Our party, the Partido Komunista ng Pilipinas (Philippine Communist Party) PKP-1930 extend to this conference our warmest greeting. Also, we wish to congratulate the convenor of this conference for their tireless effort and patience to make this affair possible.
Dear Comrade, as it is known to us, imperialist USA has focusedits intention to exacerbate the tension in the Asia and Pacific Region, not against us and other Asian and Pacific country but against China, their consider number one rival and North Korea. This can be visibly seen by their designed in our country and other Asian and Pacific Nation.
First, they expanded their bases, military and naval bases from Japan, South Korea, in our country and other neighboring countries with Hawaii as the main operational center. Though the bases in our country did not house regular forces and regular armaments, but is utilized as warehouse for their armament, and us temporary shelter for combat deployment in Asian Region if conflict start in this region.
Second, they expanded theoperational rangeof their forces to cover the China Sea, which they believe will be battle ground in case of conflict with China and North Korea. Thus, they are utilizing and are adding bases (from nine (9) to fourteen (14)) stretching from north to the south that cover the whole area of China Sea facing our country and the Chinese mainland. The sea land of South China is too close to China and Taiwan that an ordinary rocket and missile can reach their target in Mainland China in just a half hour.
Third, they are often conducting military and war exercise related to sea landing, and naval defense from enemy coming from the sea, indirect simulating China naval invasion and assault from sea.
Forth, they are compelling our government to prepare and procure armaments for defense in preparation for a naval and aerial conflict and compelled to hold regular naval patrol on the sea land facing China under the guise of protecting our economic sea zone, which usually encounter patrolling China Coast Guard vessel thus causing friction and animosity between us and China. On numerous occasion they joint naval and aerial patrol on the said sea land which is both claim by us, China, Vietnam, Indonesia and Singapore. This action is tactically designed to hype the anti-Chinese sentiment of our people and to justify their action and presence in our territorial water and to portray China as bully and nuisance country forcing their presence in our territorial economic zone.
Conclusively these are strategic design to prepare our country to be the battleground and our armed forces to be their proxy warrior against China in case of war and conflict started.
The contentious sea… China Sea, West Philippine Sea as it claims by our country is a vital sea lane and international trade route catering 3rd of world trade volume.It is located at the western arm of the Pacific Oceanthat borders the Southeast Asian mainland. It is bounded on the northeast by the Taiwan Strait (by which it is connected to the East China Sea); on the east by Taiwan and the Philippines; on the southeast and south by Borneo, the southern limit of the Gulf of Thailand, and the east coast of the Malay Peninsula; and on the west and north by the Asian mainland. The South China Sea and the East China Sea together form the China Sea. The southern boundary of the South China Sea is a rise in the seabed between Sumatra and Borneo, and the northern boundary stretches from the northernmost point of Taiwan to the coast of Fujian province, China, in the Taiwan Strait. It embraces an area of about 1,423,000 square miles (3,685,000 square km).Together with this very important trade route is the rich marine resources and mineral lying under sea bed.
Our party, Partido Komunista ng Pilipinas (PKP-1930) had laidits position on these issues that: the sea is to be treated as zone of peace, and neutrality. We are against the militarization of the area. Nether the used of arms and force of any claimant state. We seek a peaceful and mutually beneficial relation between the contending and claimant state. Unfortunately, this was not heeded by our government and on the contrary has aligned its policy with imperialist rule base order which is an indirect imposition of United States strategy of containing China economic, military and political growth in Asia and the world. We welcome settling the issues and differences with China through peaceful dialogue and mutual understanding as it is pursued currently by Vietnam and Indonesia. We are against ASEAN realignment towards China and or the United States, or the West vs East. We view this issue of the China Sea as an issue that demand concrete neutrality, total cooperation and continued dialogue between claimant state as dispute will definitely affect the economic well being of the whole region.
We did not adhere to the policy and attitude of our government in their action on the issue of the South China, in relying to the defense agreement between our country and the United States; first it is illogical to wage a war against an enemy which is not our enemy; second we are not prepared as a country to go to war with China today, militarily, economically. And politically for it will isolate us from our neighboring country; third, we cannot be proxy warrior carrying arms and destruction to promote US imperialist interest. It will be a total act of insanity as what had happened in Ukraine.
What we need today is to explain to the multitude of people our position on this issues; by promoting peace, by promoting our call for freedom and neutrality, vis-a-vis is our campaign for the termination of the Mutual Defense Treaty (MDT) between our country and the United States, ending imperialist design for hegemony in the Asia and the Pacific Region, end the fascist war in Europe and Ukraine, ending genocide and colonialism in Gaza. This is our task today as vanguard party fighting against imperialism and war.
