Dakar Declaration : We must strengthen the anti-imperialist front<\/strong><\/h1>\n\n\n\n

The revolutionary upsurge demanding independence from imperialism by the peoples of the world is growing intense. The anti-imperialist struggle in the Sahel region of Africa, which reached new heights in 2020, has led to the complete removal of US and French troops from Niger, Mali and Burkina Faso. The ejection of these troops, which facilitated the political domination and economic plunder of the region by western powers, is one more historic victory for the anti-imperialist struggle on the African continent. <\/p>\n\n\n\n

Also in the Sahel region, the Senegalese people have been waging an intense struggle against the pro-imperialist regime, which had deepened its west-backed fascist repression of the popular forces. The recent electoral victory after 12 years of fierce struggle is a significant achievement by the popular movement in Senegal. <\/p>\n\n\n\n

Underlying the shining achievements of the anti-imperialist struggle in Africa is the spirit of combative and revolutionary Pan-African anti-imperialism. This combined the constant contemplation and practice of brave African revolutionaries with the great global upsurge in the national-liberation struggle that emerged from the victory over fascism achieved by the socialist forces with the USSR at their head during WW2. <\/p>\n\n\n\n

The revolutionaries who fought for African liberation, including Am\u00edlcar Cabral, whose 100th birth anniversary we celebrate this year, transcended the borders artificially created by the imperialists, smashed their viciously divisive tactics and raised the strategic banner of anti-imperialism and socialism as the true path to the liberation of the African continent from colonialism and neo-colonialism.<\/p>\n\n\n\n

The struggle and activities of the African peoples to realize their dignity and rights in the face of imperialism’s aggression and plunder for five long centuries confirm the revolutionary principle that imperialist forces, whose aim is domination and exploitation, are the main enemies of the world’s people, and the immutable truth that where there is oppression, there will be resistance.<\/p>\n\n\n\n

<\/p>\n\n\n\n

The world is heading deeper into a third world war<\/strong><\/h4>\n\n\n\n

The imperialist camp is now deepening its drive into World War 3 by prolonging the war in Ukraine, escalating the war in West Asia (the Middle East), and driving towards further war in East Asia and the Western Pacific.<\/p>\n\n\n\n

The US-NATO Ukrainian neo-Nazi puppet army has been demanding that the US and NATO authorize long-range missiles to hit the Russian mainland, and many within the imperialist camp indeed want to lift the restrictions on the use of these missiles, forcing Russia to revise its nuclear doctrine in self-defence. Despite losing on all the major battlefields, the aggressive imperialist forces continue to provoke Russia and are frantically trying to expand and prolong the war in Ukraine.<\/p>\n\n\n\n

Using its zionist proxies, US imperialism is driving towards a wider war in West Asia. The zionist killing machine, with the full support of the USA, the EU, and NATO, continues to massacre Palestinians in its genocidal assault on the Gaza Strip. At the same time, the zionists have been bombing Beirut, southern Lebanon, Syria and Iran, assassinating (among many others) Hezbollah’s military commander and the chairman of the Hamas’s political bureau in July, and going on to murder Hezbollah’s secretary general in late September and Hamas’s fighting leader in October. <\/p>\n\n\n\n

On 1 October, Iran launched Operation “True Promise 2”, and Hezbollah has since then been engaged in close fighting to repel repeated Israeli invasion attempts along the Lebanese border. The Palestinian resistance forces continue to resist zionist invasion forces in the Gaza Strip, and the “Axis of Resistance”, the united forces of armed and popular struggle against imperialism and zionism in the region, has announced its intention to fight to the finish in the event of a full-scale war in West Asia.<\/p>\n\n\n\n

There are increasingly clear signs that the imperialist camp in its death throes is preparing for a war in the Western Pacific, in which Australia and New Zealand will be also involved, expanding its existing plans for war in East Asia and provoked through a combination of proxy forces from Japan, the \u201cRepublic of Korea (ROK)\u201d, Taiwan and the Philippines.<\/p>\n\n\n\n

