Digital infrastructure against imperial economic sabotage<\/h2>\n\n\n\n

Welcome to the BOLIVARIAN Republic of Venezuela
You don’t have to be an expert in geopolitics to understand that the Bolivarian Republic is the victim of a hybrid war. The US has practiced different mechanisms to defeat the Bolivarian revolution, but to their surprise, they have been the defeated in almost all the battles where they have fought.
Probably, the empire of our time has failed to understand that Bolivarianism is a Doctrine of resistance and liberation; it is the antidote to Monroe’s colonialist doctrine; that Bolivarianism, among other things, has historically been and is anti-imperialist.
In this confrontation, Venezuela has managed to consolidate its resistance capacities in many areas, but it must be recognized that we are still vulnerable in the monetary and economic area. As it must be recognized that this fragility is not singular for Venezuela, but affects almost all the nations that are in the sights of the Empire, but are not considered reserve nations.
This reality is the result of the global monetary system implemented since the Breton Wood I and II agreements; where the US manages to centralize and consolidate control of the monetary and financial system. This concentration of power at the global level has been so dramatic that today, entire societies can be destabilized and brought to economic, political and social chaos, through simple rumors and manipulation of a single economic index, such as the rate of monetary exchange, or the interest rate of the Dollar, or the price of a commodity such as oil as happened in 2014.
Therefore, we consider that one of the most sophisticated and efficient instruments of imperial hybrid wars against sovereign states has been sabotage and destabilization through manipulation of some indices and taking advantage of the fluid dynamics of the FREE MARKET and free flow. of capitals; which corrupt the productive and distribution relations of a society and lead to highlighting the natural evils of the market, such as speculation, hoarding, price volatility, the black market, the trafficking of prohibited goods, smuggling, flight of capital and attack on the national currency and finally, as a consequence, the dilution of purchasing power and the loss of confidence of the population in the social state that could lead to chaos and destabilization.
I dare to think that probably one of the main imperial practices is to be the “managers of chaos” as a colonization mechanism.<\/p>\n\n\n\n

According to statements by the IMF, almost 60 countries will have economic problems this year as a result of the increase in the interest rate on the dollar in the US.
Venezuela, Argentina, Turkey, Pakistan, Lebanon, Egypt among others; they fail to understand how their currency signs can depreciate against the dollar on a day to day basis and they also fail to envision alternatives that work. Of course, the IMF always has solutions, reduce the social State and deliver its assets to private capital, mainly financial, in exchange for credits.
In the specific case of Venezuela, through some portals managed from the US, which dictates the supposed price of the national currency and as a result the inflation rate, they have frequently managed to hit the purchasing power of the labor forces, such as reducing the state budget for attend to social priorities, and of course promote mistrust in the power of the State, thus threatening the Bolivarian process.
At a global level, after the 2007-2008 crisis, China, Russia among others have understood the urgency of rethinking the international monetary system, but in 2022 after NATO decided to militarize the international monetary system, at the beginning of the conflict in Ukraine, the idea of de-dollarization reemerges with more force, and the importance of digital technology, applied to state money and in other complementary areas, is highlighted.
The redesign of the international monetary system will be a collective effort of the nations affected by the abuse of the empire in this area. But at the same time, the awareness that the logic of the free market has allowed imperial penetration via chaos reemerges.
From this understanding, emerges the need to control the chaos and in exchange develop systematic solutions that allow the Nation State to have the capacity to manage the dynamics of the markets and the socio-productive exchange, as a defense system; and close the door against imperial sabotage.
Digital infrastructure against imperial economic sabotage
Technologically, progress has been made in the ability to manage the necessary controls of production and distribution processes through digital information processing and communication systems.
These allow us to rethink the use of centralized planning to establish a transparent, efficient and comprehensive system to be the infrastructure for the construction of socialism and thus advance in the construction of an inclusive and cohesive social order.
Historical perspective: Digital mode of production and control
From the perspective of historical materialism, it is thought that those who control digital technology control productive relationships.
The dynamics of this conflict can manifest between:
1) the sovereignty of the Social State and
2) neo-colonialism expressed in the imposition of the hegemony of the Global Financial System and techno-feudalism.
