejection of U.S. imperialism and its partners. It is becoming more urgent every day to organize all the progressive forces of the world behind the demand: No to the war of the USA, NATO and the puppet governments of imperialism.
We have already indicated in our intervention in Caracas by our First Secretary, comrade Eduardo Artes, that we identify at least three spaces of struggles against fascism, today promoted and supported by the US and NATO, which we must differentiate: The struggle at the level of the States or governments; the struggle that we must organize at the level of the broad oppressed popular masses and the tasks of the communist and revolutionary parties.
For these reasons, it is becoming more and more urgent to promote at the level of the popular masses the concept of unsatisfied social demands, which are permanently growing due to the shortage of food, medicines, construction materials, tools, raw materials, etc. The speculation is shameless and seeks to unload the crisis of the capitalist system on the backs of the peoples.
Everyday millions of exploited people, in different parts of the world, join the army for peace in the world and in case of large-scale war, in an army ready to break their chains of exploitation.
We know that without the presence of an organization that gives revolutionary leadership to the broad popular masses in the world, peace among the peoples will be impossible, it is necessary to advance to clarify the perspective of overcoming the backward capitalist forms of production.
Our commitment is to make every effort to build a powerful rearguard and in the event of a full-scale war, to fight for independence and sovereignty in order to advance a clear socialist perspective.
We would like to reiterate what has already been stated:
The existence of Latin American countries fighting for their sovereignty and advancing in the construction of socialism are inseparable parts in the confrontation and defeat of the US, NATO and their puppet governments.
With revolutionary application of communist theory, enriched with the synthesis of the experiences of the workers’ and popular movement of the whole world, we will work to advance in the unity that will allow us to deal a mortal blow to U.S. imperialism, the main enemy of the peoples of the world.
The strategy and tactics of the communist and revolutionary parties in the various countries will be, according to the characteristics of each place, adequate to the class struggle and its manifestations. This implies recognizing the capital-labor contradiction as essential or fundamental of the epoch of capitalism and its current imperialist development.
Today the capitalist form of production is being surpassed by a superior and mutually beneficial economy, in different parts of the world. This allows a new leap in the relations between countries, taking away spaces of domination from the World Bank, International Monetary Fund, as well as the dollar as the dominant currency. This weakens US imperialism, however we know that it will not allow itself to be displaced without exhausting all forms of struggle to maintain its domination, including the war of aggression and subjugation.
The main contradiction that runs through the dependent and semi-colonial capitalist countries of Africa, Asia, America and part of Europe exploited by the centers of international finance capital, is the contradiction, oppressed country versus imperialism. Today U.S. imperialism clearly struggles to deepen the oppression and super-exploitation of the dependent countries.
The tactic of the parties that aspire to the seizure of political power, we believe, must be to appeal to the patriotic factor of national liberation.
The duty of communists and revolutionaries is to convince and mobilize behind a project emanating from the working class, and presented to the popular sectors, to the small and medium productive and commercial bourgeoisie, which can converge in a plan of national salvation. This plan, according to the level of productive development, can be a motive of patriotic reaffirmation, which is indispensable for a national project, as part of the Popular Democratic process of road and orientation to a socialist society.
The mobilization and unity of the revolutionary and communist parties, we think, has a history, as did the Anti-Fascist United Front. This tactic served the revolutionaries to stop fascism, and today it will be useful for us, not only to cut the hands of the brown beast of financial capital, but also to U.S. imperialism and its NATO partners, who seek together with all the obscurantist forces, to suffocate the yearnings for national sovereignty, industrial development, popular democracy, all of which are the basis for a higher quality of life, which societies demand in various forms and claims.
The tasks of sovereignty and national self-determination, which each people seeks to achieve, interdependently help countries and states that have achieved their sovereignty and their particular socio-political projects.
Each achievement that the peoples of the world realize on their road to national and social liberation, strengthens those who are already walking steadily on their independent path, since imperialism will not be able to concentrate its blow on a single enemy, and by diversifying its fronts of struggle, its force of aggression, it will not be able to use it in a single way, to a single people or State under attack.
