Dear comrades!
We very much appreciate your efforts to build an anti-imperialist and anti-fascist international front and thank you for the opportunity to present your position at the conference in Belgrade on December 17, 2022. We support the efforts of all organizations and allies to build an anti-imperialist and anti-fascist united front at the international level, designed to unite the efforts of the working people to combat the spread of the brown plague, this inevitable consequence of the capitalist structure of society at the stage of the formation of monopolies and the financial oligarchy. For the successful construction of an anti-fascist and anti-imperialist front, it is necessary, first of all, in the words of Lenin, “to understand the basic economic question, without the study of which nothing can be understood in the assessment of modern war and modern politics, namely, in the question of the economic essence of imperialism.” It is necessary to identify the main enemy and develop tactics to combat it at the present stage.
100 YEARS OF THE USSR, THE ANTI-FASCIST STRUGGLE AND THE TASKS OF THE COMMUNISTS IN CONNECTION WITH THE CURRENT SITUATION AND THE WAR IN UKRAINE
– The history of the 20th century has left us a legacy of rich, mostly tragic material related to the struggle of the major imperialist powers for the redistribution of spheres of influence. First, the First World War, which claimed more than 20 million lives. Thanks to the actions of the Bolsheviks, the crisis situation caused by this war was transformed into a revolutionary one and the Great October Socialist Revolution in Russia was carried out.
– The Soviet Union became the main brainchild of the October Revolution – the world’s first state of the dictatorship of the proletariat. On its basis, under the leadership of Lenin, the Communist International-International Bolshevik Party was created.
How did imperialism respond to the threat to itself, posed by the growing revolutionary workers’ movement and to the intensified inter-imperialist competition? It responded with the emergence of a new form of dictatorship of the bourgeoisie in the form of fascism and the creation of the Anti-Comintern Pact. Their actions to establish a new world order unleashed World War II. More than 70 million people have paid with their lives, these attempts to destroy entire nations and peoples standing in the way of the imperialist ambitions of these fascist states. The back of the brown monster was broken primarily by the communist USSR and the communists who led most of the resistance movements.
– The events that are currently unfolding on the territory of the former Soviet Ukraine will have far-reaching consequences. It is very important for the communist movement, in its practical actions and in its choice of tactics, to proceed from a correct analysis of the causes of this war, its class content, and the ability to distinguish between the interests of the bourgeoisie and the proletariat.
At the 22nd Meeting of the Communist and Workers’ Parties of the World (Solidnet) held in Havana at the end of October 2022, this topic became the key topic in the discussion. All participants unanimously stressed that the conflict between the Russian Federation and Ukraine became possible only as a result of the defeat (they are sure that temporary) socialism in the USSR. But then the estimates vary significantly. Two lines clearly appeared. The first position was defended by the Russian Communist Workers’ Party. Its essence lies in the fact that in suppressing its potential competitor, i.e. the Russian bourgeoisie and its state, the United States, in alliance with EU capital, relies on the openly Nazi, fascist regime in Ukraine, which they use as a battering ram against Russia.
The bourgeoisie of the Russian Federation, seeking to preserve its sovereignty to profit from the sale of natural resources and the exploitation of labor, in turn, uses the struggle of the working people of the Donbass, who rebelled against the fascist regime in Ukraine, in its struggle against the expansion of Western capital and military threats on its part through the encirclement of Russia with new subjects and NATO bases. At the same time, the government of the Russian Federation is forced to reckon with the moods amongst its people (sympathetic to the struggle of the Donbass proletariat), therefore, to contribute to the suppression of the Bandera Nazis and the liberation of the people of Ukraine from the Nazi (and at the same time anti-Russian) regime. To develop the correct tactics of struggle, the Russian Communist Workers’ Party proceeds from the following provisions:
– The working people of the bourgeois countries are not indifferent in what conditions to live and wage a struggle. Bourgeois democracy is a much more preferable form for the conduct and development of the workers’ movement than the fascist terrorist dictatorship.