One space of this conflict lies in the control of the monetary system – the technology of centralized digital money-: Between 1) the central banks of the nation states and 2) the hegemonic banks of the Global Financial System.
Another space in this conflict lies in the control of the distribution of social productivity: 1) If the nation states were able to establish a digital, intelligent, inclusive and fair system, through a transparent system of the structure of costs and prices and the chaining and management of the real economy and inventory controls; or 2) if the private capital speculators, who would continue looting social productivity.
The proposal
The proposed system considers both spaces of the conflict, and intends to offer the design of an infrastructure to establish the transparency and efficiency necessary for a socialist state. The system tends to be largely digital, in which the possibility of corruption is reduced. It is based on the latest developments in digital systems, big data and telecommunication.
The system is organized in two sub-systems
Digital money (understood as the digital money of the Central Bank)
Digital, universal, unique and centralized accounting system (it is understood as a continuous transaction control system)
These sub-systems should be complementary and integrated among them, through the fiscal-digital invoice, so that the systematic infrastructure of transparency can be built.
An articulation of the use is proposed
1) Programmable digital money
a. as a stable unit of account
b. and as a digital control mechanism,
2) the fiscal-digital invoice
a. as a digital transcription of the socio-economic exchange and
3) a centralized accounting system that
a. records and processes all socio-economic transactions
Digital money
Money, for its internal use within an economy, in order not to become a volatile and negotiable asset in itself, does not necessarily have to be represented by any physical means, nor does it require any material support, nor does it require that it have any value of its own. . Money can adapt to other technological developments, including the abstract and virtual of digital technology.
When money is digital, it does NOT need to be a means of exchange and\/or a store of value, rather, a commodity for speculation; but it does need to be primarily as a unit of account. Digital money requires an infrastructure and\/or technological capacity for data processing and communications, managed entirely under national sovereignty and requires institutional and operational transparency and efficiency.
Digitization facilitates the automation of the transparent administration of money functions as a Unit of account and as a digital control system that serves for the transparent measurement and fair distribution of social wealth, eliminating the distortion resulting from treating money as merchandise, autonomous, anonymous divorced from the socio-productive act.
Digital money will have the capacity for digitally programmed conditioning, to authorize or deny exchange operations according to previously defined guidelines and in real time. You can LINK and TIE a specific product to a price band. Programmable digital money will be the automatic switch within the digital governance system and will be a structural instrument for the transparent and efficient implementation of socio-economic policies.
Fiscal-digital invoice
The fiscal-digital invoice is the instrument produced online, by the centralized billing system, integrated into the central accounting system. Thus, there will be no other billing system that is legitimate that can authorize payment with digital money. The fiscal-digital invoice will be required in all exchange operations, including bank financial operations, where the great mass of money in the form of credits is created and moved.
The fiscal-digital invoice collects and reflects the articulation between the real economy and the construction of its virtual image within the central accounting platform. It also interacts in real time with the central platform to review, verify, authorize and, if necessary, regulate the exchange, through the conditioning of digital money.
Digital, universal, unique and centralized accounting system
A digital, universal, unique and centralized accounting system, built with the chained and cumulative use of fiscal-digital invoices, would serve to obtain accurate data on all social exchanges. The system needs to be universal and unique, not voluntary but mandatory.
The system requires a Government Resource Planning (GRP) Software to be chosen including accounting, which is free to download and authenticated for each and every user by the tax collection authority. It is necessary to go from tax declarations to a complete, comprehensive and transparent accounting record, in real time; and permanently interconnected to digital billing with the central accounting platform. There will be NO alternate or independent ledgers that are legitimate.
The construction of the platform can be agile due to its interdependence and integration of 1) the consecutive chains of fiscal-digital invoices within the centralized accounting system and 2) the mass use of digital money. The system will be the informational infrastructure with which it will be possible to obtain access in a transparent and efficient manner to all the data referring to socio-economic exchange.
Identification, standardization, serialization, monitoring, tracing systems
The system requires a personal, digital identification system integrated into the management of the digital money system and the tax system. Standardization and codification of each and every one of the products and services is also required, in accordance with a system harmonized with other international systems. The standardization of the characteristics and specifications of products and services makes it possible to facilitate and sincere a transparent, fair and efficient exchange. In addition, it facilitates the serialization, monitoring and tracing from the raw material to the end user, and its movements are tied to the fiscal-digital invoices, conditioned and controlled by the approval of the central accounting system and the settlement of digital money.
