To the World Anti-Imperialist Platform \u2013 The Current World Situation and the Immediate Tasks of the International Communist Forces <\/strong><\/p>\n\n\n\n

Finding the right solution to the following theoretical and practical problems for the unity and practical struggle of the world\u2019s anti-imperialist forces, including the communist forces, is more important today than ever, when the war is already being waged in Eastern Europe and just before the wars in East Asia.<\/p>\n\n\n\n

In relation to the war in Eastern Europe, the Ukraine War, a controversial issue with the nature of the war is the character of Russian society; similarly, concerning the Taiwan War and the South Korean War, the character of Chinese society is also the issue with the nature of the wars.<\/p>\n\n\n\n

Regarding the nature of the war in Ukraine, the theory of \u201cinter-imperialist war\u201d and the theory of liberation and preventive war stand in opposition to one another. In the background of this confrontation is the question of the character of Russian society in which two theories, the theory of \u201cRussian imperialism\u201d and the theory of Russian capitalism, oppose each other likewise. The theory of \u201cinter-imperialist war\u201d naturally presupposes the idea of \u201cRussian imperialism\u201d, while the theory of liberation and preventive war generally rejects the theory of \u201cRussian imperialism\u201d and acknowledges the theory of Russian capitalism. Liberation and preventive war theory views that this war as a liberation war from the conditions of massacres and the oppression of Russian-speaking people in Ukraine, including Donbas, as well as the preventive or self-defensive war against a U.S\/NATO invasion of Russia with the Ukrainian forces in the lead. <\/p>\n\n\n\n

The theoretical limitations and errors of the theory of \u201cRussian imperialism\u201d are clear. It has not been satisfactorily proven by the proponents of this theory that Russia meets the core economic characteristics of imperialism specified in Lenin\u2019s \u201cTheory of Imperialism\u201d, which are a financial oligarchy, economic division of the world, and the territorial division of the world among the imperialist powers, etc. It cannot refute the view that key reasons why imperialists have colonies, according to theory of contemporary imperialism, because they are advantageous investment markets of capital, markets of surplus goods, suppliers of cheap raw materials and labor. These don\u2019t apply to Russia and sometimes, even stand in opposition to its reality. <\/p>\n\n\n\n

Those who insist on the theory of \u201cRussian imperialism\u201d mostly also support the theory defining China as imperialist. Repeating the same analytical errors, they intentionally disregard the essential socialist features which are especially guidance of the communist party and all people\u2019s ownership of the most important means of production in China. In some extreme cases, they even go so far as to put forward the theory that Democratic People\u2019s Republic of Korea is an imperialist country. Not everyone who affirms the theory considering China as imperialist considers the Taiwan war an imperialist war, but the fact that one of the initiating forces of the international communist movement defines the Ukraine war, the Taiwan war and even the South Korean war as imperialist wars is a serious problem that must not be overlooked. Not only the fatherland reunification war of Korea (which has been a single nation-state for 5000 years), the South Korean liberation war to drive out the U.S. imperialist aggressive forces that have forcibly occupied South Korea, also the fatherland reunification war of China, which aims to liberate Taiwan(a part of China since the end of Middle Ages), the Taiwan liberation war, are both national liberation wars.<\/p>\n\n\n\n

The extremists, who consider that not only Russia and socialist China and but even the DPRK, the most thorough socialist country, are imperialist, naturally regard socialist Cuba as imperialist also. Therefore, it comes as no surprise at all that they see Iran and Venezuela, Rwanda and Mozambique as imperialist countries likewise. To them, capitalism means imperialism. Even a socialist country, if it has markets and trade, it is capitalist and therefore imperialist. This is a blanket denial against \u201cthe highest stage of capitalism\u201d as the essential definition of imperialism. Absolutely, it is no wonder that such non-dialectical and metaphysical thinking, which denies the historical stages, based on subjectivism, leads its exponents to fall into the trap of this schematism. <\/p>\n\n\n\n

