Paris Declaration: The rising tide of global war and the tasks of anti-imperialists<\/strong><\/h2>\n\n\n\n

We stand at a moment of grave peril for workers and oppressed peoples everywhere, in which the imperialist war drive is pushing us towards a third world war and a nuclear conflagration.<\/p>\n\n\n\n

Even as Nato\u2019s aggression in Ukraine is failing both militarily and economically, the USA\u2019s desperation to save its hegemonic position in the world means it cannot back down, but is instead looking for ways to expand and prolong the war. In the face of all experience, it seems that the imperialists still hope they can find a way to wear down all resistance to their rule and come out on top.<\/p>\n\n\n\n

As a result, we face the prospect of the Ukraine war spilling over into neighbouring countries in Europe and central Asia \u2013 and also of the outbreak of hostilities in several other theatres further east. Recent US provocations in Taiwan, alongside its ceaseless ratcheting up of tensions with the DPRK and China on every front, make this all too clear.<\/p>\n\n\n\n

At this moment of historic importance, we, the undersigned parties, agree that the following essential points should be made clear to the masses of the world, and should guide our antiwar and anti-imperialist work:<\/p>\n\n\n\n

  1. That the conflicts that have already or are threatening to break out are not isolated and local affairs, but are integral parts of the USA\u2019s drive to retain its global hegemony.<\/li>
  2. That the present war in Ukraine is not the result of \u2018Russian aggression\u2019 but of this western imperialist drive to war \u2013 in particular, the war drive of the USA.<\/li>
  3. That the war really began when the USA and its allies financed, armed and organised a fascist coup in Kiev in 2014, and that the Russian side, in its alliance with the peoples of the Donbass, is engaged in a war of self-defence and national liberation against imperialist attack.<\/li>
  4. That the war drives against China and the DPRK are also a result of imperialist aggression, and that, no matter who fires the first shot, if the threatened conflicts break out in Korea or Taiwan, those wars will likewise be wars of anti-imperialist self-defence and national liberation waged by the Korean and\/or Chinese people.<\/li>
  5. That Russia and China\u2019s ability to defend themselves and others does not indicate expansionist ambitions or imperialist economics; it is based in decades of planning for self-defence, initiated by the socialist governments of the USSR and the PRC.<\/li>
  6. That there is no economic data to justify characterising China or Russia as imperialist. These are countries that do not live by superexploiting or looting the world. They do not put other countries into military, technological or debt slavery. On the contrary, the beneficial terms of trade and the technological and military assistance they offer are giving smaller developing countries the chance to break out of imperialist enslavement.<\/li>
  7. That Russia and China are the targets of imperialist aggression because both by retaining their own independence, and by assisting other nations to gain theirs, they represent a serious threat to the imperialists\u2019 world hegemony.<\/li>
  8. That the growing alliance between Russia and China offers hope to the people of the world: hope of an alternative to US domination and imperialist superexploitation. A strong anti-imperialist camp is our peoples\u2019 best defence against the aggressive plans of the bloodthirsty Nato alliance \u2013 our best defence against the looming threat of nuclear war.<\/li>
  9. That antiwar activists must mobilise the masses in their countries for a campaign of active non-cooperation with the imperialist war effort aimed at sabotaging Nato\u2019s war machinery in every way possible. We must refuse to fight in or assist Nato\u2019s armies (direct or proxy). We must refuse to transport Nato\u2019s men and materiel. We must refuse to allow Nato\u2019s bases to operate unimpeded on our territories. We must refuse to manufacture or supply Nato\u2019s armaments and other vital equipment. We must refuse to broadcast, print or distribute imperialist propaganda lies; and refuse to cooperate with imperialist trade and sanctions wars.<\/li>
  10. That the accelerating war drive, economic crisis, hunger crisis, environmental crisis and more all make it abundantly clear that the need to remove the imperialist economic system is more urgent than ever.<\/li>
  11. That the slogans of true anti-imperialists in this time must be: Defeat for the Nato-led imperialist alliance! Victory to the resistance! No cooperation with imperialist war!<\/li><\/ol>\n\n\n\n

    Nous nous trouvons \u00e0 un moment de grand p\u00e9ril pour les travailleurs et les peuples opprim\u00e9s partout dans le monde, o\u00f9 la volont\u00e9 de guerre imp\u00e9rialiste nous pousse vers une troisi\u00e8me guerre mondiale et une conflagration nucl\u00e9aire. <\/p>\n\n\n\n

    Alors m\u00eame que l’agression de l’OTAN en Ukraine \u00e9choue tant sur le plan militaire qu’\u00e9conomique, le d\u00e9sespoir des \u00c9tats-Unis pour sauver leur position h\u00e9g\u00e9monique dans le monde signifie qu’ils ne peuvent pas faire marche arri\u00e8re, mais qu’ils cherchent au contraire des moyens d’\u00e9tendre et de prolonger la guerre. Les diff\u00e9rentes exp\u00e9riences historiques nous montrent qu’il semble que les imp\u00e9rialistes esp\u00e8rent toujours trouver un moyen d’\u00e9craser toute r\u00e9sistance \u00e0 leur domination et de sortir vainqueurs. <\/p>\n\n\n\n

    Par cons\u00e9quent, nous sommes confront\u00e9s \u00e0 la perspective d’une propagation de la guerre en Ukraine dans les pays voisins d’Europe et d’Asie centrale, ainsi qu’au d\u00e9clenchement d’hostilit\u00e9s sur plusieurs autres th\u00e9\u00e2tres plus \u00e0 l’est. Les r\u00e9centes provocations am\u00e9ricaines \u00e0 Ta\u00efwan, ainsi que l’augmentation incessante des tensions avec la RPDC et la Chine sur tous les fronts, ne le montrent que trop clairement.<\/p>\n\n\n\n

