Dear comrades:<\/p>\n\n\n\n
On behalf of the Central Committee of the PCPE and its Secretary General, Julio D\u00edaz, I would like to express our gratitude for the invitation, the PCPE\u2019s continued participation, and the honor of sharing these momentous days of struggle. At this historic moment, imperialism is unleashing barbarism in an attempt to maintain its criminal hegemony against the peoples who are fighting to defend their sovereignty and independence, which guarantee their authentic and legitimate freedom. Seventy-six years have passed since that fateful day when NATO was officially established, a structure that, since April 4, 1949, has established lies as the basic material for constructing the edifice of terror on which to deploy its batteries of \u201csmart weapons\u201d that attack, kill, and murder the peoples of the countries placed in its crosshairs. But monsters also have a gestation period, and this is usually a stage that systematic work on forgetting has tried to hide in order to prevent people from knowing the nature of the beast. Therefore, the historicity of NATO is the first fallacy of the military organization of imperialism structured to defend capitalism, that is, to continue the exploitation of man by man, as a vile representation of the mode of production that sustains the greatest ignominy that a tiny part of the human species has managed to establish as \u201cdivine truth\u201d over the vast majority. It was precisely before the defeat of Nazism and fascism in World War II by the glorious Red Army of the USSR that imperialism began to weave its tactical-strategic plan; its enemies were not the defeated, but the USSR, which, with the Soviet army and the guerrilla forces in the occupied Nazi-fascist territories, was showing the courage of its convictions in hindering the abject plan of mass extermination that the leaders of the Nazi Party had designed. Today, those guerrillas are the axis of the Palestinian resistance against Zionism, whose people suffer from the genocidal plan that was legalized internationally in 1948. In this field, the PCPE is proud to have been in the trenches in 1936, in the laboratory that was the confrontation with the coup against the Republic, which only had the explicit support of the USSR and of the men and women from different countries who wrote unforgettable pages of internationalist solidarity. They were the INTERNATIONAL BRIGADES!<\/p>\n\n\n\n
As we were saying, the plans to form what would become NATO had already been conceived by the various departments of the different US secret services that would later converge in the CIA. Military plans were being drawn up to prevent the advance of communist positions in Western European countries, mainly. It was the subsequent investigations into the indiscriminate attacks that took place in Italy in the early 1970s that revealed the CIA plot that has become known in literature as \u201cNATO’s secret armies,\u201d composed of fascist militants from the Italian group Ordine Nuovo, who launched Operation Gladio. The precedent had been set earlier with the imperialist intervention in the civil war in Greece between 1946 and 1949 to prevent the Greek territory from aligning itself politically with the USSR. The objective has always been very clear: to fight communism!<\/p>\n\n\n\n
Therefore, comrades, NATO itself existed prior to its official establishment in 1949. How and why NATO expanded is beyond doubt, given that the initial falsehood has been accompanied by constant repetition in the breach of signed international agreements (part of the very DNA of the US since its foundation), disregard for international law, and the disappearance of the USSR. These elements help to maintain the global hegemony of US-led imperialism, which is in decline and in a state of financial bankruptcy, using war as a desperate lifeline. Meanwhile, Western political bodies have been working to incorporate their members into the military structure, NATO. While its official establishment was signed under the Washington Treaty by 12 countries (the US, Canada, and 10 Western European countries), today its membership has grown to 32. If it was not originally a defensive organization, it is not one now either, because if the USSR no longer exists, why increase\u00a0its membership and expand to the borders of the Russian Federation? Why formulate AUKUS to shift its focus of harassment to the People’s Republic of China? Is China also another enemy, or the main enemy? Why is the narrative accompanied by a revisionist montage of history that equates Nazism and communism? Why disregard Stalingrad and place Normandy as the bastion of victory in World War II? Why ignore the nearly 30 million Soviet deaths in World War II? Comrades, despite the increase in the number of countries belonging to NATO, the reality is that its specific weight on the international stage of class struggle and hegemony is decreasing every day, and this is very dangerous because no empire throughout history has ever succumbed by admitting its decrepit biological condition, but has instead expressed its criminal nature in the most atrocious way: death, death, and more death!<\/p>\n\n\n\n
Comrades, the main issue lies in the crisis of capitalism, which in its imperialist phase cannot maintain its main source of nourishment, the rate of profit, which is indispensable for the organic reproduction of capital. Therefore, its final and last phase, which is imperialism, requires the additives of violence and coercion from its apparatus defending its hegemony and exclusive power, NATO!<\/p>\n\n\n\n