– A successful anti-fascist struggle requires not only the struggle of the communist vanguard. What is needed is the unity of the working class and the mobilization of the forces of all the adherents of peace, including the supporters of bourgeois democracy. The tactics of the popular fronts are a historical find of the communist anti-fascists of the first half of the twentieth century. This tactic is not a rejection of the dictatorship of the proletariat and the struggle against the bourgeoisie, but a link in the struggle of the working class against the main enemy in the specific situation of the offensive fascism, in order to preserve and prepare the working people for subsequent revolutionary actions.
– The defeat of Hitler’s Germany and its allies in the Great Patriotic War undermined the position of fascism for a long time. After 1945, the main fascist danger in the world began to come from the reactionary bloc of the leading imperialist powers led by the United States.
– After 1991, when the Soviet Union ceased to exist, the danger of fascism around the world became clear and tangible: the devastation of Yugoslavia, Iraq, Libya, aggression against Syria, Donbass, Ukraine, threats against Iran and the DPRK are links in the same chain.
– If in their domestic policy a handful of the most powerful predators, the United States and NATO countries, still retain the appearance and elements of bourgeois democracy, while in foreign policy they are increasingly flouting all previously accepted international norms and rules. In our publications, we often describe this phenomenon with the term “fascism for export”.
– Now in Ukraine we are dealing with real fascism. But this fascism is Ukrainian only in the place of manifestation, in language, in the historical continuity of the Banderaites and in personnel, and in terms of origins it is quite American. Based on the definition of the Comintern, our conclusion is as follows: Fascism for export is an undisguised, ignoring all laws and norms of international law, a terrorist imperialist policy of violence and bloody solution of issues of ensuring the interests of world imperialism, the core of which is finance capital. This is a modern form of fascism. At the same time, chauvinism in its crudest form today is manifested in the statements of US presidents about evil empires, about rogue countries, about the special missionary responsibility of the United States for the fate of the whole world.
– The source of the conflict in Ukraine is the inter-imperialist contradictions of the United States, the EU and Russia, in which Ukraine is involved. The goal of US imperialism is to fight for hegemony, weaken and suppress the Russian competitor, and indeed the European Union, and put pressure on the economically growing China through this.
– Since February 24, 2022, the armed conflict in Ukraine, which has been going on since 2014, has entered a new phase. Russia sent its troops to Ukraine, which helped to save the peoples of Donbass from imminent defeat and genocide, took measures to protect itself. In this part, the Russian Communist Workers’ Party not only does not deny this armed struggle, but has been demanding since 2014 and supports it now as much as it is being waged against fascism in the Donbass and Ukraine, against the joint forces of the fascist United States and NATO. – At the same time, the Russian Communist Workers’ Party clearly defines the cause that brought the war to the territory of the former republics of the USSR – the counter-revolution that took place. We recognize the guilt of Russian imperialism in bringing the situation to the point of pitting Russia and Ukraine against each other in a military conflict. The Russian Communist Workers’ Party categorically opposes the actions of its government when, under the guise of fighting fascism, a policy of decommunization (privatization) is pursued, issues of expansion and strengthening of Russian imperialism are resolved, and behind-the-scenes bargaining with world imperialism is conducted.
– The Russian Communist Workers’ Party calls on the Communist and Workers’ Parties to direct common efforts to suppress fascism in the foreign policy of the United States and its allies, to support the anti-fascist struggle of the peoples of Donbass and the armed forces of Russia. Already about 50 countries under the leadership of the United States have joined the pumping of the fascist Kiev regime with weapons, ammunition, finances, mercenaries. They have already created their own united pro-fascist front. The victory of the United States and NATO, the suppression of Russia will today be the victory of the advancing fascism, which has already significantly strengthened its position in the countries of Europe, primarily in Poland and the Baltic countries. Russia’s repetition of the fate of Iraq and Libya does not in any way correspond to the interests of the Russian and world working class.
