ON THE RISING TIDE OF GLOBAL WAR AND OUR ANTI-IMPERIALIST TASKS<\/h2>\n\n\n\n

From international tension to Latin American resistance
International peace continues to be threatened by U.S. warmongering and expansionism conveyed through NATO. This organization, created during the Cold War as a supposed defender of the independence of European states supposedly threatened by the Soviet Union, lost its justification with the demise of the USSR; Nevertheless, this warmongering spawn has continued with projects that escape the particular sovereignty of the countries of Europe signatories of that pact and has been transformed into a monster devouring borders with the purpose of destroying the Russian nation, as it is known in history and in the present, and replacing it with a group of tiny states obedient to the interests of the imperialism of the Anglo-sphere. Russia has exhausted its patience and has expressed to the West that it will not tolerate threats at the foot of its borders. As the reader will understand, the situation is very serious for world peace and the security of all the nations of the planet. Add to this the provocations in the eastern seas that outline China’s borders and you will understand the gravity of the situation we are denouncing. We invite readers to incorporate this issue in their analysis and presentations and to join in the global alarm.
On the characteristics of the anti-imperialist struggle in Latin America
In the continental aspect we must review the movement of resistance and convergence of purposes of the Latin American peoples, which we aspire to identify as regional political unity. Such a movement should lead to the reestablishment of regional groupings that defend their priorities with relevance and at the same time exclude the interfering participation of imperialism. These groupings such as CELAC and UNASUR must take on new relevance. This new repositioning is nourished by the particular struggles and triumphs of each people, albeit with setbacks: an example of this can be seen in Chile, where the almost classic confrontation has alternated at times in favor of the popular movement and at other times to the detriment of its accumulation of forces. In that country the contending forces at the electoral level try to avoid the path of minor rivalries that hinder the constituent option to be taken by the people. Regardless of the respect that diversity deserves, leaving behind other third parties, in reality there is a demarcation whose postponement has not been overcome. After 48 years of that historic defeat that Allende inflicted on the right wing through the call for the unity of popular action, we have a similar but not the same situation: the current picture is not the same, but the right wing did not manage to camouflage itself in new clothes and decided to go directly without retouching and wear the suit of pinochetism without make-up, seeking a polarization that could be convenient for it. The mobilization of the popular spectrum did not allow itself to be cornered and declared that its candidacy was of all the people against the Pinochetist past and this position must be manifested.
In Honduras there was also the resurgence of firmness and perseverance since the triumph of candidate Xiomara Castro after other past attempts to recover the presidency for the popular project, this victory confirms that the sign of the times is the recovery of the popular projects. It is a blow against the US meddling that manipulated the right-wing forces until they disqualified themselves for their involvement in banditry and drug trafficking. It should not be forgotten that Honduras is home to the US Palmerola air base which was the logistical support center for the “contras” in the anti-Sandinista war and still poses a threat to the countries of the region. Xiomara Castro’s campaign was characterized by a call for the unity of different and even discrepant forces, but which emphasized the unitary mobilization to build a national and popular project.
The international chessboard is shaken by the multiple provocations of imperialism, be it on the western borders of Russia and Belarus, in the South China Sea and the propagandistic provocative maneuvers against Central American and Caribbean countries such as Nicaragua, Cuba and Venezuela that have opted for a path of independence and sovereignty seeking the construction of political and economic solutions that generate well-being.
It is obvious that maintaining pressure on several fronts has strategic purposes, but, in addition, it is a way to sustain war orders that keep alive the U.S. economy that survives thanks to the gigantic requirements of the military apparatus. That economy cannot sustain the competition against China’s booming civilian goods economy. It is against this backdrop that the American people are mobilizing to demand that their government look out for the interests of their own people.
The deepening of the slide towards fascism in both Eastern and Western Europe
This is evidenced by the tolerance of the regime’s fascist practices and symbology in Ukraine as well as by the right-wing political actors in the West.
Evaluation of the international conduct of the Panamanian government.