WHAT IS TO BE DONE? In the face of such human degradation expressed in mass murders (e.g., Jakarta), assassinations, deaths, hunger, malnutrition, looting, theft, sanctions, blockades, threats, attacks on nature and the environment, illegal and illegitimate occupations, coups d’\u00e9tat, prisons, torture, disappearances, trafficking in vital organs… Not even beasts behave in such a criminal manner!<\/p>\n\n\n\n
Comrades, June 22 marked the 84th anniversary of Operation Barbarossa, when the Nazi army invaded the USSR. Some communist parties, including the PCPE, have been coordinating efforts to create internationalist spaces for the struggle against NATO and its bases. The PCPE will continue to devote its resources to the cause of internationalist solidarity, the unity of communists, and the grouping of anti-imperialist, anti-Zionist, and anti-fascist forces, in order to build a workers’ and popular front for socialism as an instrument to work for peace among peoples. Comrades, to summarize, without going into further detail, the anti-imperialist struggle is the struggle for peace against imperialist war, it is the struggle for human dignity against savagery and barbarism, it is the struggle of the collective against the bourgeois individual, of the public against the private, it is the struggle of life against death, it is the struggle for LIFE! And it is the struggle against NATO and its military bases scattered throughout the world (more than 1,000).<\/p>\n\n\n\n
It is a political and ideological struggle, it is a struggle for unity and against the division of the working class and the popular sectors that create and produce wealth, it is a struggle that brings together all the struggles of all sectors of all countries, it is a struggle that does not admit traitors or \u201cfifth columnists,\u201d that does not debate science, the proven, the existing, it is a struggle that requires a worldwide organization, to \u201cunite us all in the final struggle, (because) the human race is the International.\u201d<\/p>\n\n\n\n

En el momento hist\u00f3ricoqueestamos viviendo, el imperialismo desata la barbarie para tratar de mantener su hegemon\u00edacriminal contra los pueblos que afrontan la tarea de defender su la soberan\u00eda e independenciaque les garantiza su aut\u00e9ntica y leg\u00edtima libertad. Han transcurrido 76 a\u00f1os desde aquel fat\u00eddico d\u00eda en que se constituy\u00f3 oficialmente la OTAN, estructura que, desde ese 4 de abril de 1949 ha establecido la mentira como material b\u00e1sicopara construir el edificio de terror sobre el que desplegar sus bater\u00edas de \u201carmas inteligentes\u201dque agreden, matan y asesinan a los pueblos de los pa\u00edses colocados en su diana. Pero los monstruos tambi\u00e9n tienen un per\u00edodo de gestaci\u00f3n, y este suele ser una etapa queel
trabajo sistem\u00e1tico sobre la desmemoria ha tratado de ocultar para evitar conocer lanaturaleza de la bestia. Por tanto la historicidad de la OTAN es la primera falacia delaorganizaci\u00f3n militar del imperialismo estructurada para defender el capitalismo, es decir, paracontinuar con la explotaci\u00f3n del hombre por el hombre, como una vil representaci\u00f3ndel
modo de producci\u00f3n que sostiene la mayor ignominia que una parte min\u00fascula de la especiehumana ha conseguido establecer como \u201cverdad divina\u201d sobre la gran mayor\u00eda. Fue, precisamente, antes de la derrota del nazismo y el fascismo en la II Guerra Mundial anteel glorioso Ej\u00e9rcito Rojo de la URSS, cuando el imperialismo comenz\u00f3 a tejer su plan t\u00e1ctico- estrat\u00e9gico; su enemigos no eran los derrotados, sino la URSS que con el ej\u00e9rcito sovi\u00e9ticoylas guerrilas que en los territorios nazi-fascistas ocupados estaban mostrando el arrojodesusacciones para dificultar el abyecto plan de exterminio masivo que los dirigentes del PartidoNazi ten\u00edan dise\u00f1ado. Hoy, esas guerrillas son el Eje de la Resistencia Palestina contra el sionismo, cuyo pueblopadece el plan genocida que se legaliz\u00f3 internacionalmente en 1948. En este campo, enorgullece al PCPE haber estado en 1936 en la trinchera del laboratorio que supusoenfrentar el golpe de estado contra la Rep\u00fablica que \u00fanicamente cont\u00f3 con la ayuda expl\u00edcitade la URSS, y de los hombres y mujeres que escribieron p\u00e1ginas inolvidables de la solidaridadinternacionalista, procedentes de distintos pa\u00edses. Fueron las \u00a1BRIGADAS INTERNACIONALES!
Como dec\u00edamos, los planes de conformaci\u00f3n de lo que ser\u00eda la OTAN, estaban ya concebidospor los distintos departamentos de los diferentes servicios secretos norteamericanos quem\u00e1starde converger\u00edan en la CIA. Planes militares se articulaban para impedir el avance delasposiciones comunistas en los pa\u00edses occidentales europeos, principalmente. Fueronlasinvestigaciones a posteriori de los atentados indiscriminados que tuvieron lugar en Italiaacomienzos de los a\u00f1os 70, cuando se constat\u00f3 la trama de la CIA que se ha conocidoliterariamente como \u201cLos ej\u00e9rcitos secretos de la OTAN\u201d, compuestos por militantes fascistas
2del grupo italiano Ordine Nuovo, que pusieron en marcha la Operaci\u00f3n Gladio. Anteriormenteel precedente hab\u00eda tenido lugar con la intervenci\u00f3n imperialista en la guerra civil enGreciaentre los a\u00f1os 1946 y 1949, para impedir que el territorio heleno se alineara pol\u00edticamentecon la URSS. El objetivo siempre ha sido muy claro, \u00a1combatir al comunismo!
