Dear comrades, we would like to thank the People\u2019s Democracy Party for organising this umpteenth meeting of the World Anti-Imperialist Platform and for the work done in recent months, together with the other communist political organisations, in promoting debate, confrontation and mobilisation against imperialism and its barbarity.<\/p>\n\n\n\n

This new appointment takes place in one of the outposts of Western imperialism in Asia, which with its brutality and violence has profoundly marked the political and social history of many countries in this hemisphere of the world. At the same time, it is precisely in these contexts that the peoples struggling against the imperialist game have been able to impose class advances and inspirational historical victories for revolutionary communists around the world. <\/p>\n\n\n\n

The fight against the military presence of the USA and NATO, the numerous military bases and thousands of soldiers in South Korea, can only find us united and in solidarity against what is to all intents and purposes a common enemy. Italy is a victim of military servitude, with over a hundred US\/NATO military bases – some secret and others housing nuclear bombs – that have always been operational in the context of wars and geo-political influence in our country.<\/p>\n\n\n\n

The military escalation we are witnessing in Ukraine, in a war that Jens Stoltenberg himself has defined as a conflict between NATO and Russia, risks taking us further and further towards the abyss of global catastrophe. The sending of increasingly powerful and destructive weapons and the training of soldiers in the Ukrainian army demonstrate the co-participation of Western powers in this conflict that has been brewing since 2014. Merkel herself confessed that the Minsk agreements served to give Ukraine breathing space and strengthen it in order to relaunch the EU and NATO in the area. Recently, Josep Borrell, the EU foreign policy representative, declared that in Ukraine \u2018it is not the time for diplomacy and peace, but for weapons\u2019, reaffirming unconditional military support for the Kiev government and rejection of any peace proposal.<\/p>\n\n\n\n

Today, China and Brazil – members of the BRICS – are among the main promoters at the international level of a concrete commitment to a diplomatic and peace solution, demonstrating that there is a counterweight to the geo-strategic dynamics and interests of the Euro-Atlantic bloc. The clash that is becoming ever sharper in this new historical phase is that between \u2018the garden and the jungle\u2019, to borrow Borrell\u2019s own racist and neo-colonial-sounding expression, which, however, fully embodies the difficulties and fears of the Western and imperialist powers in maintaining a hegemonic role in the world.<\/p>\n\n\n\n

The flight of the US and its allies from Afghanistan in August 2021 marked the end of an era. We have entered a phase in sharp discontinuity with previous ones, which objectively breaks with capitalist globalisation. The phase in which we are operating is that of the exhaustion of the global growth margins, as a whole, of the Capitalist Mode of Production, i.e. of the historical reduction of the rate of profit with respect to the enormous financial mass in circulation. This is what produces the hyper-competitiveness between capitalisms, which are the product of specific histories and interests.<\/p>\n\n\n\n

This process that determines two main world \u2018blocs\u2019, in contradiction and conflict with each other, has only just begun in an obvious way and will continue, in a non-linear manner, in the coming years. If the Euro-Atlantic bloc is more homogeneous politically and ideologically as it is in continuity with colonialism and historically hegemonic imperialism, we see an alternative area that is more inhomogeneous, first and foremost in its political character as it is built on economic and trade relations, but which manifests a common interest in cooperative integration and de-dollarisation, with subjects that call themselves outside imperialist hegemony.<\/p>\n\n\n\n

As Gramsci stated almost a hundred years ago, \u2018the crisis consists precisely in the fact that the old dies and the new cannot be born: in this interregnum the most varied morbid phenomena occur\u2019. If, on the one hand, the trend towards war represents the only attempt to overcome the structural crisis of the Capitalist Mode of Production, on the other hand, the basic conditions are being created for a multipolar – and possibly \u2018multilateral\u2019 – system at the trade, monetary and political level, diametrically opposed to the military and monetary domination of imperialism. <\/p>\n\n\n\n

After decades of the hegemony of advanced capitalist countries, the entry into the field of emerging economies traceable to the \u2018enlarged\u2019 BRICS area and the contextual and repeated economic, pandemic, and environmental crises have produced tensions, clashes, and conflicts that have led to a breakdown of the previously unified world market. The ongoing war, incubated for years in asymmetrical wars and sanctions waged by Western imperialisms – by the US above all – has reappeared as a possible rupture of an equilibrium based on US hegemony and unilateralism. The need to break with the hegemony of the dollar in world transactions and to escape the interference of the Western powers has seen a growing push to question international relations. <\/p>\n\n\n\n