Calls for the parties to simply stop the war, under these conditions, are tantamount to a call to stop beating the fascists. We believe that in order to suppress the brown plague spreading across Europe, it is necessary to use the experience of the Comintern in creating broad popular anti-fascist fronts. We stand for the defeat of fascism in Ukraine and the suppression of its sprouts in European countries, as well as for countering the trends of decommunization, fascism and the onset of reaction in Russia, with the subsequent escalation of the anti-fascist struggle of the popular strata into the struggle for socialism. To consolidate all progressive forces, the Russian Communist Workers’ Party and its allies prepared and submitted for signature by the participants of the Meeting Solidnet a Statement “The fight against US and NATO imperialism, striving for world hegemony is the most important task of progressive forces!” (attached). The second, alternative position was expressed by our opponents, who propose to use the assessments of 1914-1916 mechanically in assessing the current situation, i.e. to recognize the war in Ukraine as imperialist for all parties. They present Ukraine in the form of a victim, a kind of punching bag, which is beaten by imperialist aggressors from different sides. These comrades, it seems, do not see fascism in Ukraine and its overseas masters at all and try not to notice the anti-fascist uprising of the working people of Donbass. This line in the international communist movement is defined by the RUSSIAN COMMUNIST WORKERS’ PARTY as modern opportunism.
The Russian Communist Worker’s Party believes that it is necessary to beat the fascists here and now with the involvement of all possible allies.
In conclusion, we invite all participants of the conference to familiarize themselves with the Statement “The fight against US and NATO imperialism, striving for world hegemony is the most important task of progressive forces!” (referred to above) and to support it with their signature, thereby helping to form a broad anti-fascist anti-imperialist front under the ideological leadership of the communist forces.
Proletarians of all countries, unite! We will not flinch on the chosen path!

Мы очень ценим ваши усилия по строительству антиимпериалистического и антифашистского международного фронта и благодарим за возможность изложить свою позицию на конференции в Белграде 17 декабря 2022 г. Мы поддерживаем усилия всех организаций и союзников по строительству антиимпериалистического и антифашистского объединенного фронта на международном уровне, призванного объединить усилия трудящихся по борьбе с расползанием коричневой чумы, этого неизбежного следствия капиталистического устройства общества на стадии образования монополий и финансовой олигархии. Для успешного строительства антифашистского и антиимпериалистического фронта нужно прежде всего, выражаясь словами Ленина, «разобраться в основном экономическом вопросе, без изучения которого нельзя ничего понять в оценке современной войны и современной политики, именно: в вопросе об экономической сущности империализма». Нужно определить главного врага и выработать тактику борьбы с ним на современном этапе.

100 лет СССР, антифашистская борьба и задачи коммунистов в связи с сегодняшней ситуацией и войной на Украине
– История 20 века оставила нам в наследие богатый, большей частью трагический материал, связанный с борьбой крупнейших империалистических держав за передел сфер влияния. Сначала Первая мировая война, унесшая более 20 млн. жизней. Кризисную ситуацию, вызванную этой войной, благодаря действиям большевиков удалось перевести в революционную и свершить Великую Октябрьскую социалистическую революцию в России.
– Советский Союз стал главным детищем Октябрьской революции – первым в мире государством диктатуры пролетариата. На его базе под руководством Ленина был создан Коммунистический интернационал-международная большевистская партия.
– Как ответил империализм на угрозу для себя со стороны возрастающего революционного рабочего движения и на обострившуюся межимпериалистическую конкуренцию? Ответил появление новой формы диктатуры буржуазии в образе фашизма и созданием Антикоминтерновского пакта. Их действия по установлению нового мирового порядка развязали Вторую мировую войну. Ценой попыток уничтожения целых наций и народов, стоящих на пути империалистических амбиций этих фашистских государств, стали уже более 70 млн. человек. Хребет коричневому чудовищу сломали прежде всего коммунистический СССР и коммунисты, возглавлявшие большинство движений сопротивления.