In the first and only genuine phase of the Torrijista process, Panama was able to attract and win world sympathy thanks to the dissociation from the condition of submission to the policies set by U.S. imperialism; such conduct led us to actively join the Non-Aligned Movement and to seek solidarity for our own anti-colonial cause; in that sense the progression of that position led us to champion solidarity with the peoples in struggle and for the creation of a climate of peace and negotiations as a method to achieve the d\u00e9tente of international relations. In this sense, actions such as support for the anti-Somocista struggle of the Sandinistas in Nicaragua, the Contadora initiatives and others were deployed to bring the method of negotiations to the Central American area. At present, the Foreign Affairs apparatus of our country has been the protagonist of shameful initiatives as a carrier of the provocative pretensions of the United States against the peoples and states of the region, the most recent of which is the interference in the sovereign affairs of Nicaragua. This institutional scaffolding has truly completed the unraveling of the PRD.
Cancellation of the real Torrijista project, a campaign that is being systematically carried out
The destruction of the sovereignty project of the Torrijismo of the first period, consisting of recovering sovereignty and control of our canal resources, has been accomplished by suppressing the presence of the State in our economy. Once the invasion stage was completed, the main direction of the tutelary governments was to liquidate the entire state institutionality so that the diminished personality of the State would not have the capacity to assume the management of the recovered canal patrimony. The dismantling of the State enterprises, production and service, was accomplished in the 90’s; then the task of undermining the treaties was accomplished through a chain of agreements without treaty status that handed over the control of our seas and coasts to the North Americans; Then there was the attempt to dismantle the Social Security Fund to hand over its assets to private interests; it was a failed attempt but it is still alive; then we are reaching the present situation in which the control of the waters of the canal is handed over to the control of U.S. military technicians who assume the discretion to direct the use and management of the waters. Since the water resource is central and essential for the management of the canal, it is concluded that Panama no longer controls this resource.
It is notorious that during his recent appearances before the National Assembly for the inauguration of the new year’s sessions, the President omitted to refer in depth to the mining and water issues.

De la tensi\u00f3n internacional hasta la resistencia latinoamericana
La paz internacional sigue amenazada por el belicismo y expansionismo estadounidense vehiculizado a trav\u00e9s de la OTAN. Esta organizaci\u00f3n, creada durante la guerra fr\u00eda como presunta defensora de la independencia de los Estados europeos supuestamente amenazados por la Uni\u00f3n Sovi\u00e9tica, perdi\u00f3 su justificaci\u00f3n con la desaparici\u00f3n de la URSS; no obstante ese engendro belicista ha seguido con proyectos que escapan a la soberan\u00eda particular de los pa\u00edses de Europa signatarios de ese pacto y se ha transformado en un monstruo devorador de fronteras que tiene el prop\u00f3sito de la destrucci\u00f3n de la naci\u00f3n rusa, tal como se la conoce en la historia y en el presente, y reemplazarla por un conjunto de estados min\u00fasculos obedientes a los intereses del imperialismo de la anglo-esfera. Rusia ha colmado su paciencia y ha expresado a Occidente que no tolerar\u00e1 amenazas al pie de sus fronteras. Como comprender\u00e1 el lector la situaci\u00f3n es muy grave para la paz mundial y la seguridad de todas las naciones del planeta. A esto s\u00famanse las provocaciones en los mares orientales que perfilan las fronteras de China y se comprender\u00e1 la gravedad de la situaci\u00f3n que estamos denunciando. Invitamos a los lectores a incorporar este tema en sus an\u00e1lisis y presentaciones y sumarse a la alarma mundial.