The imperialist camp has been realizing its plan for the \u201cPacificization of NATO\u201d with the Washington NATO Summit in July 2024 and via large-scale multinational joint military exercises in the Pacific, in which the pro-US belligerent countries in the Western Pacific participated alongside NATO Members. The USA and pro-US belligerent countries have been completing various military blocs, forming aggressive military alliances and conducting joint military exercises at the \u201calliance\u201d level.<\/p>\n\n\n\n

It is deeply concerning that the drive towards a war on the Korean peninsula could well trigger a wider war in East Asia and the Western Pacific. The USA, Japan, and the “Republic of Korea” (ROK) have agreed on a NATO-style “collective security system”, conducting joint NATO-style military exercises and completing the formation of a “Northeast Asian NATO”. The puppet regime of Yoon Suk-yeol in the “ROK” conducted joint military exercises aimed at the DPRK with the USA throughout August, culminating in a fascistic crackdown on even constitutionally recognized political parties at the end of the month. <\/p>\n\n\n\n

The opposition leaders of the \u201cROK\u201d have even presented evidence that Yoon’s government is plotting a local war in order to justify declaring martial law and consolidating his unpopular regime. Meanwhile, the USA has set up a unified command over Japanese and US forces, which will be operational in early 2025, in order that a Japanese militarist force can provide the storm troops for its planned wars in the region.<\/p>\n\n\n\n

Alongside these expanding military fronts, US imperialism is waging economic warfare, attempting to isolate and crush all anti-imperialist nations. It has accused the foremost anti-imperialist countries – the DPRK, China and Russia – of being a New “Axis of Aggressors”, and has used this excuse to justify the deepening of its long-standing economic and propaganda war against them. Its aim of breaking and colonising Russia and China is but the latest iteration of the same old imperialist hegemonic strategy that was outlined in Zbigniew Brzezinski’s notorious “Grand Chessboard”.<\/p>\n\n\n\n

 “Color revolutions” – ie, plots for overthrowing governments that stand in the way of US diktat – are being overtly attempted all over Africa, Latin America, Eastern Europe and Asia. A recent representative example was the attempt by US-backed fascists to carry out a coup d’\u00e9tat against the Venezuelan people’s government. <\/p>\n\n\n\n

<\/p>\n\n\n\n

We must strengthen our fight<\/strong><\/h4>\n\n\n\n

The revolutionary parties, workers and peoples of the world are faced with the task of overcoming the unprecedented crisis into which the capitalist-imperialist system has plunged humanity and of building a new era of based on peace, fraternity, liberation and self-determination. <\/p>\n\n\n\n

The imperialist camp’s drive towards all-out global war, backed up by the establishment of a “New Cold War” political, media and economic framework, is a reflection not of the strength but of the weakness and desperation of the imperialist system and its rulers. Our response must be to strengthen the anti-imperialist front and help to bring strength and clarity to the inevitable people’s uprisings. <\/p>\n\n\n\n

The imperialist countries are experiencing a serious political and economic crisis, with low approval ratings, corruption scandals, soaring government debt, high prices, and high unemployment. The more that they pursue war policies to escape this crisis, the deeper the crisis will become and the more intense will be the resistance of their people. The imperialist camp is caught in a trap with no way out.<\/p>\n\n\n\n

The military and political power and strategic and tactical cooperation between the socialist countries of the DPRK and China, and a country with socialist heritage, Russia, are steadily increasing. The “Axis of Resistance” led by Iran in the West Asia, the anti-imperialist mass movements of Africa, Latin America and Asia, and the peace-loving people in the imperialist countries, are all important forces within the anti-imperialist camp. Under the just banners of peace, antifascism, liberation and reunification, the anti-imperialist forces are dealing heavy blows to the imperialist camp’s offensives and advancing forward.<\/p>\n\n\n\n

The World Anti-imperialist Platform stands with the forces of global anti-imperialism, setting itself three major goals: the strengthening of the anti-imperialist struggle among the masses, the strengthening of the ideological battle against pro-imperialist ideas, and the strengthening og the communist movement as the core of true anti-imperialism. <\/p>\n\n\n\n