Those who take as their starting point the idea of ‘Russian imperialism’ fail in practice to meet the tasks of the present era, and fall back on comforting parallels with World War Two and the ‘anti-fascist alliance’ of that period. They don\u2019t see the fact as it is, that the united front, which the socialist DPRK and China have built with Russia, is the world anti-imperialist front. Because the main targets of the world anti-fascist front that was built during the Second World War were fascism in Germany, Italy and Japan. If the wars break out in East Asia as well which will be called the Third World War, about this war, the main targets will be the USA, the EU, and the Japanese imperialists, so the united front will be the world anti-imperialist front. The South Korean war and the Taiwan war are liberation wars both against US imperialism. When looking at its surface, the Ukraine war could be regarded as an anti-fascist war that fights against the neo-Nazi fascist forces. But in its essence, it is the anti-imperialist war that fights against NATO. The Neo-Nazis are a marionette of NATO. The main target, a strategic target is NATO, and the neo-Nazis are the secondary target, a tactical target. Defining the nature of the war must be achieved by identifying the main target, i.e. the strategic target. The same is true of South Korean situation. Fascism is the ruling method of the imperialist forces. Imperialists control the working class including the working masses sometimes through fascism, and sometimes through reformism. The US imperialists have used fascism mixed with reformism in their methods of dominating South Korea. However, neither the US nor the British imperialists have so far ever had to rule their own their working class and working people through fascism. Today\u2019s international issue is imperialism, not fascism. Fascism is domestic issue in some countries of the world, and is very limited.<\/p>\n\n\n\n

Today, the revolutionary struggle on a global scale which the international communist forces have to lead is the anti-imperialist struggle.<\/p>\n\n\n\n

The international communist forces must maintain their own identity as the revolutionary forces of the working class in their own countries, however, at the same time, they must build united fronts rallying other forces under the banner of anti-imperialism and conduct joint action both in their own countries and internationally. That is to say forming the world anti-imperialist united front and developing the world anti-imperialist joint action. <\/p>\n\n\n\n

The World Anti-imperialist platform must take the role of a locomotive force for organizing this united front and joint action. In the present conditions of anti-imperialist war being waged in East Europe and with the imminent approach of a decisive anti-imperialist war in East Asia, we are confident that the world anti-imperialist forces as well as the international communist forces can finally gloriously move forward the victory of world anti-imperialist revolution by playing the most important political role in organizing broad working class and working masses as one, and powerfully mobilizing them into a struggle that can decisively hit imperialist forces.<\/p>\n\n\n\n

Il est tr\u00e8s important de trouver la bonne solution aux probl\u00e8mes th\u00e9oriques et pratiques suivants car l’unit\u00e9 et la lutte pratique des forces anti-imp\u00e9rialistes du monde, y compris les forces communistes, sont plus importantes aujourd’hui que jamais, alors que la guerre est d\u00e9j\u00e0 men\u00e9e en Europe de l’Est et juste avant les guerres en Asie de l’Est.<\/p>\n\n\n\n

En ce qui concerne la guerre en Europe de l’Est, la guerre d’Ukraine, une question controvers\u00e9e avec la nature de la guerre est le caract\u00e8re de la soci\u00e9t\u00e9 russe ; de m\u00eame, concernant la guerre de Ta\u00efwan et la guerre de Cor\u00e9e du Sud, le caract\u00e8re de la soci\u00e9t\u00e9 chinoise est \u00e9galement la question avec la nature des guerres.<\/p>\n\n\n\n

Concernant la nature de la guerre en Ukraine, la th\u00e9orie de la “guerre inter-imp\u00e9rialiste” et la th\u00e9orie de la lib\u00e9ration et de la guerre pr\u00e9ventive s’opposent l’une \u00e0 l’autre. A l’arri\u00e8re-plan de cette confrontation se trouve la question du caract\u00e8re de la soci\u00e9t\u00e9 russe dans laquelle deux th\u00e9ories, la th\u00e9orie de “l’imp\u00e9rialisme russe” et la th\u00e9orie du capitalisme russe, s’opposent pareillement. La th\u00e9orie de la “guerre inter-imp\u00e9rialiste” pr\u00e9suppose naturellement l’id\u00e9e de l'”imp\u00e9rialisme russe”, tandis que la th\u00e9orie de la lib\u00e9ration et de la guerre pr\u00e9ventive rejette g\u00e9n\u00e9ralement la th\u00e9orie de l'”imp\u00e9rialisme russe” et reconna\u00eet la th\u00e9orie du capitalisme russe. La th\u00e9orie de la lib\u00e9ration et de la guerre pr\u00e9ventive consid\u00e8re que cette guerre comme une guerre de lib\u00e9ration des conditions de massacres et de l’oppression des russophones en Ukraine, y compris Donbas, ainsi que la guerre pr\u00e9ventive ou d’autod\u00e9fense contre une invasion de la Russie par les \u00c9tats-Unis et l’OTAN avec les forces ukrainiennes en t\u00eate. <\/p>\n\n\n\n