Por tanto, camaradas, la OTAN en s\u00ed, existi\u00f3 con antelaci\u00f3n a su acto oficial de constituci\u00f3nen1949. C\u00f3mo y por qu\u00e9 se ha producido la expansi\u00f3n de la OTAN no ofrece ninguna duda bas\u00e1ndonosen que la inicial falsedad se ha visto acompa\u00f1ada de la reiteraci\u00f3n constante enel
incumplimiento de los acuerdos internacionales firmados (de la propia gen\u00e9tica de los EEUUdesde su fundaci\u00f3n), de la desconsideraci\u00f3n del derecho internacional, y de la desaparici\u00f3ndela URSS. Estos elementos ayudan a mantener la hegemon\u00eda mundial del imperialismo lideradopor los EE.UU, en declive y en situaci\u00f3n financiera de bancarrota que utiliza la guerra comoun naufrago desesperado. Entre tanto, en los organismos pol\u00edticos occidentales, se ha ido trabajando para quesusmiembros se incorporen a la estructura militar, a la OTAN. Si su oficializaci\u00f3n fue suscritabajoel Tratado de Washington por 12 pa\u00edses (EEUU, Canad\u00e1 y 10 pa\u00edses de la Europa Occidental), hoy sus miembros han aumentado hasta los 32 actuales. Si originalmente no lo fue, ahoratampoco es una organizaci\u00f3n defensiva, porque, si la URSS ya no existe, \u00bfpor qu\u00e9 aumentar
sus miembros y expandirse hasta las fronteras de la Federaci\u00f3n Rusa?, \u00bfpor qu\u00e9 formular el
AUKUS para trasladar sus focos de acoso contra la Rep\u00fablica Popular China?, \u00bfes Chinatambi\u00e9n otro enemigo, o el enemigo principal?, \u00bfpor qu\u00e9 se acompa\u00f1a el relato conel
montaje revisionista de la Historia al equiparar el nazismo y el comunismo?, \u00bfpor qu\u00e9desconsiderar Stalingrado y situar Normand\u00eda como basti\u00f3n de la victoria en la IIGM?, \u00bfpor
qu\u00e9 ignorar los cerca de 30 millones de muertos sovi\u00e9ticos en la IIGM?. Camaradas, a pesar del aumento de pa\u00edses pertenecientes a la OTAN, la realidad es quesupeso espec\u00edfico en el escenario internacional de la lucha de clases y de la hegemon\u00eda es menor
cada d\u00eda, y esto resulta muy peligroso porque ning\u00fan imperio a lo largo de la Historiahasucumbido admitiendo su decr\u00e9pita condici\u00f3n biol\u00f3gica, sino que ha expresado su naturalezacriminal de la forma m\u00e1s atroz, \u00a1muertes, muertes y m\u00e1s muertes!
Camaradas, la cuesti\u00f3n principal est\u00e1 en la crisis del capitalismo que en su fase imperialistanopuede mantener su nutriente principal que es la tasa de ganancia, indispensable paralareproducci\u00f3n org\u00e1nica del capital. Por tanto, su fase final y \u00faltima, que es el imperialismo, requiere de los aditivos de la violencia y la coerci\u00f3n de sus aparatos defensores desuhegemon\u00eda y poder exclusivo, \u00a1la OTAN!
\u00bfQU\u00c9 HACER?, ante tanta degradaci\u00f3n humana que se expresa en asesinatos masivos (p. e. Yakarta), magnicidios, muertes, hambre, desnutrici\u00f3n, pillaje, robos, sanciones, bloqueos, amenazas, atentados contra la Naturaleza y el Medio Ambiente, ocupaciones ilegales eileg\u00edtimas, golpes de estado, c\u00e1rceles, torturas, desapariciones, negocio de \u00f3rganos vitales,\u2026, \u00a1ni las bestias manifiestan un comportamiento tan criminal!
Camaradas, este 22 de junio se han cumplido 84 a\u00f1os de la llamada Operaci\u00f3n Barbarroja, cuando se produjo la invasi\u00f3n del ej\u00e9rcito nazi sobre la URSS. La coordinaci\u00f3n de algunospartidos comunistas, entre los que se encuentra el PCPE, viene trabajando tambi\u00e9npor ir
creando espacios internacionalistas de lucha contra la OTAN y las bases. El PCPE seguir\u00e1disponiendo sus recursos a la causa de la solidaridad internacionalista, de la unidaddeloscomunistas, de la agrupaci\u00f3n de fuerzas antiimperialistas, antisionistas y antifascistas, parair
construyendo un frente obrero y popular por el Socialismo, como instrumento para trabajar
por la paz entre los pueblos. Camaradas, sintetizando, por no extendernos m\u00e1s, la lucha antiimperialista es la lucha por laPaz contra la Guerra Imperialista, es la lucha por la dignidad humana contra el salvajismoylabarbarie, es la lucha de lo colectivo contra lo individual burgu\u00e9s, de lo p\u00fablico contraloprivado, es la lucha de la vida contra la muerte, es la lucha por \u00a1LA VIDA! Y es la lucha contralaOTAN y sus bases militares repartidas por todo el mundo (m\u00e1s de 1.000)
