We thank the comrades of the People’s Democracy Party (PDP) of South Korea for the invitation to this international conference and for calling numerous communist parties and organisations to the debate in a spirit of internationalist confrontation and action against Euro-Atlantic imperialism.<\/p>\n\n\n\n

We are facing a situation where the military escalation of the war has reached a sensitive point and risks turning into a catastrophe for the whole of humanity. At the recent G7 summit, NATO Secretary General Jens Stoltenberg officially stated what we have been saying for a long time: “Russia’s victory would be a defeat for NATO”, which means that we are participants in the war, and that the clash is between the Western bloc and Moscow. As if that were not enough, the Atlantic Alliance summit confirmed the exercise of its nuclear forces.<\/p>\n\n\n\n

As Rete dei Comunisti, we have always proposed a theoretical analysis and multiple interventions of political and social struggle, through all our structures, to make a strong claim against the European Union \u2013 our imperialist pole in the process of being strengthened \u2013 and the interference of the USA and NATO, which since the end of World War II has more than 130 missile bases, some of which are nuclear and secret.<\/p>\n\n\n\n

The war in Ukraine, which is part of the war trend inherent in the systemic crisis of the Capitalist Mode of Production, began in 2014, and the flight of the US and its allies from Afghanistan has broken “unstable balances” in the inter-capitalist competition between blocs, with the USA redefining its international intervention in an attempt\u2500hardly\u2500to counter a hegemonic decline that is now indisputable in terms of trade, monetary, military and ideological.<\/p>\n\n\n\n

Therefore, alongside the mobilisations that we have built and that we will continue to articulate in Italy and in the various international contexts in which we are present, we believe that we are facing a historical change of phase that will engage us in the coming months with a new moment of analytical and theoretical elaboration and deepening in continuity with the previous phases of analysis related to the development of the Capitalist Mode of Production, with its affirmation in the 1990s until the global financial crisis of 2007\/2008, producing first the globalisation of the capitalist market and then a phase of slowdown of that process.<\/p>\n\n\n\n

As reality is manifesting itself, and as we have repeatedly stated, including in the issues of our magazine Contropiano on “The Stalemate of Imperialisms” and “European Union: from pole to imperialist super-state?” that will soon be available in English and French on our website, we have entered a phase in sharp discontinuity with previous ones. In what we have called the ‘stalemate of imperialisms’, that mechanism of globalisation was jamming according to the contradictions identified by our, albeit limited, Marxist reading.
Today the Rete dei Comunisti, with the role it has played in action on the three fronts of struggle, aims to conduct a political-cultural-theoretical battle made necessary by the qualitative leap that the rupture of capitalist globalisation is producing.<\/p>\n\n\n\n

In fact, two main blocs and other parallel aggregations are concretely taking place between these two poles of contradiction. This process has just begun in an obvious way and will continue, amidst various convulsions, in the coming years. We claim the scientific reading key that starts from the historical tendencies of the Capitalist Mode of Production, capable of reading the overall dynamic from above, rather than from the analysis of concrete manifestations and then attempting to go back to the general. Economic as well as geopolitical analysis alone tarnishes the historical movement at work. And this is a fundamental theoretical and cultural battle for us.<\/p>\n\n\n\n

The other task is to analyse the concrete dynamics at work, both as trends but also as internal contradictions within the trends themselves. For example, in the definition of the main trend in the Euro-Atlantic area, the secondary contradiction given by the trade and monetary competition between the US and the EU does not disappear (just look at the evolution of the euro\/dollar exchange rate).<\/p>\n\n\n\n

In the ‘concrete analysis of the concrete situation’, the investigation of the comparison of the competitive potential between the Euro-Atlantic and Euro-Asian areas, which would seem to be the strongest in perspective, acquires an important place.<\/p>\n\n\n\n

General politicisation and militarisation concern the external confrontation between the different areas being defined, both main and secondary. Each area defines the political-ideological forms of representation of the tightness of its economic-political system. For the West, this aspect has been a main plank supporting imperialist aggression and military interventions over the last thirty years.<\/p>\n\n\n\n

In terms of armaments, in addition to the military Keynesianism that is always present, especially in the US, the relationship between weapons and technology acquires strategic importance both in terrestrial conflicts but also in the space scenario bordering the Earth.<\/p>\n\n\n\n

