Dear conference participants!
The accumulated experience of the history of world capitalism convincingly confirms the validity of Lenin’s statement: “Capitalism … has developed the productive forces to such an extent that humanity will either have to go over to socialism, or for years and even decades to survive the armed struggle of the “great” powers for the artificial preservation of capitalism through colonies, monopolies, privileges and national oppression of every kind.” (V.I. Lenin, complete works, vol. 26, p. 314)
The validity of this thesis is evident even today. The world once again, due to the objective particular properties of capitalism, has come close to the threshold of a global military clash. So far, we are experiencing its preliminary phase in the form of a world hybrid war and an armed conflict between Ukraine and Russia, which have been unleashed and are actively pushed for escalation by American imperialism. It was imperialism which, as a result of its aggressive predatory policy, for many decades created for itself the position of a global hegemon. And now, in the new conditions of an acute crisis of the unipolar model of the world, it is trying to preserve this position.
Many countries have experienced the negative consequences of the hegemonic policy of the United States. Including in Latin America, which found itself under the influence of the imperialist Monroe Doctrine and the imposed liberal economic model known as the “Washington Consensus”. The result was a deep crisis that hit Argentina and Mexico in 1994-1995, Brazil in 1997-1999, and again Argentina and related countries in 2001-2002. Realizing the unacceptability of the recommendations of the “Washington Consensus” for themselves, the countries of Latin America came to the need of elaborating a new development model capable of solving the accumulated economic and social problems. The logical result of these searches was the choice of the left political course.
Never before in the history of Latin America has been such a massive rise to power of presidents with a leftist orientation. In many countries, from 1998 to 2022, left-wing governments came to power. These are – Venezuela, Brazil, Argentina, Panama, Bolivia, Uruguay, Chile, Haiti, Ecuador, Nicaragua, Peru, Guatemala, Paraguay, El Salvador and other countries.
The Bolivarian revolution in Venezuela became the strongest challenge for the USA and an inspiring example for other countries of the continent. Its fiery leader, Hugo Chavez, pulled out his homeland from being a dependent “gas station country” for Western corporations. The social reforms he carried out reflected the interests of most of the people of Venezuela. Becoming the undisputed leader for broad mass of the people, President Chavez naturally turned out to be an irreconcilable opponent of US imperialism.
With the coming to power of the left parties in most countries of Latin America and the Caribbean, their attitude towards cooperation with the United States has changed. The main sign was the distancing and formation of new blocs and alliances inside and outside of Latin America without the participation of the United States and contrary to its opinion. The most famous in recent years has become the BRICS, formed by Brazil, Russia, India, China and South Africa.
But the Washington does not intend to put up with the weakening of its influence in Latin America. One of the means it has chosen for this is to draw Latin American countries into the NATO bloc. The American imperialists, trying to extend the alliance to South America, are pursuing the goal of making it global, increasing the presence of pro-American members in it and gaining new opportunities to impose their interests on Latin America and the whole world.
Now Colombia has the status of a NATO partner. Argentina has become a major US ally outside of NATO. Former US President Trump made great efforts to draw Brazil into the partnership, persuading its former president Bolsonaro to do so.
By agreeing to a rapprochement with NATO, the countries immediately become an obedient tool of Washington. This can be seen in case of Colombia, which received its status in May 2018. In the same month, Nicolas Maduro won the elections in Venezuela. Colombia immediately condemned and did not recognize the result of these elections.
The former President of Brazil, Bolsonaro, behaved in a similar way. Together with Trump, they issued a joint statement on the need to remove from power Venezuelan President Nicolas Maduro. It is completely clear that the United States stood behind the backs of Colombia and Brazil in this situation.
The countries of Latin America striving to pursue an independent political course, especially if they are oriented towards socialism, have to expect continuous attempts to interfere in their affairs from the part of the US imperialists. Therefore, we highly appreciate the courageous struggle of the government and people of Venezuela against the subversive efforts, pressure and blackmail of Washington. We stand in solidarity with your struggle for the “Socialism of the 21st century” proclaimed by Hugo Chávez and continued by his successor Nicolás Maduro and wish you great success. We support the recent statement by the presidents of Argentina and Brazil of their intention to move towards the creation of a joint currency in order to free their economies from the stifling influence of the US dollar.
American imperialism is trying to maintain its global influence and skillfully relies on a wide network of international organizations, blocs and alliances in which it ensures its dominance. But manifestations of discontent on the part of the satellites are becoming more and more tangible recently. Concern about its influence even on NATO members has become relevant for the United States. The internal problems of the alliance are becoming enough clear.
France and Germany are raising the question of creating unified European armed forces, in addition to NATO. Turkey has become a problematic member of the bloc and a problematic partner for the United States. Poland clearly announced claims against Germany for reparations in the amount of about one and a half trillion dollars for damage caused to it during the Second World War. Germany, in turn, rejects these claims. The tension in relations between Turkey and Greece does not subside. A lot of difficulties within the alliance are created by the US pressure on other participants in the supply of weapons to continue the conflict between Ukraine and Russia. But it is still too early to talk about reducing the role and influence of the United States within NATO.
On the contrary, it is becoming more and more obvious that the American imperialists, while increasing sanctions pressure on Russia, are simultaneously forcing their European satellites to take measures to prolong the military conflict. The desire to quickly include Sweden and Finland in NATO, the increased militarization of the Baltic countries, the encouragement of belligerent preparations of Poland, the stimulation of the conflict over Kosovo, the supply of increasingly heavy weapons to escalate the clash in Ukraine – these and other circumstances point to US plans to involve Europe in direct participation in the military actions. The Anti-Imperialist Platform has all reasons to openly warn the peoples of Europe of this danger.
The United States sees a serious challenge to maintain and strengthen its global dominance in the increased economic and military potential of China. Their updated National Security Strategy emphasizes that the US is entering a “decisive decade” of confrontation with China. At the same time, it is noted that China and Russia are “rapidly approaching”, but the important challenges they create are different. Therefore, the priorities for the next decade have been declared to be global rivalry with the PRC and to ensure the competitive advantages of the United States, while at the same time restraining “very dangerous” Russia. The provoked conflict in Ukraine and the emerging military-strategic bloc AUKUS demonstrate the practical steps taken by Washington to implement the adopted Strategy.
In conclusion, about our position on the events in Ukraine. It has remained unchanged since the beginning of the conflict, which was carefully prepared by the Western bloc led by the United States. The confessions made by the former leaders of Germany and France, Merkel and Hollande, about the true goals they assigned to the Minsk agreements, finally removed all doubts about this. On the battlefields between Ukraine and Russia is taking place the mutual extermination of the two fraternal peoples and the material resources of Europe, provoked in the imperial interests of Washington.
The ruling political forces in the Baltic countries today are an example of unconditional support for the world dictatorship of Washington. With regard to any attempt to show even the slightest doubt about the correctness of their position, aggressive condemnation immediately unfolds and, at the slightest opportunity, administrative and criminal repressions are applied. The right to have an opinion that is different from the official one and the opportunity to express it are no longer guaranteed in today’s conditions. Although martial law has not been declared in our countries. This does not mean that the policy of imperialism is approved by the whole of society. Information about the protests organized by the Anti-Imperialist Platform is receiving positive feedback and is a strong support for the anti-imperialist sentiment in our countries.
For us, imperialism is evil, war and disaster. The struggle against it is the way to peace and power in the interests of the working people. Power to labor, not capital! Thank you for your attention.

(V.I. Lenin, Obras completas, tomo 26, p. 314)