These goals aim to strengthen the anti-imperialist front and help the peoples of the world advance towards the achievement of independence, peace, liberation and revolution.<\/p>\n\n\n\n

The struggle against imperialism, which is the enemy of all humanity, must be waged with courage and persistence, with the clear understanding that “The People United will never be defeated!\u201c<\/p>\n\n\n\n

D\u00e9claration de Dakar : Nous devons renforcer la lutte anti-imp\u00e9rialiste<\/h2>\n\n\n\n

La pouss\u00e9e r\u00e9volutionnaire des peuples du monde entier exigeant l’ind\u00e9pendance vis-\u00e0-vis de l’imp\u00e9rialisme s’intensifie. La lutte anti-imp\u00e9rialiste dans la r\u00e9gion du Sahel en Afrique, qui a atteint de nouveaux sommets en 2020, a conduit au retrait complet des troupes am\u00e9ricaines et fran\u00e7aises du Niger, du Mali et du Burkina Faso. L’expulsion de ces troupes, qui ont facilit\u00e9 la domination politique et le pillage \u00e9conomique de la r\u00e9gion par les puissances occidentales, est une nouvelle victoire historique pour la lutte anti-imp\u00e9rialiste sur le continent africain.
Toujours dans la r\u00e9gion du Sahel, le peuple s\u00e9n\u00e9galais a men\u00e9 une lutte intense contre le r\u00e9gime pro-imp\u00e9rialiste, qui avait intensifi\u00e9 la r\u00e9pression fasciste des forces populaires soutenue par l’Occident. La r\u00e9cente victoire \u00e9lectorale, apr\u00e8s 12 ans de lutte acharn\u00e9e, est un accomplissement significatif du mouvement populaire au S\u00e9n\u00e9gal.
L’esprit de l’anti-imp\u00e9rialisme panafricain combatif et r\u00e9volutionnaire sous-tend les brillantes r\u00e9alisations de la lutte anti-imp\u00e9rialiste en Afrique. Cet esprit a combin\u00e9 la contemplation et la pratique constantes de r\u00e9volutionnaires africains courageux avec le grand essor mondial de la lutte de lib\u00e9ration nationale qui a \u00e9merg\u00e9 de la victoire sur le fascisme obtenue par les forces socialistes avec l’URSS \u00e0 leur t\u00eate au cours de la deuxi\u00e8me guerre mondiale.
Les r\u00e9volutionnaires qui ont lutt\u00e9 pour la lib\u00e9ration de l’Afrique, y compris Am\u00edlcar Cabral, dont nous c\u00e9l\u00e9brons cette ann\u00e9e le 100e anniversaire de la naissance, ont transcend\u00e9 les fronti\u00e8res cr\u00e9\u00e9es artificiellement par les imp\u00e9rialistes, bris\u00e9 leurs tactiques de division vicieuse et brandi la banni\u00e8re strat\u00e9gique de l’anti-imp\u00e9rialisme et du socialisme comme la v\u00e9ritable voie vers la lib\u00e9ration du continent africain du colonialisme et du n\u00e9o-colonialisme.
La lutte et les activit\u00e9s des peuples africains pour r\u00e9aliser leur dignit\u00e9 et leurs droits face \u00e0 l’agression et au pillage de l’imp\u00e9rialisme pendant cinq longs si\u00e8cles confirment le principe r\u00e9volutionnaire selon lequel les forces imp\u00e9rialistes, dont l’objectif est la domination et l’exploitation, sont les principaux ennemis des peuples du monde, et la v\u00e9rit\u00e9 immuable que l\u00e0 o\u00f9 il y a oppression, il y aura r\u00e9sistance.<\/p>\n\n\n\n