On the political-military aspect, it is our interest to deepen the analysis on the Euro-Atlantic area because we are directly involved in it and because it is the most homogeneous politically, ideologically and culturally as it is in line with colonialism and historically hegemonic imperialism. The Euro-Asian ‘bloc’, on the other hand, is more uneven, economically and structurally, while it manifests a common interest in the integration of relations and de-dollarisation with subjects that call themselves outside the imperialist hegemony.<\/p>\n\n\n\n

The emerging trend is that of an economic, monetary and trade multipolarism, outside of and alternative to NATO-centric unipolarism. A direct and relevant effect on capital valorisation processes for the imperialist centres, with an increase in competition between capitals and the definition of that ‘hyper-competitiveness’ Von Der Leyen spoke of.<\/p>\n\n\n\n

All these processes directly impact the subaltern classes in the West in different ways in the centres and peripheries inside and outside the imperialist countries of the USA and the EU. These induce an increase in class struggle from above with direct effects in the labour and social spheres in European countries.
Similar and undoubtedly heavier effects will reverberate on countries in Africa and Latin America, which will also see an increase in the robbery of strategic raw materials.<\/p>\n\n\n\n

The downsizing of the international role of historical imperialisms is already affecting their domestic political situations. For the US, the effects have been evident for some years and have materialised with the Trump presidency, with a real risk of civil war as manifested with the storming of the White House, and in the ensuing international policies. The affair of relations with Russia is there to prove it.<\/p>\n\n\n\n

The conditions under which the EU has operated until now, which saw itself as a full-fledged international player competing also with the US, including on the monetary dimension, are also changing. At a time when the EU is forced to privilege the relationship within Euro-Atlanticism, it reconverts its strategic objectives but without renouncing its imperialist role, while having to reckon with the conditioning of a ‘socio-competitor’, namely the USA.<\/p>\n\n\n\n

The challenge for communists is high, the anti-imperialist struggle indispensable, the construction of an alternative fundamental.<\/p>\n\n\n\n

Nous sommes confront\u00e9s \u00e0 une situation o\u00f9 l\u2019escalade militaire de la guerre a atteint un point sensible et risque de se transformer en une catastrophe pour l\u2019ensemble de l\u2019humanit\u00e9. Lors du r\u00e9cent sommet du G7, le secr\u00e9taire g\u00e9n\u00e9ral de l\u2019OTAN, Jens Stoltenberg, a officiellement d\u00e9clar\u00e9 ce que nous disons depuis longtemps : \u00ab La victoire de la Russie serait une d\u00e9faite pour l\u2019OTAN \u00bb, ce qui signifie que nous sommes des participants \u00e0 la guerre et que l\u2019affrontement oppose le bloc occidental \u00e0 Moscou. Comme si cela ne suffisait pas, le sommet de l\u2019Alliance atlantique a confirm\u00e9 l\u2019exercice de ses forces nucl\u00e9aires.<\/p>\n\n\n\n

En tant que R\u00e9seau Communiste, nous avons toujours propos\u00e9 une analyse th\u00e9orique et de multiples interventions de lutte politique et sociale, \u00e0 travers toutes nos structures, pour revendiquer fortement contre l\u2019Union Europ\u00e9enne \u2013 notre p\u00f4le imp\u00e9rialiste en cours de renforcement \u2013 et l\u2019ing\u00e9rence des USA et de l\u2019OTAN, qui depuis la fin de la Seconde Guerre mondiale dispose de plus de 130 bases de missiles, dont certaines sont nucl\u00e9aires et secr\u00e8tes.<\/p>\n\n\n\n

La guerre en Ukraine, qui s\u2019inscrit dans la tendance guerri\u00e8re inh\u00e9rente \u00e0 la crise syst\u00e9mique du mode de production capitaliste, a d\u00e9but\u00e9 en 2014, et la fuite des \u00c9tats-Unis et de leurs alli\u00e9s d\u2019Afghanistan a rompu les \u00ab \u00e9quilibres instables \u00bb dans la comp\u00e9tition inter-capitaliste entre blocs, les USA red\u00e9finissant son intervention internationale pour tenter \u2013 difficilement \u2013 de contrer un d\u00e9clin h\u00e9g\u00e9monique d\u00e9sormais indiscutable sur les plans commercial, mon\u00e9taire, militaire et id\u00e9ologique.<\/p>\n\n\n\n