Communists must be able to understand the tendential and contradictory trend of historical processes to give strength, direction and depth to political, social, trade union and ideological action within the ongoing class conflict. This requires an effort of theoretical analysis that is not limited to \u2018photographing the present\u2019, but which aims to understand the contradictions and aspects of the historical transition we are experiencing and in which we are called to act. Against the militarisation of society and the war-mongering ideology, on the one hand, and the social massacre imposed from above on the working classes, on the other, it is the task of the communists to strengthen the organisational structures to stop internal and external war. <\/p>\n\n\n\n

Cari compagni, ringraziamo il People\u2019s Democracy Party<\/em> per aver organizzato questo ennesimo incontro della Piattaforma mondiale antimperialista e per il lavoro svolto in questi mesi, insieme alle altre organizzazioni politiche comuniste, nel promuovere il dibattito, il confronto e la mobilitazione contro l\u2019imperialismo e la sua barbarie.<\/p>\n\n\n\n

Questo nuovo appuntamento ha luogo in uno degli avamposti dell\u2019imperialismo occidentale in Asia che con la sua brutalit\u00e0 e violenza ha marcato profondamente la Storia politica e sociale di molti paesi di questo quadrante di mondo. Al tempo stesso, \u00e8 proprio in questi contesti che i popoli in lotta contro il gioco imperialista sono stati capaci di imporre avanzamenti di classe e vittorie storiche d\u2019ispirazione per i comunisti rivoluzionari di tutto il mondo. <\/p>\n\n\n\n

La lotta contro presenza militare degli USA e della NATO, le numerose basi militari e migliaia di soldati presenti in Corea del Sud, non pu\u00f2 che trovarci uniti e solidali contro quello che \u00e8 a tutti gli effetti un nemico comune. L\u2019Italia \u00e8 vittima di una servit\u00f9 militare, con oltre un centinaio di basi militari USA\/NATO \u2013 alcune segrete ed altre che ospitano missili nucleari \u2013 da sempre operative nei contesti di guerra guerreggiata e di influenza geo-politica nel nostro Paese.<\/p>\n\n\n\n

L\u2019escalation militare alla quale stiamo assistendo in Ucraina, in una guerra che lo stesso Jens Stoltenberg a definito come un conflitto tra NATO e Russia, rischia sempre di pi\u00f9 di portarci verso il baratro della catastrofe globale. L\u2019invio di armi sempre pi\u00f9 potenti e distruttive e la formazione dei soldati dell\u2019esercito ucraino dimostrano la compartecipazione delle potenze occidentali a questo conflitto prodotto dal 2014. La stessa Merkel ha confessato che gli accordi di Minsk servivano a dare fiato e rafforzare l\u2019Ucraina per poter rilanciare la UE e la NATO in quell\u2019area. Recentemente Josep Borrell, rappresentante alla politica estera dell’Unione Europea, ha dichiarato che in Ucraina \u201cnon \u00e8 il momento della diplomazia e della pace, ma delle armi<\/em>\u201d, riaffermando il sostegno militare incondizionato al governo di Kiev e il rifiuto di qualunque proposta di pace.<\/p>\n\n\n\n

Oggi, la Cina e il Brasile \u2013 membri dei BRICS \u2013 sono tra i promotori principali a livello internazionale di un impegno concreto per una soluzione diplomatica e di pace, dimostrando che esiste un contrappeso alle dinamiche e agli interessi geo-strategici del blocco Euro-atlantico. Lo scontro che si sta delineando in maniera sempre pi\u00f9 nitida in questa nuova fase storica \u00e8 quello tra \u201cil giardino e la giungla<\/em>\u201d, per riprendere l\u2019espressione razzista e dal fascino neocoloniale dello stesso Borrell che per\u00f2 incarna a pieno le difficolt\u00e0 e le paure delle potenze occidentali ed imperialiste nel mantenere un ruolo egemone nel mondo.<\/p>\n\n\n\n

La fuga degli statunitensi e degli alleati dall\u2019Afghanistan nell\u2019agosto 2021 ha segnato la fine di un\u2019epoca. Siamo entrati in una fase in discontinuit\u00e0 netta con quelle precedenti, che rompe oggettivamente la mondializzazione capitalista. La fase in cui operiamo \u00e8 quella dell\u2019esaurimento dei margini di crescita mondiale, complessivamente intesi, del Modo di Produzione Capitalista, ovvero della riduzione storica del tasso di profitto rispetto all\u2019enorme massa finanziaria in circolazione. E\u2019 questo che produce l\u2019ipercompetitivit\u00e0 tra capitalismi, che sono il prodotto di storie e interessi specifici.<\/p>\n\n\n\n