Les limites et les erreurs th\u00e9oriques de la th\u00e9orie de “l’imp\u00e9rialisme russe” sont claires. Il n’a pas \u00e9t\u00e9 prouv\u00e9 de mani\u00e8re satisfaisante par les partisans de cette th\u00e9orie que la Russie r\u00e9pond aux caract\u00e9ristiques \u00e9conomiques fondamentales de l’imp\u00e9rialisme sp\u00e9cifi\u00e9es dans la “Th\u00e9orie de l’imp\u00e9rialisme” de L\u00e9nine, qui sont une oligarchie financi\u00e8re, la division \u00e9conomique du monde, et la division territoriale du monde entre les puissances imp\u00e9rialistes, etc. Il ne peut r\u00e9futer le point de vue selon lequel les principales raisons pour lesquelles les imp\u00e9rialistes ont des colonies, selon la th\u00e9orie de l’imp\u00e9rialisme contemporain, parce qu’elles sont des march\u00e9s d’investissement avantageux de capitaux, des march\u00e9s de biens exc\u00e9dentaires, des fournisseurs de mati\u00e8res premi\u00e8res et de main-d’\u0153uvre bon march\u00e9. Ces raisons ne s’appliquent pas \u00e0 la Russie et parfois, elles sont m\u00eame en contradiction avec sa r\u00e9alit\u00e9. <\/p>\n\n\n\n

Ceux qui insistent sur la th\u00e9orie de “l’imp\u00e9rialisme russe” soutiennent \u00e9galement, pour la plupart, la th\u00e9orie d\u00e9finissant la Chine comme imp\u00e9rialiste. R\u00e9p\u00e9tant les m\u00eames erreurs d’analyse, ils ignorent intentionnellement les caract\u00e9ristiques socialistes essentielles que sont notamment la direction du parti communiste et la propri\u00e9t\u00e9 par tout le peuple des moyens de production les plus importants en Chine. Dans certains cas extr\u00eames, ils vont m\u00eame jusqu’\u00e0 avancer la th\u00e9orie selon laquelle la R\u00e9publique populaire d\u00e9mocratique de Cor\u00e9e est un pays imp\u00e9rialiste. Tous ceux qui affirment la th\u00e9orie consid\u00e9rant la Chine comme imp\u00e9rialiste ne consid\u00e8rent pas la guerre de Ta\u00efwan comme une guerre imp\u00e9rialiste, mais le fait que l’une des forces initiatrices du mouvement communiste international d\u00e9finisse la guerre d’Ukraine, la guerre de Ta\u00efwan et m\u00eame la guerre de Cor\u00e9e du Sud comme des guerres imp\u00e9rialistes est un probl\u00e8me s\u00e9rieux qui ne doit pas \u00eatre n\u00e9glig\u00e9. Non seulement la guerre de r\u00e9unification de la patrie de la Cor\u00e9e (qui a \u00e9t\u00e9 un seul \u00c9tat-nation pendant 5000 ans), la guerre de lib\u00e9ration de la Cor\u00e9e du Sud pour chasser les forces agressives imp\u00e9rialistes am\u00e9ricaines qui ont occup\u00e9 de force la Cor\u00e9e du Sud, \u00e9galement la guerre de r\u00e9unification de la patrie de la Chine, qui vise \u00e0 lib\u00e9rer Ta\u00efwan(une partie de la Chine depuis la fin du Moyen \u00c2ge), la guerre de lib\u00e9ration de Ta\u00efwan, sont toutes deux des guerres de lib\u00e9ration nationale.<\/p>\n\n\n\n

Les extr\u00e9mistes, qui consid\u00e8rent que non seulement la Russie et la Chine socialiste, mais m\u00eame la RPDC, le pays socialiste le plus complet, sont imp\u00e9rialistes, consid\u00e8rent naturellement que Cuba socialiste est \u00e9galement imp\u00e9rialiste. Il n’est donc pas du tout surprenant qu’ils consid\u00e8rent l’Iran et le Venezuela, le Rwanda et le Mozambique comme des pays imp\u00e9rialistes \u00e9galement. Pour eux, capitalisme signifie imp\u00e9rialisme. M\u00eame un pays socialiste, s’il a des march\u00e9s et du commerce, est capitaliste et donc imp\u00e9rialiste. Il s’agit d’une n\u00e9gation g\u00e9n\u00e9rale de “l’\u00e9tape la plus \u00e9lev\u00e9e du capitalisme” comme d\u00e9finition essentielle de l’imp\u00e9rialisme. Absolument, il n’est pas \u00e9tonnant qu’une telle pens\u00e9e non dialectique et m\u00e9taphysique, qui nie les \u00e9tapes historiques, fond\u00e9e sur le subjectivisme, conduise ses exposants \u00e0 tomber dans le pi\u00e8ge de ce sch\u00e9matisme. <\/p>\n\n\n\n