Comme la r\u00e9alit\u00e9 se manifeste, et comme nous l\u2019avons affirm\u00e9 \u00e0 plusieurs reprises, y compris dans les num\u00e9ros de notre revue Contropiano sur \u00ab L\u2019impasse des imp\u00e9rialismes \u00bb et \u00ab Union europ\u00e9enne : du p\u00f4le au super-\u00c9tat imp\u00e9rialiste ? \u00bb qui seront bient\u00f4t disponibles en anglais et en fran\u00e7ais sur notre site Internet, nous sommes entr\u00e9s dans une phase en forte discontinuit\u00e9 avec les pr\u00e9c\u00e9dentes. Dans ce que nous avons appel\u00e9 “l\u2019impasse des imp\u00e9rialismes”, ce m\u00e9canisme de mondialisation s\u2019est enray\u00e9 selon les contradictions identifi\u00e9es par notre lecture marxiste, bien que limit\u00e9e.<\/p>\n\n\n\n

Aujourd\u2019hui, la Rete dei Comunisti, par son r\u00f4le d\u2019action sur les trois fronts de lutte, vise \u00e0 mener une bataille politico-culturelle-th\u00e9orique rendue n\u00e9cessaire par le saut qualitatif que produit la rupture de la mondialisation capitaliste.<\/p>\n\n\n\n

En fait, deux blocs principaux et d\u2019autres agr\u00e9gations parall\u00e8les prennent concr\u00e8tement place entre ces deux p\u00f4les de contradiction. Ce processus vient de commencer de mani\u00e8re \u00e9vidente et se poursuivra, au milieu de diverses convulsions, dans les ann\u00e9es \u00e0 venir. Nous revendiquons la cl\u00e9 de lecture scientifique qui part des tendances historiques du mode de production capitaliste, capable de lire la dynamique d\u2019ensemble depuis le haut, plut\u00f4t que depuis l\u2019analyse des manifestations concr\u00e8tes pour ensuite tenter de remonter au g\u00e9n\u00e9ral. L\u2019analyse \u00e9conomique comme l\u2019analyse g\u00e9opolitique ternissent \u00e0 elles seules le mouvement historique \u00e0 l\u2019\u0153uvre. Et c\u2019est une bataille th\u00e9orique et culturelle fondamentale pour nous.<\/p>\n\n\n\n

L\u2019autre t\u00e2che consiste \u00e0 analyser les dynamiques concr\u00e8tes \u00e0 l\u2019\u0153uvre, \u00e0 la fois en tant que tendances mais aussi en tant que contradictions internes au sein des tendances elles-m\u00eames. Par exemple, dans la d\u00e9finition de la tendance principale dans la zone euro-atlantique, la contradiction secondaire donn\u00e9e par la concurrence commerciale et mon\u00e9taire entre les \u00c9tats-Unis et l\u2019UE ne dispara\u00eet pas (il suffit de regarder l\u2019\u00e9volution du taux de change euro\/dollar.<\/p>\n\n\n\n

Dans la \u00ab analyse concr\u00e8te de la situation concr\u00e8te \u00bb, l\u2019\u00e9tude de la comparaison du potentiel concurrentiel entre les zones euro-atlantique et euro-asiatique, qui semble \u00eatre la plus forte en perspective, acquiert une place importante.<\/p>\n\n\n\n

La politisation et la militarisation g\u00e9n\u00e9rales concernent la confrontation externe entre les diff\u00e9rentes zones d\u00e9finies, tant principales que secondaires. Chaque zone d\u00e9finit les formes politico-id\u00e9ologiques de repr\u00e9sentation de l\u2019\u00e9tanch\u00e9it\u00e9 de son syst\u00e8me \u00e9conomico-politique. Pour l\u2019Occident, cet aspect a \u00e9t\u00e9 un \u00e9l\u00e9ment essentiel pour soutenir l\u2019agression imp\u00e9rialiste et les interventions militaires au cours des trente derni\u00e8res ann\u00e9es.<\/p>\n\n\n\n

En termes d\u2019armements, outre le keyn\u00e9sianisme militaire toujours pr\u00e9sent surtout aux \u00c9tats-Unis, le rapport entre les armes et la technologie acquiert une importance strat\u00e9gique tant dans les conflits terrestres que dans le sc\u00e9nario spatial qui borde la Terre.<\/p>\n\n\n\n