Questo processo che determina due \u201cblocchi\u201d principali a livello mondiale, in contraddizione e conflitto tra di loro, \u00e8 appena iniziato in modo evidente e si protrarr\u00e0, in maniera non lineare, nei prossimi anni. Se il blocco Euro-atlantico si presenta pi\u00f9 omogenea politicamente e ideologicamente in quanto in continuit\u00e0 con il colonialismo e l\u2019imperialismo storicamente egemone, vediamo un’area  alternativa pi\u00f9 disomogenea, in primis sul carattere politico in quanto costruita a partire da relazioni economiche e commerciali, ma che manifesta un comune interesse all\u2019integrazione cooperativa e alla de-dollarizzazione, con soggetti che si chiamano fuori dall\u2019egemonia imperialista.<\/p>\n\n\n\n

Come affermava Gramsci quasi cento anni fa, \u201cla crisi consiste appunto nel fatto che il vecchio muore e il nuovo non pu\u00f2 nascere: in questo interregno si verificano i fenomeni morbosi pi\u00f9 svariati<\/em>\u201d. Se, da un lato, la tendenza alla guerra rappresenta il solo tentativo di sbocco alla crisi strutturale del Modo di Produzione Capitalista, dall\u2019altro si stanno creando le condizioni di base per un sistema multipolare \u2013 e possibilmente \u201cmultilaterale\u201d \u2013 a livello commerciale, monetario e politico, diametralmente opposto alla dominazione militare e monetaria dell\u2019imperialismo. <\/p>\n\n\n\n

Dopo decenni di egemonia dei paesi a capitalismo avanzato, l\u2019entrata in campo delle economie emergenti riconducibili all\u2019area \u201callargata\u201d dei BRICS e le contestuali e ripetute crisi economiche, pandemiche, ambientali, hanno prodotto tensioni, scontri e conflitti che hanno portato a una rottura del mercato mondiale prima unificato. La guerra in corso, incubata per anni nelle guerre asimmetriche e nelle sanzioni condotte dagli imperialismi occidentali \u2013 da quello USA soprattutto \u2013 si \u00e8 ripresentata come rottura possibile di un equilibrio fondato sull\u2019egemonia e l\u2019unilateralismo statunitense. L\u2019esigenza di rompere con l\u2019egemonia del dollaro nelle transazioni mondiali e di sottrarsi alle ingerenze delle potenze occidentali ha visto crescere la spinta alla rimessa in discussione delle relazioni internazionali. <\/p>\n\n\n\n

I comunisti devono essere in grado di comprendere l\u2019andamento tendenziale e contraddittorio dei processi storici per dare forza, indicazioni e spessore all\u2019azione politica, sociale, sindacale e ideologica dentro il conflitto di classe in corso. Questo richiede uno sforzo di analisi teorica che non si limiti a \u201cfotografare il presente\u201d, ma che miri a capire le contraddizioni e gli aspetti del passaggio storico che stiamo vivendo e in cui siamo chiamati ad agire. Contro la militarizzazione della societ\u00e0 e l\u2019ideologia bellicista, da un lato, e il massacro sociale imposto dall\u2019alto alle classi popolari, dall\u2019altro, \u00e8 compito dei comunisti rafforzare le strutture organizzative per fermare la guerra interna e quella esterna. <\/p>\n\n\n\n

Chers camarades, nous tenons \u00e0 remercier le Parti de la D\u00e9mocratie Populaire pour l\u2019organisation de cette \u00e9ni\u00e8me r\u00e9union de la Plate-forme mondiale anti-imp\u00e9rialiste et pour le travail accompli ces derniers mois, avec les autres organisations politiques communistes, afin de promouvoir le d\u00e9bat, la confrontation et la mobilisation contre l\u2019imp\u00e9rialisme et sa barbarie.<\/p>\n\n\n\n