Le monde s’enfonce dans une troisi\u00e8me guerre mondiale<\/h4>\n\n\n\n

Le camp imp\u00e9rialiste s’enfonce dans la troisi\u00e8me guerre mondiale en prolongeant la guerre en Ukraine, en intensifiant la guerre en Asie de l’Ouest (Moyen-Orient) et en poursuivant la guerre en Asie de l’Est et dans le Pacifique occidental.<\/p>\n\n\n\n

L’arm\u00e9e n\u00e9onazie ukrainienne marionnette des \u00c9tats-Unis et de l’OTAN a exig\u00e9 que les \u00c9tats-Unis et l’OTAN autorisent des missiles \u00e0 longue port\u00e9e pour frapper le continent russe, et de nombreux membres du camp imp\u00e9rialiste souhaitent en effet lever les restrictions sur l’utilisation de ces missiles, for\u00e7ant ainsi la Russie \u00e0 r\u00e9viser sa doctrine nucl\u00e9aire en mati\u00e8re d’autod\u00e9fense. Bien qu’elles aient perdu sur tous les principaux champs de bataille, les forces imp\u00e9rialistes agressives continuent de provoquer la Russie et tentent fr\u00e9n\u00e9tiquement d’\u00e9tendre et de prolonger la guerre en Ukraine.<\/p>\n\n\n\n

En utilisant ses mandataires sionistes, l’imp\u00e9rialisme am\u00e9ricain se dirige vers une guerre plus large en Asie occidentale. La machine \u00e0 tuer sioniste, avec le soutien total des \u00c9tats-Unis, de l’UE et de l’OTAN, continue de massacrer les Palestiniens dans son assaut g\u00e9nocidaire contre la bande de Gaza. Dans le m\u00eame temps, les sionistes ont bombard\u00e9 Beyrouth, le Sud-Liban, la Syrie et l’Iran, assassinant (entre autres) le commandant militaire du Hezbollah et le pr\u00e9sident du bureau politique du Hamas en juillet, puis le secr\u00e9taire g\u00e9n\u00e9ral du Hezbollah \u00e0 la fin du mois de septembre et le chef des combattants du Hamas en octobre.<\/p>\n\n\n\n

Le 1er octobre, l’Iran a lanc\u00e9 l’op\u00e9ration \u00ab True Promise 2 \u00bb, et le Hezbollah est depuis lors engag\u00e9 dans des combats rapproch\u00e9s pour repousser les tentatives r\u00e9p\u00e9t\u00e9es d’invasion isra\u00e9lienne le long de la fronti\u00e8re libanaise. Les forces de r\u00e9sistance palestiniennes continuent de r\u00e9sister aux forces d’invasion sionistes dans la bande de Gaza, et l’\u00ab Axe de la r\u00e9sistance \u00bb, les forces unies de la lutte arm\u00e9e et populaire contre l’imp\u00e9rialisme et le sionisme dans la r\u00e9gion, a annonc\u00e9 son intention de se battre jusqu’au bout en cas de guerre \u00e0 grande \u00e9chelle en Asie occidentale.<\/p>\n\n\n\n

Des signes de plus en plus clairs indiquent que le camp imp\u00e9rialiste, \u00e0 l’agonie, se pr\u00e9pare \u00e0 une guerre dans le Pacifique occidental, dans laquelle l’Australie et la Nouvelle-Z\u00e9lande seront \u00e9galement impliqu\u00e9es, \u00e9largissant ses plans de guerre existants en Asie de l’Est, provoqu\u00e9s par une combinaison de forces par procuration du Japon, de la \u00ab R\u00e9publique de Cor\u00e9e (ROK) \u00bb, de Ta\u00efwan et des Philippines.<\/p>\n\n\n\n