    En ce moment d’importance historique, nous, les parties soussign\u00e9es, convenons que les points essentiels suivants doivent \u00eatre expliqu\u00e9s clairement aux masses du monde et doivent guider notre travail anti-guerre et anti-imp\u00e9rialiste :<\/p>\n\n\n\n

    1. Les conflits qui ont d\u00e9j\u00e0 \u00e9clat\u00e9 ou qui menacent d’\u00e9clater ne sont pas des affaires isol\u00e9es et locales, mais font partie int\u00e9grante de la volont\u00e9 des Etats-Unis de conserver leur h\u00e9g\u00e9monie mondiale. <\/li>
    2. La guerre actuelle en Ukraine n’est pas le r\u00e9sultat d’une “agression russe”, mais de la volont\u00e9 imp\u00e9rialiste occidentale de faire la guerre, en particulier celle des \u00c9tats-Unis.<\/li>
    3. La guerre a r\u00e9ellement commenc\u00e9 lorsque les USA et leurs alli\u00e9s ont financ\u00e9, arm\u00e9 et organis\u00e9 un coup d’\u00c9tat fasciste \u00e0 Kiev en 2014, et que la partie russe, dans son alliance avec les peuples du Donbass, est engag\u00e9e dans une guerre d’autod\u00e9fense et de lib\u00e9ration nationale contre l’attaque imp\u00e9rialiste.<\/li>
    4. Les pulsions de guerre contre la Chine et la RPDC sont \u00e9galement le r\u00e9sultat d’une agression imp\u00e9rialiste, et que, peu importe qui tire le premier coup, si les conflits mena\u00e7ants \u00e9clatent en Cor\u00e9e ou \u00e0 Ta\u00efwan, ces guerres seront \u00e9galement des guerres d’autod\u00e9fense anti-imp\u00e9rialiste et de lib\u00e9ration nationale men\u00e9es par les peuples cor\u00e9en et\/ou chinois.<\/li>
    5. La capacit\u00e9 de la Russie et de la Chine \u00e0 se d\u00e9fendre et \u00e0 d\u00e9fendre les autres n’indique pas des ambitions expansionnistes ou une \u00e9conomie imp\u00e9rialiste ; elle est bas\u00e9e sur des d\u00e9cennies de planification de l’autod\u00e9fense, initi\u00e9e par les gouvernements socialistes de l’URSS et de la RPC.<\/li>
    6. Il n’existe aucune donn\u00e9e \u00e9conomique justifiant de qualifier la Chine ou la Russie d’imp\u00e9rialistes. Ce sont des pays qui ne vivent pas de la surexploitation ou du pillage du monde. Ils ne mettent pas les autres pays en esclavage militaire, technologique ou de la dette. Au contraire, les conditions commerciales avantageuses et l’assistance technologique et militaire qu’ils offrent donnent aux petits pays en d\u00e9veloppement la possibilit\u00e9 de sortir de l’esclavage imp\u00e9rialiste.<\/li>
    7. La Russie et la Chine sont les cibles de l’agression imp\u00e9rialiste parce que, tant en conservant leur ind\u00e9pendance qu’en aidant d’autres nations \u00e0 obtenir la leur, elles repr\u00e9sentent une menace s\u00e9rieuse pour l’h\u00e9g\u00e9monie mondiale des imp\u00e9rialistes.<\/li>
    8. L’alliance croissante entre la Russie et la Chine offre un espoir aux peuples du monde : l’espoir d’une alternative \u00e0 la domination am\u00e9ricaine et \u00e0 la surexploitation imp\u00e9rialiste. Un camp anti-imp\u00e9rialiste fort est la meilleure d\u00e9fense de nos peuples contre les plans agressifs de l’alliance sanguinaire de l’OTAN – notre meilleure d\u00e9fense contre la menace imminente d’une guerre nucl\u00e9aire. <\/li>
    9. Les militants anti-guerre doivent mobiliser les masses dans leurs pays pour une campagne de non-coop\u00e9ration active avec l’effort de guerre imp\u00e9rialiste visant \u00e0 saboter la machine de guerre de l’OTAN de toutes les mani\u00e8res possibles. Nous devons refuser de combattre ou d’aider les arm\u00e9es de l’OTAN (directement ou par procuration). Nous devons refuser de transporter les hommes et le mat\u00e9riel de l’OTAN. Nous devons refuser de permettre aux bases de l’OTAN de fonctionner sans entrave sur nos territoires. Nous devons refuser de fabriquer ou de fournir les armements et autres \u00e9quipements vitaux de l’OTAN. Nous devons refuser de diffuser, d’imprimer ou de distribuer les mensonges de la propagande imp\u00e9rialiste, et refuser de coop\u00e9rer avec les guerres commerciales et de sanctions imp\u00e9rialistes.<\/li>
    10. L’acc\u00e9l\u00e9ration de la guerre, la crise \u00e9conomique, la crise de la faim, la crise environnementale et bien d’autres choses encore montrent clairement que la n\u00e9cessit\u00e9 de supprimer le syst\u00e8me \u00e9conomique imp\u00e9rialiste est plus urgente que jamais.<\/li>
    11. Les slogans des v\u00e9ritables anti-imp\u00e9rialistes doivent \u00eatre les suivants : D\u00e9faite de l’alliance imp\u00e9rialiste dirig\u00e9e par l’OTAN ! Victoire de la r\u00e9sistance ! Pas de coop\u00e9ration avec la guerre imp\u00e9rialiste !<\/li><\/ol>\n\n\n\n