Cette nouvelle nomination a lieu dans l\u2019un des avant-postes de l\u2019imp\u00e9rialisme occidental en Asie, qui, par sa brutalit\u00e9 et sa violence, a profond\u00e9ment marqu\u00e9 l\u2019histoire politique et sociale de nombreux pays de ce quadrant du monde. En m\u00eame temps, c\u2019est pr\u00e9cis\u00e9ment dans ces contextes que les peuples en lutte contre le jeu imp\u00e9rialiste ont pu imposer des avanc\u00e9es de classe et des victoires historiques inspirantes pour les communistes r\u00e9volutionnaires du monde entier. <\/p>\n\n\n\n

La lutte contre la pr\u00e9sence militaire des \u00c9tats-Unis et de l\u2019OTAN, les nombreuses bases militaires et les milliers de soldats en Cor\u00e9e du Sud, ne peut que nous trouver unis et solidaires contre ce qui est \u00e0 toutes fins utiles un ennemi commun. L\u2019Italie est victime de la servitude militaire, avec plus d\u2019une centaine de bases militaires US\/OTAN – certaines secr\u00e8tes et d\u2019autres abritant des missiles nucl\u00e9aires – qui ont toujours \u00e9t\u00e9 op\u00e9rationnelles dans le contexte des guerres et de l\u2019influence g\u00e9opolitique dans notre pays.<\/p>\n\n\n\n

L\u2019escalade militaire \u00e0 laquelle nous assistons en Ukraine, dans une guerre que Jens Stoltenberg a lui-m\u00eame qualifi\u00e9e de conflit entre l\u2019OTAN et la Russie, risque de plus en plus de nous conduire vers l\u2019ab\u00eeme d\u2019une catastrophe mondiale. L\u2019envoi d\u2019armes de plus en plus puissantes et destructrices et la formation de soldats dans l\u2019arm\u00e9e ukrainienne d\u00e9montrent la coparticipation des puissances occidentales dans ce conflit qui couve depuis 2014. Angela Merkel a elle-m\u00eame avou\u00e9 que les accords de Minsk servaient \u00e0 donner de l\u2019air \u00e0 l\u2019Ukraine et \u00e0 la renforcer afin de relancer l\u2019UE et l\u2019OTAN dans la r\u00e9gion. R\u00e9cemment, Josep Borrell, repr\u00e9sentant de la politique \u00e9trang\u00e8re de l\u2019UE, a d\u00e9clar\u00e9 qu\u2019en Ukraine \u00ab l\u2019heure n\u2019est pas \u00e0 la diplomatie et \u00e0 la paix, mais aux armes \u00bb, r\u00e9affirmant un soutien militaire inconditionnel au gouvernement de Kiev et le rejet de toute proposition de paix.<\/p>\n\n\n\n

Aujourd\u2019hui, la Chine et le Br\u00e9sil – membres des BRICS – figurent parmi les principaux promoteurs internationaux d\u2019un engagement concret en faveur d\u2019une solution diplomatique et pacifique, d\u00e9montrant qu\u2019il existe un contrepoids \u00e0 la dynamique et aux int\u00e9r\u00eats g\u00e9ostrat\u00e9giques du bloc euro-atlantique. L\u2019affrontement qui devient de plus en plus aigu dans cette nouvelle phase historique est celui entre \u00ab le jardin et la jungle \u00bb, pour reprendre l\u2019expression raciste et n\u00e9ocoloniale de Borrell, qui incarne toutefois pleinement les difficult\u00e9s et les craintes des puissances occidentales et imp\u00e9rialistes \u00e0 maintenir un r\u00f4le h\u00e9g\u00e9monique dans le monde.<\/p>\n\n\n\n

La fuite des Etats-Unis et de leurs alli\u00e9s d\u2019Afghanistan en ao\u00fbt 2021 a marqu\u00e9 la fin d\u2019une \u00e9poque. Nous sommes entr\u00e9s dans une phase en forte discontinuit\u00e9 avec les pr\u00e9c\u00e9dentes, qui rompt objectivement avec la mondialisation capitaliste. La phase dans laquelle nous \u00e9voluons est celle de l\u2019\u00e9puisement des marges de croissance globales, dans leur ensemble, du mode de production capitaliste, c\u2019est-\u00e0-dire de la r\u00e9duction historique du taux de profit par rapport \u00e0 l\u2019\u00e9norme masse financi\u00e8re en circulation. C\u2019est ce qui produit \u00ab l\u2019hyper-comp\u00e9titivit\u00e9 \u00bb entre les capitalismes, qui sont le produit d\u2019histoires et d\u2019int\u00e9r\u00eats sp\u00e9cifiques.<\/p>\n\n\n\n