When some self-proclaimed revolutionary, progressive and Communist Parties try to give the character of “imperialist” to the People’s Republic of China and “warlike” to the Russian Federation or the Democratic People’s Republic of Korea, they only strengthen US imperialism, NATO and the puppet governments, since they generate artificial divisions that divide the oppressed peoples, preventing their unity to strike and overthrow US imperialism and its NATO Partners.
The false idea of giving the People’s Republic of China or the Russian Federation the quality of imperialism only strikes at the states allied to those fighting against national exploitation and oppression, it does not affect U.S. imperialism.
In broad progressive sectors, the aggressive and warmongering policy of the United States is hated and despised.
This campaign, promoted within the popular forces, has a clear intention to divide and prevent the unity of the oppressed peoples, this campaign is directed and promoted by the U.S. intelligence services such as the CIA, as well as other economic powers opposed to the struggles for independence and national sovereignty.
It is our duty to fully clarify these slanders and unmask the undercover agents who seek to create confusion and division among the progressive and revolutionary forces of the world.
Comrades, the hope of the peoples to defeat the imperialist aggression of the United States, NATO and their puppet governments lies in strengthening the World Anti-Imperialist Platform. We will win!

Camaradas miembros de la Plataforma Anti-imperialista Mundial, a las organizaciones y Partidos Presentes, a sus dirigentes y cuadros políticos, en nombre del Primer Secretario del Partido Comunista Chileno (Acción Proletaria), P.C.(A.P.,) el camarada Eduardo Artés, de nuestro Comité Central y todo el Partido, saludamos esta conferencia internacional, de la Plataforma Anti-imperialista Mundial, en un momento donde la agresión del Imperialismo Yanqui junto a la OTAN va en aumento.
Saludamos este encuentro y damos nuestras felicitaciones a los organizadores, ya que comprendemos la magnitud de los esfuerzos realizados para cumplir con la tarea de avanzar unidos en contra de la guerra que el imperialismo estadounidense, la OTAN y los gobiernos títeres pretenden arrastrar al mundo entero.
Esta nueva conferencias sigue las ideas centrales de los Encuentros anteriores de París, Belgrado y Caracas, que es la más profunda unidad de los pueblos del mundo por evitar la guerra agresiva del imperialismo estadounidense junto a sus socios de la OTAN, los que usan sus inmensos recursos materiales para asegurar la obediencia de gobiernos y partidos políticos, que fortalecen las ideas fascistas de la gran burguesía pro imperialista, así como incentivan los aspectos ideológicos y políticos reaccionarios en gobiernos y parlamentos, asegurando que el conjunto de las leyes, permitan un mayor control y represión de las organizaciones revolucionarias, progresistas y sobre todo comunistas, que levantamos las propuestas de soberanía y de autodeterminación de los pueblos.
La propaganda anticomunista, liberal y de ultra derecha, es apoyada directa o indirectamente, en todo lugar donde exista el peligro para ellos, que se construya o desarrollen las ideas revolucionarias, en contra del imperialismo estadounidense y sus socios y lacayos de la OTAN.
Acá ya se desprende una tarea, que estamos dispuestos a asumir y es, hacer mayores y permanentes esfuerzos por copar todos los espacios, con información real de lo que pasa en los principales puntos de enfrentamientos cada vez más directo, como lo son: Ucrania; Taiwan y la misma península de Corea, sin dejar de nombrar las oleadas de falsa propaganda dirigidas a des-legitimar a gobiernos soberanos, como los de Irán, Siria, Palestina, Cuba, Venezuela, Nicaragua, etc.
Camaradas, pensamos que se hace necesario usar todos los espacios para educar a los pueblos del mundo, en las verdaderas razones que impulsan la guerra del imperialismo estadounidense, en como el imperialismo usa a los países miembros de la OTAN, como a todos los países que están sometidos por su influencia ideológica, política, económica, cultural, incluidas las dependencias militares o las intervenciones militares abiertas o encubiertas, para sus fines de mantener a toda costa su hegemonía.