– События, которые разворачиваются в настоящее время на территории бывшей советской Украины будут иметь далеко идущие последствия. Очень важно для коммунистического движения в своих практических действиях, в выборе тактики, исходить из правильного анализа причин этой войны, её классового содержания, умения различать интересы буржуазии и пролетариата. На состоявшемся в конце октября 2022 г В Гаване 22-м совещании коммунистических и рабочих партий мира (Солиднет) эта тема стала ключевой при обсуждении. Все участники дружно подчеркивали, что конфликт между РФ и Украиной стал возможен исключительно в результате поражения (уверены, что временного) социализма в СССР. Но дальше оценки существенно различаются. Отчетливо проявились две линии. Первую позицию отстаивала РКРП. Суть её заключается в том, что в подавлении своего потенциального конкурента, т.е. российской буржуазии и её государства, США в союзе с капиталом ЕС опирается на откровенно нацистский, фашистский режим на Украине, который они используют как таран против России.
Буржуазия РФ, стремясь сохранить свой суверенитет на получение прибыли от продажи природных ресурсов и эксплуатации рабочей силы, в свою очередь, использует борьбу трудящихся Донбасса, восставших против фашистского режима на Украине, в своей борьбе с экспансией западного капитала и военных угроз с его стороны через окружение России все новыми субьектами и базами НАТО. При этом правительство РФ вынуждено считаться с настроениями в народной среде (сочувствующих борьбе пролетариата Донбасса), следовательно, способствовать подавлению нацистов-бандеровцев и освобождению народа Украины от нацистского (и в тоже время антироссийского) режима. Для выработки верной тактики борьбы РКРП исходит из следующих положений:
– Трудящимся буржуазных стран далеко не всё равно, в каких условиях жить и вести борьбу. Буржуазная демократия – намного более предпочтительная форма для ведения и развития рабочего движения, чем фашистская террористическая диктатура.
– Для успешной антифашистской борьбы требуется не только борьба коммунистического авангарда. Нужно единство рабочего класса и мобилизация сил всех приверженцев мира, в том числе и сторонников буржуазной демократии. Тактика народных фронтов – историческая находка коммунистов-антифашистов первой половины ХХ века. Эта тактика не отказ от диктатуры пролетариата и борьбы с буржуазией, а звено борьбы рабочего класса с главным врагом в конкретной ситуации наступающего фашизма, для сохранения и подготовки трудящихся к последующим революционным действиям.
– Разгром гитлеровской Германии и её союзников в Великую Отечественную войну надолго подорвал позиции фашизма. После 1945 года главная фашистская опасность в мире стала исходить от реакционного блока ведущих империалистических держав во главе с США.
– После 1991 года, когда прекратил своё существование Советский Союз, опасность фашизма по всему миру стала явной и осязаемой: разгром Югославии, Ирака, Ливии, агрессия против Сирии, Донбасса, Украины, угрозы в адрес Ирана и КНДР – звенья одной цепи.
– Если в своей внутренней политике горстка наиболее сильных хищников в лице США и стран НАТО ещё сохраняют видимость и элементы буржуазной демократии, то во внешней политике они всё чаще попирают все ранее принятые международные нормы и правила. Это явление мы в публицистике часто описываем термином «фашизм на экспорт».
– Сейчас на Украине мы имеем дело с настоящим фашизмом. Но украинским этот фашизм является только по месту проявления, по языку, по исторической преемственности бандеровцам и по кадровому составу, а по истокам он вполне американский. Опираясь на определение Коминтерна наш вывод такой: Фашизм на экспорт» – это неприкрытая, игнорирующая все законы и нормы международного права террористическая империалистическая политика насилия и кровавого решения вопросов обеспечения интересов мирового империализма, ядром которого выступает финансовый капитал. Это современная форма фашизма. При этом шовинизм в грубейшей форме сегодня проявляется в утверждениях президентов США об империях зла, о странах- изгоях, об особой миссионерской ответственности США за судьбы всего мира.