Cumulative construction of the productive chain
The system will be built cumulatively, achieving in the first stages some statistical references of the cost structures, and progressively, when consolidated with the greater knowledge of the chains, the specificities of the possible differences in the processes and associated costs are clarified and specified.
The system will begin to be applied with the primary sectors of the economy and in some other well-structured sectors, such as the pharmaceutical sector, which are relatively better codified, chained and regulated. With the same productive chain system, progress will be made to expand its application to secondary sectors and beyond.
The progressive inclusion of economic agents
It is expected to include the rural economy and formalize the informal economy gradually, depending on access to digital money technology. In order to bill, collect and\/or pay, the system digitally integrates:
1) the fiscal identities of the parties,
2) billing from the accounting platform and
3) the mobilization of money.
The accounting platform facilitates the exchange, because it automatically identifies and links the users, executing the same operation, using the same work instrument. Operations are digitally recorded in double entries in the private accounts of each fiscal identity within the accounting platform, building accounting balances and paying taxes in real time.
System operation and dynamics
The system has the ability to approve or deny transactions, after review with the centralized accounting system, where it is compared with the established references that result from the permanent analysis of cost and price structures and validate them with the permanent movements of inventories.
With the conditioning of digital money, each product or service can be digitally TIED to a price band, without exceeding the pre-agreed maximum, through an inventory control system and automatic authorization of payment processing, based on usage. of programmable digital money.
Only with the approval of the fiscal-digital invoice, the payment with digital money is executed and consequently the exchange. It can NOT be exchanged, without the previously digitally approved fiscal-digital invoice, to comply with tax and price administration obligations.
If the prices to be invoiced are NOT in accordance with the established bands, or if the merchandise to be exchanged is NOT in accordance with the one declared in the inventory, the transaction is blocked and cannot be executed. Consequently, there will be NO exchange of digital money for merchandise, raising an alarm for a possible review or audit.
If any unjustified discrepancy is detected, the supply of goods or services within the production chain is blocked. It is NOT possible to invoice, collect, or supply merchandise for its subsequent circulation. The use of the system to bill and collect for a defined period of time is also denied, as a punitive and deterrent measure in the future.
With the digital mode of production and control, the ability to defend against imperial sabotage is enhanced.
With the systematic and comprehensive use of data processing and communication technologies, a centralized digital system can be established, which allows controlling the dynamics of the free market, and counteracting these attacks against economic, social and political stability; and also allow the definitive transition from the exclusive rationing of the free market to the social administration of the production and distribution processes.
The proposal is based on existing, proven and accessible technology and engineering. The infrastructure for socialism can be put in place, as a defense system against imperial economic sabotage.<\/p>\n\n\n\n

La infraestructura digital contra el sabotaje econ\u00f3mico imperial\u00a0<\/h2>\n\n\n\n

Bienvenidos a la Rep\u00fablica BOLIVARIANA de Venezuela
No hay que ser experto en geopol\u00edtica para entender que la Rep\u00fablica Bolivariana es v\u00edctima de una guerra hibrida. EEUU ha practicado diferentes mecanismos para derrotar la revoluci\u00f3n Bolivariana, pero para su sorpresa, han sido ellos los derrotados en casi todos las batallas donde han tratado.
Probablemente, el imperio de nuestra \u00e9poca no ha logrado comprender que el Bolivarianismo es una Doctrina de resistencia y de liberaci\u00f3n, es el ant\u00eddoto de la doctrina colonialista de Monroe; que el Bolivarianismo entre otras cosa, ha sido hist\u00f3ricamente y es anti-imperialista.
En esta confrontaci\u00f3n, Venezuela ha logrado consolidar sus capacidades de resistencia en muchas \u00e1reas, pero hay que reconocer que a\u00fan estamos vulnerables en el \u00e1rea monetaria y econ\u00f3mica. Como hay que reconocer que esta fragilidad, no es singular para Venezuela, sino que afecta a casi todas las naciones que est\u00e1n en la mira del Imperio, pero no son considerados naciones de reserva.