La Guerra orquestada por la OTAN, es decir, por EEUU, en Ucrania, busca expandirse a otras regiones del mundo, apurando una escalada guerrerista que les permita salir, por un tiempo, de la profunda crisis del modelo capitalista de producción, generando una venta masiva de armamento y suministros, fortaleciendo la industria de guerra.
Esta escalada guerrerista de los EEUU, la OTAN y los gobiernos títeres, están enviando a millones de seres humanos a la guerra imperialista, esta es la descarnada cara, la más horrible, del imperialismo estadounidense y sus socios de la OTAN, por evitar lo inevitable, que es la superación de la ya arruinada forma de producción capitalista.
Ahí tenemos un segundo compromiso, y es organizar una retaguardia que impida, limite o frene los planes de guerra en cuanto a una permanente y segura provisión de materias primas, así como de mayores compromisos, para intervenciones directas en rechazo del imperialismo de los EEUU y sus socios. Se hace cada día, más urgente, organizar a todas las fuerzas progresistas del Mundo tras la demanda: No a la guerra de los EEUU, la OTAN y los gobiernos títeres del imperialismo.
Ya hemos indicado en nuestra intervención en Caracas a cargo de nuestro Primer Secretario, el camarada Eduardo Artes, que identificamos al menos tres espacios de luchas en contra del fascismo, hoy impulsado y apoyado por los EEUU y la OTAN que debemos diferenciar: La lucha a nivel de los Estados o gobiernos; la lucha que debemos organizar a nivel de las amplias masas populares oprimidas y las tareas de los partidos comunistas y revolucionarios.
Por estas razones, es que se hace cada vez más urgente el impulsar a nivel de las masas populares, las demandas sociales insatisfechas, que crecen permanentemente ante la carestía de los alimentos, medicinas, materiales de construcción, herramientas, materias primas, etc., la especulación es descarada y busca descargar en las espaldas de los pueblos, la crisis del sistema capitalista.
Se suman cada día millones de explotados, en distintas partes del mundo, al ejército por la paz en el mundo y en caso de guerra a gran escala, en un ejército dispuesto a romper sus cadenas de explotación.
Sabemos que sin la presencia de una organización que le de dirección revolucionaria a las amplias masas populares en el mundo, será imposible la paz entre los pueblos, se necesita avanzar para esclarecer la perspectiva de superación de las formas de producción capitalistas atrasadas.
Nuestro compromiso es hacer todos los esfuerzos en poder potenciar una poderosa retaguardia y de ocurrir una guerra a gran escala, luchar por independencia y soberanía para avanzar en una clara perspectiva socialista.
Queremos reiterar lo ya planteado:
En América Latina existen grandes posibilidades de enfrentar y golpear duramente a los EEUU, La existencia de los países latinoamericanos que luchan por su soberanía y que avanzan en la construcción del socialismo, son partes inseparables en el enfrentamiento y la derrota de los EEUU, La OTAN y sus gobiernos títeres.
Con aplicación revolucionaria de la teoría comunista, enriquecida con la síntesis de las experiencias del movimiento obrero y popular de todo el mundo, trabajaremos para que avancemos, en la unidad que nos permita asestar un golpe mortal al imperialismo estadounidense, principal enemigo de los pueblos del mundo.
La estrategia y la táctica de los partidos comunistas y revolucionarios en los diversos países será, de acuerdo a las características propias de cada lugar, adecuadas a la lucha de clases y sus manifestaciones. Esto implica reconocer la contradicción capital-trabajo como esencial o fundamental de la época del capitalismo y su desarrollo imperialista actual.