Ceux qui prennent comme point de d\u00e9part l’id\u00e9e de “l’imp\u00e9rialisme russe” ne parviennent pas, dans la pratique, \u00e0 faire face aux t\u00e2ches de l’\u00e9poque actuelle et se rabattent sur des parall\u00e8les r\u00e9confortants avec la Seconde Guerre mondiale et l'”alliance antifasciste” de cette p\u00e9riode. Ils ne voient pas le fait tel qu’il est, \u00e0 savoir que le front uni, que la RPDC socialiste et la Chine ont construit avec la Russie, est le front anti-imp\u00e9rialiste mondial. Parce que les principales cibles du front mondial anti-fasciste qui a \u00e9t\u00e9 construit pendant la Seconde Guerre mondiale \u00e9taient le fascisme en Allemagne, en Italie et au Japon. Si les guerres \u00e9clatent \u00e9galement en Asie de l’Est, ce qui sera appel\u00e9 la troisi\u00e8me guerre mondiale, les principales cibles de cette guerre seront les \u00c9tats-Unis, l’Union europ\u00e9enne et les imp\u00e9rialistes japonais, et le front uni sera donc le front anti-imp\u00e9rialiste mondial. La guerre de Cor\u00e9e du Sud et la guerre de Taiwan sont des guerres de lib\u00e9ration, toutes deux contre l’imp\u00e9rialisme am\u00e9ricain. En apparence, la guerre en Ukraine pourrait \u00eatre consid\u00e9r\u00e9e comme une guerre antifasciste qui lutte contre les forces fascistes n\u00e9onazies. Mais dans son essence, c’est une guerre anti-imp\u00e9rialiste qui se bat contre l’OTAN. Les n\u00e9o-nazis sont une marionnette de l’OTAN. L’OTAN est une cible principale, une cible strat\u00e9gique, et les n\u00e9o-nazis sont une cible secondaire, une cible tactique. La d\u00e9finition de la nature de la guerre doit passer par l’identification de la cible principale, c’est-\u00e0-dire la cible strat\u00e9gique. Il en va de m\u00eame pour la situation en Cor\u00e9e du Sud. Le fascisme est la m\u00e9thode de domination des forces imp\u00e9rialistes. Les imp\u00e9rialistes contr\u00f4lent la classe ouvri\u00e8re, y compris les masses laborieuses, tant\u00f4t par le fascisme, tant\u00f4t par le r\u00e9formisme. Les imp\u00e9rialistes am\u00e9ricains ont utilis\u00e9 le fascisme m\u00e9lang\u00e9 au r\u00e9formisme dans leurs m\u00e9thodes de domination de la Cor\u00e9e du Sud. Cependant, ni les imp\u00e9rialistes am\u00e9ricains ni les imp\u00e9rialistes britanniques n’ont jusqu’\u00e0 pr\u00e9sent jamais eu \u00e0 contr\u00f4ler leur propre classe ouvri\u00e8re et leurs travailleurs par le fascisme. Le probl\u00e8me international d’aujourd’hui est l’imp\u00e9rialisme, pas le fascisme. Le fascisme est un probl\u00e8me national dans certains pays du monde, et il est tr\u00e8s limit\u00e9.<\/p>\n\n\n\n

Aujourd’hui, la lutte r\u00e9volutionnaire \u00e0 l’\u00e9chelle mondiale que les forces communistes internationales doivent mener est la lutte anti-imp\u00e9rialiste.<\/p>\n\n\n\n

Les forces communistes internationales doivent maintenir leur propre identit\u00e9 en tant que forces r\u00e9volutionnaires de la classe ouvri\u00e8re dans leurs propres pays, cependant, en m\u00eame temps, elles doivent construire des fronts unis ralliant d’autres forces sous la banni\u00e8re de l’anti-imp\u00e9rialisme et mener des actions communes \u00e0 la fois dans leurs propres pays et au niveau international.