Sobre las caracter\u00edsticas de la lucha antimperialista en Am\u00e9rica Latina
En el aspecto continental debemos repasar el movimiento de resistencia y convergencia de prop\u00f3sitos de los pueblos latinoamericanos, al cual aspiramos a identificar como unidad pol\u00edtica regional. Tal movimiento deber\u00e1 conducir al restablecimiento de las agrupaciones regionales que defienden con pertinencia sus prioridades y excluyen al mismo tiempo la participaci\u00f3n injerencista del imperialismo. Estas agrupaciones tales como CELAC y UNASUR han de cobrar nueva vigencia. Este nuevo reposicionamiento se alimenta de las luchas y triunfos particulares de cada pueblo, aunque con contratiempos: Un ejemplo de lo afirmado lo tenemos en lo acontecido en Chile en donde el re- enfrentamiento casi cl\u00e1sico sufre alternancias unas veces a favor del movimiento popular y otras en detrimento de su acumulaci\u00f3n de fuerzas. En ese pa\u00eds las fuerzas contendientes en el plano electoral tratan de sortear el camino de rivalidades menores que dificultan la opci\u00f3n constituyente que habr\u00eda de tomar el pueblo. Independientemente del respeto que la diversidad nos merece, dejando atr\u00e1s otras tercer\u00edas, en realidad existe un deslinde cuya postergaci\u00f3n no ha sido superada. Despu\u00e9s de 48 a\u00f1os de aquella hist\u00f3rica derrota que Allende le propinara a la derecha mediante el llamado a la unidad de acci\u00f3n popular, tenemos una situaci\u00f3n parecida pero no igual: el cuadro actual no es el mismo, pero la derecha no logr\u00f3 camuflarse en nuevos ropajes y decidi\u00f3 ir directamente sin retoques y vestir el traje del pinochetismo sin maquillajes, buscando una polarizaci\u00f3n que le podr\u00eda convenir. La movilizaci\u00f3n del espectro popular no se dej\u00f3 arrinconar y manifest\u00f3 que su candidatura era de todo el pueblo contra el pasado pinochetista y esta posici\u00f3n se ha de manifestar.
En Honduras se produjo tambi\u00e9n el rebrote de la firmeza y perseverancia ya que el triunfo de la candidata Xiomara Castro despu\u00e9s de otros pasados intentos de recuperar la presidencia para el proyecto popular, esta victoria confirma que el signo de los tiempos es la recuperaci\u00f3n de los proyectos populares. Es un golpe contra la intromisi\u00f3n estadounidense que manipul\u00f3 a las fuerzas de derechas hasta que estas se descalificaron por su inclusi\u00f3n en el bandidaje y el narcotr\u00e1fico. No hay que olvidar que Honduras es la sede de la base a\u00e9rea estadounidense de Palmerola que fue el centro de apoyo log\u00edstico a los \u201ccontras\u201d en la guerra antisandinista y todav\u00eda encierra una amenaza para los pa\u00edses de la regi\u00f3n. La campa\u00f1a de Xiomara Castro se caracteriz\u00f3 por un llamado a la unidad de fuerzas distintas y hasta discrepantes pero que pusieron el acento en la movilizaci\u00f3n unitaria para construir un proyecto nacional y popular.
El tablero internacional est\u00e1 conmovido por las provocaciones m\u00faltiples del imperialismo, ya sean estas en las fronteras occidentales de Rusia y Bielorussia, en el Mar de la China Meridional y las maniobras de provocaci\u00f3n propagand\u00edstica contra los pa\u00edses centroamericanos y caribe\u00f1os como Nicaragua, Cuba y Venezuela que han optado por un camino de independencia y soberan\u00eda buscando la construcci\u00f3n de salidas pol\u00edtico- econ\u00f3micas generadoras de bienestar.
Es obvio que mantener la presi\u00f3n en varios frentes tiene prop\u00f3sitos estrat\u00e9gicos, pero, adem\u00e1s, es una manera de sostener pedidos de guerra que mantienen con vida a la econom\u00eda estadounidense que sobrevive gracias a los gigantescos requerimientos del aparato militar. Esa econom\u00eda no puede sostener la competencia contra la pujante econom\u00eda china de art\u00edculos de la vida civil. En este marco el pueblo estadounidense se moviliza para demandar que su gobierno se fije en los intereses de su propio pueblo.