Esta realidad es resultado del sistema monetario global implementado desde los acuerdos de Breton Wood I y II; en donde EEUU logra centralizar y consolidar el control del sistema monetario y financiero. Esta concentraci\u00f3n del poder a nivel global ha sido tan dram\u00e1tica que hoy en d\u00eda, se puede desestabilizar a sociedades completas y llevarla al caos econ\u00f3mico, pol\u00edtico y social, por medio de simple rumores y manipulaciones de un solo \u00edndice econ\u00f3mico, tal como la tasa de cambio monetaria, o la tasa de inter\u00e9s del D\u00f3lar, o el precio de una mercanc\u00eda como el petr\u00f3leo como ocurri\u00f3 en el 2014.
Por lo tanto, consideramos que uno de los instrumentos m\u00e1s sofisticados y eficientes de las guerras h\u00edbridas imperiales contra los estados soberanos, ha sido el sabotaje y las desestabilizaciones por medio de manipulaciones de algunos \u00edndices y aprovechando las fluidas din\u00e1micas del LIBRE MERCADO y el libre flujo de capitales; los cuales corrompen las relaciones productivas y de distribuci\u00f3n de una sociedad y conllevan a resaltar los males naturales del mercado, tal como la especulaci\u00f3n, el acaparamiento, la volatilidad de los precios, el mercado negro, el tr\u00e1fico de bienes prohibidos, contrabando, fuga de capitales y ataque a la moneda nacional y finalmente, como consecuencia la diluci\u00f3n del poder adquisitivo y la p\u00e9rdida de confianza de la poblaci\u00f3n en el estado social que podr\u00eda conllevar al caos y desestabilizaci\u00f3n.
Me atrevo a pensar que, probablemente, una de las principales pr\u00e1cticas imperiales, es de ser los \u201cadministradores del caos\u201d como mecanismo de colonizaci\u00f3n.
Seg\u00fan declaraciones del FMI, casi 60 pa\u00edses tendr\u00e1n este a\u00f1o problemas econ\u00f3micos como resultado del aumento de la tasa de intereses sobre el d\u00f3lar en EEUU.
Venezuela, Argentina, Turqu\u00eda, Paquist\u00e1n, El L\u00edbano, Egipto entre otros; no logran comprender c\u00f3mo sus signos monetarios pueden depreciarse en frente del d\u00f3lar d\u00eda a d\u00eda y tampoco logran visualizar alternativas que funcionen. Claro el FMI siempre tiene las soluciones, reducir el Estado social y entregar sus activos para el capital privado, principalmente financiero, a cambio de cr\u00e9ditos.
En el caso espec\u00edfico de Venezuela, por medio de unos portales manejados desde EEUU, que dicta el supuesto precio de la moneda nacional y como resultado el \u00edndice inflacionario, han logrado frecuentemente golpear el poder adquisitivo de las fuerzas laborales, como reducir el presupuesto estatal para atender las prioridades sociales, y por supuesto promover la desconfianza en el poder del Estado, amenazando as\u00ed el proceso Bolivariano.
A nivel global, despu\u00e9s de la crisis del 2007-2008, China, Rusia entre otros han entendido la urgencia de repensar el sistema monetario internacional, pero el 2022 despu\u00e9s de que la OTAN decidera militarizar el sistema monetario internacional, al inicio del conflicto en Ucrania, reemerge la idea de la de-dolarizaci\u00f3n con m\u00e1s fuerza, y se destaca la importancia de la tecnolog\u00eda digital, aplicada al dinero estatal y en otras \u00e1reas complementarias.
El redise\u00f1o del sistema monetario internacional ser\u00e1 un esfuerzo colectivo de las naciones afectadas por el abuso del imperio en esta \u00e1rea. Pero al mismo tiempo, reemerge la consciencia que la l\u00f3gica del libre mercado ha permitido la penetraci\u00f3n imperial v\u00eda del caos.
De esta compresi\u00f3n, emerge la necesidad de controlar el caos y a cambio desarrollar soluciones sistem\u00e1ticas que permiten al estado Naci\u00f3n tener la capacidad de administrar las din\u00e1micas de los mercados y el intercambio socio-productivo, como sistema de defensa; y cerrar la puerta en contra el sabotaje imperial.