Ce processus qui d\u00e9termine deux grands “blocs” mondiaux, en contradiction et en conflit l\u2019un avec l\u2019autre, vient \u00e0 peine de commencer de mani\u00e8re \u00e9vidente et se poursuivra, de mani\u00e8re non lin\u00e9aire, dans les ann\u00e9es \u00e0 venir. Si le bloc euro-atlantique est plus homog\u00e8ne politiquement et id\u00e9ologiquement car il est en continuit\u00e9 avec le colonialisme et l\u2019imp\u00e9rialisme historiquement h\u00e9g\u00e9monique, nous voyons une zone alternative plus in\u00e9gale, avant tout en termes de caract\u00e8re politique car elle est construite sur des relations \u00e9conomiques et commerciales, mais qui manifeste un int\u00e9r\u00eat commun pour l\u2019int\u00e9gration coop\u00e9rative et la d\u00e9dollarisation, avec des sujets qui se disent en dehors de l\u2019h\u00e9g\u00e9monie imp\u00e9rialiste.<\/p>\n\n\n\n

Comme l\u2019affirmait Gramsci il y a presque cent ans, \u00ab la crise consiste pr\u00e9cis\u00e9ment dans le fait que l\u2019ancien meurt et que le nouveau ne peut pas na\u00eetre : dans cet interr\u00e8gne se produisent les ph\u00e9nom\u00e8nes morbides les plus vari\u00e9s \u00bb. Si, d\u2019une part, la tendance \u00e0 la guerre repr\u00e9sente la seule tentative de surmonter la crise structurelle du mode de production capitaliste, d\u2019autre part, les conditions de base sont cr\u00e9\u00e9es pour un syst\u00e8me multipolaire – et \u00e9ventuellement “multilat\u00e9ral” – au niveau commercial, mon\u00e9taire et politique, diam\u00e9tralement oppos\u00e9 \u00e0 la domination militaire et mon\u00e9taire de l\u2019imp\u00e9rialisme. <\/p>\n\n\n\n

Apr\u00e8s des d\u00e9cennies d\u2019h\u00e9g\u00e9monie des pays capitalistes avanc\u00e9s, l\u2019entr\u00e9e dans le champ des \u00e9conomies \u00e9mergentes de la zone “\u00e9largie” des BRICS et les crises \u00e9conomiques, pand\u00e9miques et environnementales contextuelles et r\u00e9p\u00e9t\u00e9es ont produit des tensions, des affrontements et des conflits qui ont conduit \u00e0 l\u2019effondrement du march\u00e9 mondial pr\u00e9c\u00e9demment unifi\u00e9. La guerre en cours, incub\u00e9e depuis des ann\u00e9es dans des guerres asym\u00e9triques et des sanctions men\u00e9es par les imp\u00e9rialismes occidentaux – par les \u00c9tats-Unis surtout – est r\u00e9apparue comme une rupture possible d\u2019un \u00e9quilibre fond\u00e9 sur l\u2019h\u00e9g\u00e9monie et l\u2019unilat\u00e9ralisme des \u00c9tats-Unis. La n\u00e9cessit\u00e9 de rompre avec l\u2019h\u00e9g\u00e9monie du dollar dans les transactions mondiales et d\u2019\u00e9chapper \u00e0 l\u2019ing\u00e9rence des puissances occidentales a donn\u00e9 lieu \u00e0 une remise en question croissante des relations internationales.<\/p>\n\n\n\n

Les communistes doivent \u00eatre capables de comprendre les tendances et les contradictions des processus historiques afin de donner force, direction et profondeur \u00e0 l\u2019action politique, sociale, syndicale et id\u00e9ologique dans le cadre du conflit de classe en cours. Cela exige un effort d\u2019analyse th\u00e9orique qui ne se limite pas \u00e0 “photographier le pr\u00e9sent”, mais qui vise \u00e0 comprendre les contradictions et les aspects de la transition historique que nous vivons et dans laquelle nous sommes appel\u00e9s \u00e0 agir. Contre la militarisation de la soci\u00e9t\u00e9 et l\u2019id\u00e9ologie belliciste, d\u2019une part, et le massacre social impos\u00e9 d\u2019en haut aux classes laborieuses, d\u2019autre part, il incombe aux communistes de renforcer les structures organisationnelles pour arr\u00eater la guerre int\u00e9rieure et ext\u00e9rieure. <\/p>\n\n\n\n
