Faced with the current crisis and imperialist aggressiveness, holding a debate on this issue with anti-imperialist organizations from all over the world is of fundamental importance because, based on the different opinions present here, we will be able to broaden our understanding of the complexity of this phenomenon, exchange opinions and learn about the practices undertaken in this fight to better organize our peoples in the fight against imperialism.
For the PCB, the world imperialist system is experiencing a prolonged crisis that has manifested itself in the economic stagnation of the central countries, in unemployment, in misery, in the reduction of workers’ rights and confiscation of wages, in the dismantling of the State of Social Well-being and in violence against the poor population. As everyone can see, up to now capital managers have not yet found a way to resume the growth pattern of previous periods and stabilize the world economy.
This process is combined with the geopolitical decline of US dominance from the economic, monetary, financial and political points of view, especially with the rise of China as a global economic and technological power. This decline has generated an increase in imperial aggressiveness, which is expressed in wars against the peoples who do not accept the impositions of the United States, in economic and political sanctions, in provocations and sabotage against sovereign nations.
Due to the war in Ukraine, this crisis has deepened, since the sanctions imposed against Russia not only became innocuous but produced a kind of boomerang effect against the central countries, especially in Europe, such as in the prices of gas, oil, food and raw materials, in a process that has led to an accelerated increase in inflation, the highest in the last 40 years, and the prospect of recession in several countries, with high unemployment and the closure of large companies.
From a political point of view, the decline is expressed in the crisis of hegemony due to the emergence of new political actors on the international economic and political scene and in the military defeats in Iraq and Afghanistan, as well as in a probable defeat of NATO in Ukraine. The articulations that are taking place in Eurasia, with the new silk route and the trade in local currencies, weaken the dollar as a world currency and open space to break the so-called “rules-based world order”, built by the United States. in the last decades. So far, the masses have not yet risen up against the devastation of rights and the reduction of wages caused by the global offensive of capital, expressed in neoliberal policies. But crises, particularly systemic crises, are the midwives of history and, soon, the proletariat will tend to demonstrate more forcefully in the streets against oppression and wage regression. The recent demonstrations in various European capitals against the loss of rights and against the war may be the beginning of a new wave of popular struggles arisen as a result of the crisis.
With the crisis, imperialism will try to strengthen its control over Latin America, since it considers this region as a kind of strategic reserve. It is present in our region not only through transnational companies, which seek to hegemonize the economic policy of our countries, through military bases in various countries, which act as a constant threat to Latin America, but also through news agencies. in addition to a spionage network that permanently conspires against the national sovereignty of our countries. We cannot stop registering our indignation against the criminal boycott of the Cuban people and the sanctions and piracy imposed against Venezuela.
Comrades, we recently had elections in Brazil. In the first round we launched our own candidacy for the Presidency of the Republic, with comrade Sofía Manzano.
In the second round, we voted for Lula with the understanding that at that moment the dispute was between civilization and barbarism. Lula’s electoral victory was of great importance not only because he defeated the extreme right and fascism, which was present in practically the entire state apparatus, but also because the workers will now be able to struggle under better conditions than in the previous period.
In the last four years, Bolsonaro’s genocidal government has destroyed the economy, devastated workers’ rights, confiscated wages, made the world of work precarious, persecuted poor and black youth, indigenous peoples, and quilombolas, and handed over public goods to the private sector. In the Coronavirus pandemic, the genocides of this government were primarily responsible for the deaths of more than 680,000 people.
Lula’s electoral victory also opens the space for a change in the correlation of forces and allows the fascists to be removed from the State apparatus, especially after January 8, when the Bolsonaristas (Bolsonaro followers) attempted a coup by invading the National Congress, the Planalto Palace (Government Palace) and the Supreme Court and were defeated, despite the omission of part of the police apparatus in Brasilia. In terms of foreign policy, the Lula government tends to reverse the isolation that characterized the previous government, resuming a more proactive role for Brazil in international forums and organizations, such as environmental conferences, CELAC, UNASUR and Mercosur, and coalitions such as the BRICS, without any possibility of breaking with the United States. Relations with Cuba will be strengthened.
But the failed coup d’état does not allow us to lower our guard, since we know that the so-called Bolsonarism still maintains support in military groups military, in sectors of the bourgeoisie, especially in the agribusiness, among financial speculators, leaders of Pentecostal churches, in militias (organized criminal groups), important conservative middle sectors, in the low-income class and even in sectors of the proletariat.
As history has taught us, the effective change in the correlation of forces in favor of popular interests depends both on the policies developed by Lula’s government, and, mainly, on the appearance on the scene of the organized masses that struggle for the dismantling of the neoliberal model implanted in Brazil for more than four decades and for its historical interests. We are absolutely convinced that fascism cannot be defeated with good manners, nor can changes be made by trying to convince the bourgeoisie to renounce its interests in the name of justice.
Comrades, we believe that Brazil is currently experiencing a period of class struggle in an open field, with a polarized dispute between two blocks and class fractions. On the one hand, the extreme right-wing forces constantly seek to disrupt the situation, with desperate actions, such as the one on January 8, but also by poisoning the population through fake news. On the other, the democratic and leftist forces that seek to recover the initiative, remove the fascists from the state apparatus, denounce the atrocities of the Bolsonaro government and consolidate democratic freedoms.
At the other extreme, there is a dispute between the bourgeoisie and the popular movement, whose struggle will certainly spread along with the Lula government. It will be the economic and social policy that will define the character of the Lula government. The bourgeoisie is doing everything possible to capture the government’s economic agenda and maintain the neoliberal model, giving only a few crumbs of social compensation to the people. The social and popular movement and the marginalized in general, who voted overwhelmingly for Lula, will fight for the changes promised during the electoral period.
As everyone knows, Brazilian capitalism is experiencing an organic crisis that has been dragging on for more than 40 years, and the result of it is industrial regression, economic stagnation, the dismantling of the State, with the privatization of most public companies. Allied to this is a social tragedy: 15 million unemployed, 36 million working in the informal sector, 33 million in the “lines of hunger”, fighting over bones in the trash, in addition to thousands of homeless and landless people.
Such a situation cannot be resolved with palliative measures or class conciliation, with the bourgeoisie being the main responsible for this tragedy. As Lula’s government is the result of a broad front, which brought together parties of the left, center and right wings, as well as sectors of the bourgeoisie, this alliance makes it difficult for the government to fulfill its promises made during the electoral period.
For our part, we will continue the grassroots work together with the workers, the youth and the poor people of the peripheries, in the perspective that only the organized struggle in the streets and in the workplaces will be able to change the correlation of forces in the perspective of popular interests. As a revolutionary party, we will maintain our political and organic independence in any situation in the Brazilian context and we will always work to organize the masses to conquer popular power and socialism.
Thank you so very much.

Spanish

Queridos camaradas,
Muchas gracias.

<img