Infraestructura digital contra el sabotaje econ\u00f3mico imperial
Tecnol\u00f3gicamente se ha avanzado en la capacidad de administrar los controles necesarios de los procesos productivos y distributivos por medio de los sistemas de los procesamientos de informaciones digitales y de comunicaciones.
\u00c9stos permiten repensar el uso de la planificaci\u00f3n centralizada para instaurar un sistema transparente, eficiente e integral para que sea la infraestructura de la construcci\u00f3n del socialismo y as\u00ed avanzar en la construcci\u00f3n de un orden social incluyente y cohesivo.
Perspectiva hist\u00f3rica: Modo digital de producci\u00f3n y control
Desde la perspectiva del materialismo hist\u00f3rico, se piensa que, quienes controlan la tecnolog\u00eda digital, controlan las relaciones productivas.
La din\u00e1mica de este conflicto puede manifestarse entre:
1) la soberan\u00eda del Estado Social y
2) el neocolonialismo expresado en la imposici\u00f3n de la hegemon\u00eda del Sistema Financiero Global y del tecno\u2013feudalismo.
Un espacio de este conflicto radica en el control del sistema monetario – la tecnolog\u00eda del dinero digital centralizado-: Entre 1) los bancos centrales de los estados naciones y 2) la banca hegem\u00f3nica del Sistema Financiero Global.
Otro espacio de este conflicto, radica en el control de la distribuci\u00f3n de la productividad social: 1) Si los estados naciones lograran instaurar un sistema digital, inteligente, incluyente y justo, por medio de un sistema transparente de la estructura de costos y precios y del encadenamiento y manejo de la econom\u00eda real y de los controles de inventarios; o 2) si los especuladores del capital privado, quienes seguir\u00edan saqueando la productividad social.
La propuesta
El sistema propuesto considera ambos espacios del conflicto, y pretende ofrecer el dise\u00f1o de una infraestructura para establecer la transparencia y la eficiencia necesaria para un estado socialista. El sistema tiende a ser en gran parte digital, en el cual se reducen la posibilidad de corrupci\u00f3n. Se fundamenta en los \u00faltimos desarrollos de sistemas digitales, de la gran data y de la telecomunicaci\u00f3n.
El sistema se organiza en dos sub-sistemas
Dinero digital (se entiende como el dinero digital del Banco Central)
Sistema de contabilidad digital, universal, \u00fanica y centralizada (se entiende como un sistema de control continuo de transacciones)
Estos sub-sistemas deber\u00edan ser complementarios e integrados entre ellos, por medio de la factura fiscal-digital, para que se logre construir la infraestructura sistem\u00e1tica de la transparencia.

El dinero digital
El dinero, para su uso interno dentro de una econom\u00eda, para no convertirse en s\u00ed mismo en un activo negociable y vol\u00e1til, no tiene que ser necesariamente representado por medio f\u00edsico alguno, tampoco requiere de alg\u00fan respaldo material, ni requiere que tenga ning\u00fan valor propio. El dinero puede adaptarse a otros desarrollos tecnol\u00f3gicos, incluyendo lo abstracto y virtual de la tecnolog\u00eda digital.
Cuando el dinero es digital, NO requiere ser un medio de cambio y\/o un dep\u00f3sito de valor, mejor dicho, una mercanc\u00eda para la especulaci\u00f3n; pero si requiere ser principalmente como una unidad de cuenta. El dinero digital requiere de una infraestructura y\/o capacidad tecnol\u00f3gica para el procesamiento de datos y de comunicaciones, administrada totalmente bajo la soberan\u00eda nacional y requiere de transparencia y eficiencia institucional y operativa.
La digitalizaci\u00f3n facilita la automatizaci\u00f3n de la administraci\u00f3n transparente de las funciones del dinero como Unidad de cuenta y como Sistema de control digital que sirve para la transparente medici\u00f3n y justa distribuciones de la riqueza social, eliminando la distorsi\u00f3n resultado de tratar el dinero como mercanc\u00eda, aut\u00f3noma, an\u00f3nima divorciada del acto socio-productivo.