La profundizaci\u00f3n de la salida hacia el fascismo tanto en Europa oriental como en Europa occidental
Esto se evidencia en la tolerancia hacia el r\u00e9gimen de pr\u00e1ctica y simbolog\u00eda fascista en Ucrania como en la derechizaci\u00f3n de los actores pol\u00edticos de Occidente
Valoraci\u00f3n de la conducta internacional del gobierno paname\u00f1o. En la primera fase y la \u00fanica genuina del proceso torrijista, Panam\u00e1 supo atraer y ganarse las simpat\u00edas mundiales gracias al desmarque de la condici\u00f3n de sometimiento a las pol\u00edticas pautadas por el imperialismo estadounidense; tal conducta nos llev\u00f3 a incorporarnos activamente al Movimiento de los No Alineados y a recabar la solidaridad para nuestra propia causa anticolonial; en ese sentido la progresi\u00f3n de esa postura nos llev\u00f3 a abanderar la solidaridad con los pueblos en lucha y por la creaci\u00f3n de un clima de paz y negociaciones como m\u00e9todo para lograr la distensi\u00f3n de las relaciones internacionales. En ese sentido se desplegaron acciones como el apoyo a la lucha anti- somocista de los sandinistas en Nicaragua, las iniciativas de Contadora y otras m\u00e1s para llevar el m\u00e9todo de las negociaciones al \u00e1rea centroamericana. En la actualidad el aparato de Relaciones Exteriores de nuestro pa\u00eds ha protagonizado vergonzosas iniciativas como portadora de las pretensiones provocadoras de los Estados Unidos contra los pueblos y estados de la regi\u00f3n, la m\u00e1s reciente de ellas es la intromisi\u00f3n en los asuntos soberanos de Nicaragua. Realmente con este andamiaje institucional se ha completado la destorrijizaci\u00f3n del PRD.
Anulaci\u00f3n de proyecto torrijista real, una campa\u00f1a que se ejecuta sistem\u00e1ticamente
La destrucci\u00f3n del proyecto soberanista de aquel torrijismo de la primera \u00e9poca, consistente en recuperar la soberan\u00eda y control de nuestro recurso canalero, se ha cumplimentado mediante la supresi\u00f3n de la presencia del Estado en nuestra econom\u00eda. Una vez cumplida la etapa de la invasi\u00f3n la direcci\u00f3n principal de los gobiernos tutelados fue la de liquidar toda la institucionalidad estatal a fin de que la disminuida personalidad del Estado no tuviera capacidad para asumir la conducci\u00f3n del patrimonio canalero recuperado. El desmantelamiento de la empresas del Estado, de producci\u00f3n y servicio, se cumpli\u00f3 en los a\u00f1os 90; despu\u00e9s se cumpli\u00f3 la tarea de socavar los tratados mediante una cadena de acuerdos sin rango de tratado que entregaban el control de nuestros mares y costas a los norteamericanos; despu\u00e9s hubo el intento de desarmar la Caja de Seguro Social para entregar su patrimonio a intereses privados; fue un intento fallido pero que sigue vivo; despu\u00e9s se va llegando hasta la situaci\u00f3n presente en la cual se entrega el control de las aguas del canal al control del t\u00e9cnicos militares estadounidenses que asumen la discrecionalidad para dirigir el uso y manejo de las aguas. Toda vez que el recurso agua es central y esencial para el manejo del canal se concluye que Panam\u00e1 ya no controla ese recurso.
Es notorio que durante sus recientes comparecencias ante la Asamblea Nacional para la inauguraci\u00f3n de las sesiones del a\u00f1o que se inicia el presidente omiti\u00f3 referirse en profundidad al tema minero y al tema del agua.
Frente a un gobierno que se desvanece por causa de su p\u00e1lida acci\u00f3n en la protecci\u00f3n de los intereses de la naci\u00f3n es importante que ponderemos la fortaleza o no de la presencia viva de las organizaciones populares; es por ello que reiteramos nuestra exhortaci\u00f3n para que la convergencia circunstancial y epis\u00f3dica de intereses populares, de organizaciones sindicales ya tradicionales y otras nuevas, de trabajadores de todos los frentes: industriales y agrarios, artesanales e intelectuales, etc., vayan adquiriendo nuevas formas de aglutinamiento e interconsulta solidaria, que den paso a una nueva calidad de participaci\u00f3n popular en sus distintos estamentos de producci\u00f3n, de servicios y en sus expresiones locales territoriales, las cuales en competencia con la vieja formalidad, caduca ya, deben asumir las decisiones sobre el inter\u00e9s de las clases y del Estado y reemplazar los viejo por lo nuevo. Es lo necesario y debemos trabajar por ello.<\/p>\n\n\n\n