Sur l\u2019aspect politico-militaire, il est de notre int\u00e9r\u00eat d\u2019approfondir l\u2019analyse sur la zone euro-atlantique parce que nous y sommes directement impliqu\u00e9s et parce qu\u2019elle est la plus homog\u00e8ne politiquement, id\u00e9ologiquement et culturellement car elle s\u2019inscrit dans la lign\u00e9e du colonialisme et de l\u2019imp\u00e9rialisme historiquement h\u00e9g\u00e9monique. Le “bloc” euro-asiatique, par contre, est plus in\u00e9gal, \u00e9conomiquement et structurellement, tout en manifestant un int\u00e9r\u00eat commun pour l\u2019int\u00e9gration des relations et la d\u00e9dollarisation avec des sujets qui se disent hors de l\u2019h\u00e9g\u00e9monie imp\u00e9rialiste.<\/p>\n\n\n\n

La tendance \u00e9mergente est celle d\u2019un multi-polarisme \u00e9conomique, mon\u00e9taire et commercial, en dehors et en alternative \u00e0 l\u2019uni-polarisme centr\u00e9 sur l\u2019OTAN. Cela a un effet direct et pertinent sur les processus de valorisation du capital pour les centres imp\u00e9rialistes, avec une augmentation de la concurrence entre les capitaux et la d\u00e9finition de cette \u00ab hyper-comp\u00e9titivit\u00e9 \u00bb dont parlait Von Der Leyen.<\/p>\n\n\n\n

Tous ces processus ont un impact direct sur les classes subalternes de l\u2019Occident, de diff\u00e9rentes mani\u00e8res, dans les centres et les p\u00e9riph\u00e9ries, \u00e0 l\u2019int\u00e9rieur et \u00e0 l\u2019ext\u00e9rieur des pays imp\u00e9rialistes des \u00c9tats-Unis et de l\u2019UE. Ceux-ci conduisent \u00e0 une augmentation de la lutte des classes par le haut avec des effets directs dans les sph\u00e8res du travail et de la soci\u00e9t\u00e9 dans les pays europ\u00e9ens.<\/p>\n\n\n\n

Des effets similaires et sans doute plus lourds se r\u00e9percuteront sur les pays d\u2019Afrique et d\u2019Am\u00e9rique latine, qui verront \u00e9galement augmenter le vol de mati\u00e8res premi\u00e8res strat\u00e9giques.<\/p>\n\n\n\n

La r\u00e9duction du r\u00f4le international des imp\u00e9rialismes historiques affecte d\u00e9j\u00e0 leur situation politique int\u00e9rieure. Pour les \u00c9tats-Unis, les effets sont \u00e9vidents depuis quelques ann\u00e9es et se sont concr\u00e9tis\u00e9s avec la pr\u00e9sidence Trump, avec un risque r\u00e9el de guerre civile qui s\u2019est manifest\u00e9 avec la prise d\u2019assaut de la Maison Blanche, et dans les politiques internationales qui en d\u00e9coulent. L\u2019affaire des relations avec la Russie est l\u00e0 pour le prouver.<\/p>\n\n\n\n

Les conditions dans lesquelles l\u2019UE a fonctionn\u00e9 jusqu\u2019\u00e0 pr\u00e9sent, qui se voyait comme un acteur international \u00e0 part enti\u00e8re rivalisant \u00e9galement avec les \u00c9tats-Unis, y compris sur la dimension mon\u00e9taire, changent \u00e9galement. \u00c0 l’heure o\u00f9 l\u2019UE est contrainte de privil\u00e9gier la relation au sein de l\u2019euro-atlantisme, elle reconvertit ses objectifs strat\u00e9giques mais sans renoncer \u00e0 son r\u00f4le imp\u00e9rialiste, tout en devant compter avec le conditionnement d\u2019un “socio-concurrent”, \u00e0 savoir les \u00c9tats-Unis.<\/p>\n\n\n\n

Le d\u00e9fi pour les communistes est \u00e9lev\u00e9, la lutte anti-imp\u00e9rialiste indispensable, la construction d\u2019une alternative fondamentale.<\/p>\n\n\n