El dinero digital tendr\u00e1 la capacidad de condicionamiento digitalmente programado, para autorizar o negar las operaciones de intercambios seg\u00fan pautas previamente definidas y en tiempo real. Se puede VINCULAR y AMARRAR un producto espec\u00edfico a una banda de precios. El dinero digital programable ser\u00e1 el interruptor autom\u00e1tico dentro del sistema de gobernabilidad digital y ser\u00e1 un instrumento estructural para la implementaci\u00f3n transparente y eficiente de las pol\u00edticas socio-econ\u00f3micas.
Factura fiscal-digital
La factura fiscal-digital es el instrumento producido en l\u00ednea, por el sistema de facturaci\u00f3n centralizado, integrado al sistema de contabilidad central. As\u00ed, no habr\u00e1 otro sistema de facturaci\u00f3n que sea leg\u00edtimo que pueda autorizar el pago con dinero digital. La factura fiscal-digital ser\u00e1 requerida en todas las operaciones de intercambio incluyendo las operaciones financieras bancarias, donde se cree y se mueve la gran masa del dinero en forma de cr\u00e9ditos.
La factura fiscal-digital recoge y refleja la articulaci\u00f3n entre la econom\u00eda real y la construcci\u00f3n de su imagen virtual dentro de la plataforma central de contabilidad. Adem\u00e1s interact\u00faa en tiempo real con la plataforma central para revisar, comprobar, autorizar y si es necesario regular el intercambio, por medio del condicionamiento del dinero digital.
Sistema de contabilidad digital, universal, \u00fanica y centralizada
Un sistema de contabilidad digital, universal, \u00fanica y centralizada, construido con el uso encadenado y acumulativo de las facturas fiscal-digitales, servir\u00eda para obtener datos precisos sobre todos los intercambios sociales. El sistema requiere ser universal y \u00fanico, no-voluntario sino obligatorio.
El sistema requiere que se escoja un Software de planificaci\u00f3n de recursos gubernamentales (GRP) que incluya el de contabilidades, que se puede descargar gratuitamente y ser autenticado para todos y cada uno de los usuarios por la autoridad de recaudaci\u00f3n de impuestos. Se requiere pasar de las declaraciones de impuestos hacia un registro de contabilidad completo, integral y transparente, en tiempo real; y permanentemente interconectado a la facturaci\u00f3n digital con la plataforma central de contabilidad. NO habr\u00e1 libros de contabilidad alternos o independientes que sean leg\u00edtimos.
La construcci\u00f3n de la plataforma, puede ser \u00e1gil por su interdependencia e integraci\u00f3n de 1) los encadenamientos consecutivos de las facturas fiscales-digitales dentro del sistema contable centralizado y 2) la masificaci\u00f3n del uso del dinero digital. El sistema ser\u00e1 la infraestructura informacional con la cual se lograr\u00e1 obtener acceso de manera transparente y eficiente a todas la data referente al intercambio socio-econ\u00f3mico.
Sistemas de identificaci\u00f3n, estandarizaci\u00f3n, serializaci\u00f3n, seguimiento, rastreo
El sistema requiere de un sistema de identificaci\u00f3n personal, digital integrado al manejo del sistema del dinero digital y al sistema fiscal. Tambi\u00e9n se requiere de estandarizaci\u00f3n y codificaci\u00f3n de todos y cada uno de los productos y servicios, conformes con alg\u00fan sistema armonizado con otros sistemas internacionales. La estandarizaci\u00f3n de las caracter\u00edsticas y especificaciones de productos y servicios permite facilitar y sincerar un intercambio trasparente, justo y eficiente. Adem\u00e1s, facilita la serializaci\u00f3n, seguimiento y rastreo desde la materia prima y hasta el usuario final, y sus movimientos sean atados a las facturas fiscal-digitales, condicionadas y controladas por la aprobaci\u00f3n del sistema central de contabilidad y la liquidaci\u00f3n del dinero digital.
Construcci\u00f3n acumulativa del encadenamiento productivo
El sistema ser\u00e1 construido acumulativamente, logrando en las primeras etapas unas referencias estad\u00edsticas de las estructuras de costos, y progresivamente, al consolidarse con el mayor conocimiento de los encadenamientos, se aclaran y se precisan las especificidades de las posibles diferencias en los procesos y costos asociados.