– Истоком конфликта на Украине являются межимпериалистические противоречия США, ЕС и России, в которые втянута Украина. Целью империализма США является борьба за гегемонию, ослабление и подавление российского конкурента, да и Европейского союза, давление через это на экономически растущий Китай.
– С 24 февраля 2022 года вооружённый конфликт на Украине, длящийся с 2014г. вступил в новую фазу. Россия ввела на Украину свои войска, чем помогла спасти народы Донбасса от неминуемого разгрома и геноцида, предприняла меры по собственной защите. РКРП в этой части данную вооружённую борьбу не только не отрицает, но требовала с 2014г и поддерживает сейчас настолько, насколько она ведётся против фашизма в Донбассе и на Украине, против объединенных сил фашиствующих США и НАТО.
– При этом РКРП чётко определяет причину, принесшую войны на земли республик СССР, – свершившаяся контрреволюция. Мы признаём вину российского империализма в доведении ситуации до стравливания России и Украины в военном конфликте. РКРП выступает категорически против действий своего правительства, когда под прикрытием борьбы с фашизмом проводится политика декоммунизации, решаются вопросы экспансии и укрепления российского империализма, ведутся закулисные торги с мировым империализмом.
– РКРП призывает коммунистические и рабочие партии направить общие усилия на подавление фашизма во внешней политике США и их союзников, на поддержку антифашистской борьбы народов Донбасса и вооруженных сил России. Уже около 50 стран под началом США подключились к накачке фашистского киевского режима оружием, боеприпасами, финансами, наемниками. Они уже создали свой единый профашистский фронт. Победа США и НАТО, подавление России будет сегодня победой наступающего фашизма, который уже значительно укрепил свои позиции в странах Европы, прежде всего в Польше и странах Прибалтики. Повторение Россией судьбы Ирака и Ливии никак не соответствует интересам российского и мирового рабочего класса.
Призывы к сторонам просто остановить войну, в этих условиях, равносильны призыву перестать бить фашистов. Мы считаем, что для подавления расползающейся по Европе коричневой чумы необходимо использовать опыт Коминтерна по созданию широких народных антифашистских фронтов. Мы выступаем за разгром фашизма на Украине и подавление его ростков в европейских странах, также и за противодействие тенденциям декоммунизации, фашизации и наступлению реакции в Росси, с последующим перерастанием антифашистской борьбы народных слоев в борьбу за социализм. Для консолидации всех прогрессивных сил РКРП с союзниками подготовила и внесла для подписания участниками встречи Солиднет Заявление «Борьба с империализмом США и НАТО, рвущимся к мировой гегемонии – важнейшая задача прогрессивных сил!» (прилагается). Вторую, альтернативную позицию выразили наши оппоненты, предлагающие в оценке сегодняшней ситуации механически использовать оценки 1914-1916 гг., т.е. признать войну на Украине империалистической для всех сторон. Украину они представляет в виде жертвы, эдакой боксерской груши, которую бьют империалистические агрессоры с разных сторон. Товарищи, похоже, вовсе не видят фашизма на Украине и его заокеанских хозяев и стараются не замечать антифашистского восстания трудящихся Донбасса. Эту линию в международном коммунистическом движении РКРП определяет как современный оппортунизмом.
РКРП считает, что бить фашистов нужно здесь и сейчас с привлечением всех возможных союзников.
В заключении предлагаем всем участником конференции ознакомиться с Заявлением «Борьба с империализмом США и НАТО, рвущимся к мировой гегемонии– важнейшая задача прогрессивных сил!» (о котором говорилось выше) и поддержать его своей подписью, тем самым помогая формированию широкого антифашистского антиимпериалистического фронта под идейным руководством коммунистических сил.