Le camp imp\u00e9rialiste a r\u00e9alis\u00e9 son plan de \u00ab pacification de l’OTAN \u00bb avec le sommet de l’OTAN de Washington en juillet 2024 et via les exercices militaires multinationaux conjoints \u00e0 grande \u00e9chelle dans le Pacifique, auxquels les pays bellig\u00e9rants pro-am\u00e9ricains du Pacifique occidental ont particip\u00e9 aux c\u00f4t\u00e9s des membres de l’OTAN. Les \u00c9tats-Unis et les pays bellig\u00e9rants pro-am\u00e9ricains du Pacifique occidental ont compl\u00e9t\u00e9 divers blocs militaires, en formant des alliances militaires agressives et en menant des exercices militaires conjoints au niveau de l’\u00ab alliance \u00bb.<\/p>\n\n\n\n

Il est tr\u00e8s pr\u00e9occupant de constater que la tendance \u00e0 la guerre dans la p\u00e9ninsule cor\u00e9enne pourrait bien d\u00e9clencher une guerre plus large en Asie de l’Est et dans le Pacifique occidental. Les \u00c9tats-Unis, le Japon et la R\u00e9publique de Cor\u00e9e se sont mis d’accord sur un \u00ab syst\u00e8me de s\u00e9curit\u00e9 collective \u00bb de type OTAN, menant des exercices militaires conjoints de type OTAN et achevant la formation d’une \u00ab OTAN d’Asie du Nord-Est \u00bb. Le r\u00e9gime fantoche de Yoon Suk-yeol en \u00ab R\u00e9publique de Cor\u00e9e \u00bb a men\u00e9 des exercices militaires conjoints avec les \u00c9tats-Unis contre la RPDC tout au long du mois d’ao\u00fbt, culminant avec une r\u00e9pression fasciste contre les partis politiques reconnus par la Constitution \u00e0 la fin du mois.<\/p>\n\n\n\n

Les dirigeants de l’opposition de la \u00ab R\u00e9publique de Cor\u00e9e \u00bb ont m\u00eame pr\u00e9sent\u00e9 des preuves que le gouvernement de Yoon pr\u00e9parait une guerre locale afin de justifier la d\u00e9claration de la loi martiale et la consolidation de son r\u00e9gime impopulaire. Entre-temps, les \u00c9tats-Unis ont mis en place un commandement unifi\u00e9 des forces japonaises et am\u00e9ricaines, qui sera op\u00e9rationnel au d\u00e9but de 2025, afin qu’une force militariste japonaise puisse fournir les troupes d’assaut pour les guerres qu’ils pr\u00e9voient dans la r\u00e9gion.<\/p>\n\n\n\n

Parall\u00e8lement \u00e0 ces fronts militaires en expansion, l’imp\u00e9rialisme am\u00e9ricain m\u00e8ne des interventions \u00e9conomiques, tentant d’isoler et d’\u00e9craser toutes les nations anti-imp\u00e9rialistes. Il a accus\u00e9 les principaux pays anti-imp\u00e9rialistes – la RPDC, la Chine et la Russie – de former un nouvel \u00ab axe des agresseurs \u00bb et a utilis\u00e9 cette excuse pour justifier l’intensification de la guerre \u00e9conomique et de propagande qu’il m\u00e8ne depuis longtemps contre eux. Son objectif de briser et de coloniser la Russie et la Chine n’est que la derni\u00e8re it\u00e9ration de la m\u00eame vieille strat\u00e9gie h\u00e9g\u00e9monique imp\u00e9rialiste d\u00e9crite dans le fameux \u00ab Grand \u00e9chiquier \u00bb de Zbigniew Brzezinski.<\/p>\n\n\n\n

Des \u00ab r\u00e9volutions de couleur \u00bb – c’est-\u00e0-dire des complots visant \u00e0 renverser les gouvernements qui s’opposent au diktat am\u00e9ricain – sont ouvertement tent\u00e9es dans toute l’Afrique, l’Am\u00e9rique latine, l’Europe de l’Est et l’Asie. Un exemple repr\u00e9sentatif r\u00e9cent a \u00e9t\u00e9 la tentative des fascistes soutenus par les \u00c9tats-Unis de perp\u00e9trer un coup d’\u00c9tat contre le gouvernement du peuple v\u00e9n\u00e9zu\u00e9lien.<\/p>\n\n\n\n