El sistema empezar\u00e1 a aplicarse con los sectores primarios de la econom\u00eda y en algunos otros sectores bien estructurados, como el sector de los f\u00e1rmacos que est\u00e1n relativamente mejor codificados, encadenados y regulados. Con el mismo sistema del encadenamiento productivo, se avanzar\u00e1 para ampliar su aplicaci\u00f3n a sectores secundarios y m\u00e1s all\u00e1.
La inclusi\u00f3n progresiva de los agentes econ\u00f3micos
Se prev\u00e9 inclusi\u00f3n de la econom\u00eda rural y formalizar la econom\u00eda informal paulatinamente, dependiendo del acceso a la tecnolog\u00eda del dinero digital. Para poder facturar, cobrar y\/o pagar, el sistema integra digitalmente:
1) las identidades fiscales de las partes,
2) la facturaci\u00f3n desde la plataforma de contabilidad y
3) la movilizaci\u00f3n del dinero.
La plataforma de contabilidad facilita el intercambio, porque identifica y vincula autom\u00e1ticamente a los usuarios, ejecutando la misma operaci\u00f3n, usando el mismo instrumento de trabajo. Las operaciones se registran digitalmente en partidas dobles en las cuentas particulares de cada identidad fiscal dentro de la plataforma de contabilidad, construyendo los balances contables y cancelando los impuestos en tiempo real.
Funcionamiento y din\u00e1mica del sistema
El sistema tiene la capacidad de aprobar o negar las transacciones, previa revisi\u00f3n con el sistema centralizado de contabilidad, donde se compara con las referencias establecidas que resultan del an\u00e1lisis permanente de las estructuras de costo y de precios y convalidarlos con los movimientos permanentes de los inventarios.
Con el condicionamiento del dinero digital se puede AMARRAR digitalmente cada producto o servicio a una banda de precios, sin superar el m\u00e1ximo pre-acordado, por medio de un sistema de control de inventarios y de autorizaci\u00f3n autom\u00e1tica de procesamiento de pago, basado en el uso del dinero digital programable.
Solamente con la aprobaci\u00f3n de la factura fiscal-digital, se ejecuta el pago con el dinero digital y en consecuencia el intercambio. NO se puede intercambiar, sin la factura fiscal-digital previamente aprobada digitalmente, para cumplir con obligaciones de administraci\u00f3n de impuestos y precios.
Si los precios a facturar NO est\u00e1n acordes con las bandas establecidas, o si la mercanc\u00eda para intercambiar NO est\u00e1 acorde con el declarado en el inventario, la transacci\u00f3n se bloquea y no logra ejecutarse. En consecuencia, NO habr\u00e1 intercambio de dinero digital por mercanc\u00eda, generando una alarma para una posible revisi\u00f3n o auditor\u00eda.
Si se detecta alguna discrepancia injustificada, se bloquea el suministro de mercanc\u00edas o servicios dentro el encadenamiento productivo. NO se puede facturar, ni cobrar, ni suministrar mercanc\u00edas para su posterior circulaci\u00f3n. Tambi\u00e9n se niega el uso del sistema para facturar y cobrar por un tiempo definido, como medida punitiva y de disuasi\u00f3n a futuro.
Con el modo digital de producci\u00f3n y control, se mejora la capacidad de defensa contra el sabotaje imperial.
Con el uso sistem\u00e1tico e integral de las tecnolog\u00edas de procesamiento de datos y comunicaci\u00f3n, se puede instaurar un sistema digital centralizado, que permita controlar la din\u00e1mica del libre mercado, y contrarrestar estos ataques en contra de la estabilidad econ\u00f3mica, social y pol\u00edtica; y adem\u00e1s permita la transici\u00f3n definitiva del racionamiento excluyente del libre mercado a la administraci\u00f3n social de los procesos de producci\u00f3n y distribuci\u00f3n.
La propuesta se basa en tecnolog\u00eda e ingenier\u00eda existentes, probadas y accesibles. Se puede instaurar la infraestructura para el socialismo, como sistema de defensa contra el sabotaje econ\u00f3mico imperial.<\/p>\n\n\n\n