Hoy la forma de producción capitalista está siendo superada por una economía superior y de mutuo beneficio, en distintos lugares del mundo, esto permite un nuevo salto en las relaciones entre los países, quitándole espacios de dominación al Banco Mundial, Fondo Monetario Internacional, así como al dólar como moneda dominante, esto debilita al imperialismo estadounidense, sin embargo sabemos que no permitirá ser desplazado, sin agotar todas las formas de lucha para mantener su dominación, incluidas, la guerra de agresión y sometimiento.
La contradicción principal que recorre a los países capitalistas dependientes y semi-coloniales de África, Asia, América y parte de la Europa explotada por los centros del capital financiero internacional, es la contradicción, país oprimido versus el imperialismo, claramente hoy el imperialismo estadounidense lucha por profundizar la opresión y la súper explotación de los países dependientes.
La táctica de los partidos que aspiramos a la toma del poder político, pensamos, debe ser apelar al factor patriótico de liberación nacional.
El deber de los comunistas y revolucionarios es convencer y movilizar tras un proyecto emanado de la clase obrera, y presentado a los sectores populares, a la pequeña y mediana burguesía productiva y comercial, que pueda converger en un plan de salvación nacional. Este plan de acuerdo al nivel de desarrollo productivo, puede ser un motivo de re-afirmación patriótica, la cual es indispensable para un proyecto nacional, como parte del proceso Democrático Popular de camino y orientación a una sociedad socialista.
La movilización y unidad de los partidos revolucionarios y de los partidos comunistas, pensamos, tiene historia, como lo fue el Frente Único Antifascista. Esta táctica sirvió a los revolucionarios para frenar al fascismo, y hoy nos será de utilidad, no sólo para cortar las manos a la bestia parda del capital financiero, sino al imperialismo estadounidense y sus socios de la OTAN, que buscan junto a todas las fuerzas oscurantistas, sofocar los anhelos de soberanía nacional, desarrollo industrial, democracia popular, que son la base para una mayor calidad de vida, que las sociedades en distintas formas y reivindicaciones reclaman.
Las tareas Soberanas y de autodeterminación nacional, que cada pueblo busca concretar, ayudan de forma ínter-dependiente a los países y Estados que han logrado su soberanía y sus proyectos socio-políticos particulares.
Cada logro que los pueblos de mundo concretan en su camino a la liberación nacional y social, fortalecen a quienes ya caminan a paso firme en su camino independiente, ya que el imperialismo no podrá concentrar su golpe en un solo enemigo, y al diversificar sus frentes de lucha, su fuerza de agresión, no podrá utilizarla de manera única, a un solo pueblo o Estado agredido.
Cuando algunos auto-proclamados Partidos revolucionarios, progresistas y Comunistas, intentan darle el carácter de imperialista a la República Popular China y guerrerista a la Federación Rusa o a la República Popular Democrática de Corea, sólo fortalecen al imperialismo estadounidense, a la OTAN y los gobiernos títeres, ya que generan divisiones artificiales que dividen a los pueblos oprimidos, evitando su unidad para golpear y derribar al imperialismo estadounidense y sus Socios de la OTAN.
La falsa idea de darle calidad de imperialismo a la República Popular China o a la Federación Rusa, sólo golpea a los Estados aliados de quienes luchan en contra de la explotación y opresión nacional, no afecta al imperialismo de EE.UU.
En amplios sectores progresistas se odia y desprecia la política agresiva y de guerra por parte de los EEUU.
Esta campaña impulsada al interior de fuerzas populares, tiene una clara intención de dividir e impedir la unidad de los pueblos oprimidos, esta campaña está dirigida y promocionada desde los servicios de inteligencia estadounidenses como lo es la CIA, así como de otras potencias económicas contrarias a las luchas de independencia y soberanía nacional.
Es nuestro deber, esclarecer ampliamente estas calumnias y desenmascarar a los agentes encubiertos que buscan crear confusión y división entre las fuerzas progresistas y revolucionarias del mundo.
Camaradas, la esperanza de los pueblos por derrotar la agresión imperialista Norteamericana, de la OTAN y sus gobiernos títeres, está en fortalecer la Plataforma Anti-imperialista Mundial. ¡Venceremos.!