Nous lutterons plus vigoureusement<\/h4>\n\n\n\n

Les partis r\u00e9volutionnaires, les travailleurs et les peuples du monde sont confront\u00e9s \u00e0 la t\u00e2che de surmonter la crise sans pr\u00e9c\u00e9dent dans laquelle le syst\u00e8me capitaliste-imp\u00e9rialiste a plong\u00e9 l’humanit\u00e9 et de construire une nouvelle \u00e8re fond\u00e9e sur la paix, la fraternit\u00e9, la lib\u00e9ration et l’autod\u00e9termination.<\/p>\n\n\n\n

L’\u00e9lan du camp imp\u00e9rialiste vers une guerre mondiale totale, soutenu par la mise en place d’un cadre politique, m\u00e9diatique et \u00e9conomique de \u00ab nouvelle guerre froide \u00bb, refl\u00e8te non pas la force mais la faiblesse et le d\u00e9sespoir du syst\u00e8me imp\u00e9rialiste et de ses dirigeants. Notre r\u00e9ponse doit \u00eatre de renforcer le front anti-imp\u00e9rialiste et de contribuer \u00e0 donner force et clart\u00e9 aux in\u00e9vitables soul\u00e8vements populaires.<\/p>\n\n\n\n

Les pays imp\u00e9rialistes traversent une grave crise politique et \u00e9conomique, avec une faible cote de popularit\u00e9, des scandales de corruption, une dette publique galopante, des prix \u00e9lev\u00e9s et un ch\u00f4mage important. Plus ils poursuivent des politiques de guerre pour \u00e9chapper \u00e0 cette crise, plus la crise s’aggravera et plus la r\u00e9sistance de leurs peuples sera intense. Le camp imp\u00e9rialiste est pris dans un pi\u00e8ge sans issue.<\/p>\n\n\n\n

La puissance militaire et politique et la coop\u00e9ration strat\u00e9gique et tactique entre les pays socialistes que sont la RPDC et la Chine, et un pays \u00e0 l’h\u00e9ritage socialiste, la Russie, ne cessent de s’accro\u00eetre. L’\u00ab axe de la r\u00e9sistance \u00bb dirig\u00e9 par l’Iran en Asie occidentale, les mouvements de masse anti-imp\u00e9rialistes d’Afrique, d’Am\u00e9rique latine et d’Asie, ainsi que les peuples \u00e9pris de paix dans les pays imp\u00e9rialistes, constituent tous des forces importantes au sein du camp anti-imp\u00e9rialiste. Sous les justes banni\u00e8res de la paix, de l’antifascisme, de la lib\u00e9ration et de la r\u00e9unification, les forces anti-imp\u00e9rialistes portent des coups s\u00e9v\u00e8res aux offensives du camp imp\u00e9rialiste et progressent.<\/p>\n\n\n\n

La Plate-forme anti-imp\u00e9rialiste mondiale se tient aux c\u00f4t\u00e9s des forces de l’anti-imp\u00e9rialisme mondial et se fixe trois objectifs majeurs : le renforcement de la lutte anti-imp\u00e9rialiste au sein des masses, le renforcement de la bataille id\u00e9ologique contre les id\u00e9es pro-imp\u00e9rialistes et le renforcement du mouvement communiste en tant que noyau de l’anti-imp\u00e9rialisme v\u00e9ritable.<\/p>\n\n\n\n

Ces objectifs visent \u00e0 renforcer le front anti-imp\u00e9rialiste et \u00e0 aider les peuples du monde \u00e0 progresser vers l’ind\u00e9pendance, la paix, la lib\u00e9ration et la r\u00e9volution.<\/p>\n\n\n\n

La lutte contre l’imp\u00e9rialisme, qui est l’ennemi de l’humanit\u00e9 tout enti\u00e8re, doit \u00eatre men\u00e9e avec courage et pers\u00e9v\u00e9rance, avec la ferme conviction que \u00ab le peuple uni ne sera jamais vaincu \u00bb.<\/p>\n\n\n\n
