Joint statement of the Caracas anti-imperialist conference: One enemy, one fight!

Standing here in Caracas, at the heart of the Bolivarian Revolution and of the struggle to unify and liberate Our America, we feel the weight of two centuries of the Monroe Doctrine, through which the USA appointed itself the sole colonial master of this continent, gradually pushing to the margins first Spanish and Portuguese colonists and later British financiers. 

Whether oppressed via direct rule, as in Panama, via proxy, as in Pinochet’s Chile, or via economic stranglehold, as in debt-laden Argentina, the people of Latin America and the Caribbean have known none of the peace or prosperity their anticolonial forefathers fought for.

People here can well understand the desperate humiliation of the workers who once lived in the proud and independent Soviet Socialist Republic of Ukraine, but who lost their last shred of sovereignty in 2014 after a second US-backed coup removed their elected government and placed a fascist junta in power. 

The story of a US-controlled puppet government whose role is to oil the wheels for corporate looting of the economy, close down all opposition parties and media, and oversee the training of a fascistic proxy army (to be aimed at independent-minded locals and neighbours alike) is not a new one to all those on this continent, who have everywhere struggled to throw off Uncle Sam’s suffocating embrace, from Guatemala and Colombia to Chile and Peru.

But this story of oppression is also a story of resistance. Through two long centuries, the peoples of Latin America and the Caribbean have fought back and continue to do so. 

Sometimes they have resisted through armed struggle, as in the Haitian independence war, the Cuban and Nicaraguan revolutions, or the people’s wars in Guatemala, Peru and Colombia. Sometimes, they have carried out mass uprisings in the streets, as we saw only recently in Bolivia. And at other times, in different conditions, they have brought their revolutionary leaders into office via the ballot box, as when they elected Comandante Hugo Chávez in Venezuela or Comandante Daniel Ortega in Nicaragua.

A thousand times over, the people here have proved the truth of the words of the great US freedom fighter Paul Robeson, when he said that “the people’s will for liberation is stronger than atom bombs”.

Or as the Cuban people, coming together in 1960 after the victory of their revolution, wrote in the Havana declaration: “This assembly condemns the imperialist monopolies and enterprises which continually plunder our wealth, exploit our workers and peasants, bleed our economies to keep them in a backward state, and subordinate Latin-American politics to their designs and interests.”

Assassinations and coups, from Ukraine to Colombia and all across the western hemisphere prove decisively the words of Comrade Lenin, when he proved that imperialism seeks domination not democracy.

Everywhere we look in the world we are presented with proofs that the anti-imperialist governments of Russia, China, the DPRK and Iran are right to brand the US imperialists as ‘agreement incapable’. From their broken promises to the indigenous peoples of their own territory or the broken treaty of New Granada, from the nineteenth century til today, the USA has never kept the terms of a treaty it felt powerful enough to ignore.

Since imperialism cares nothing for human suffering and has no interest in the logic or reasoning of human beings, since the only language it understands is the language of force, there is only one route open to the masses of the world who seek relief and liberation: to stand together and create a force too strong to be ignored or overthrown. 

As many revolutionary fighters have found out: the imperialists are not as strong as they seem, if only we know how to stand up against them.

That is why the revolutionary and progressive governments of this region have worked so hard to create a network of regional institutions such as Alba and Celac, which can bring together the oppressed nations of Latin America and enable them to cooperate respectfully with one another, to stand together against US economic and military coercion, to stand up for the rights and dignity of their peoples. 

Not for nothing did Comrade Fidel Castro greet the founding of Alba with these words: “Who should be the proponents of this idea? Venezuelans, because Venezuelans launched it on the American continent, because Bolívar is Venezuela’s son and Bolívar is the father of the idea, of ​​the union of America’s peoples.”

Understanding the need for the maximum possible unity against imperialism was what motivated Brazil to join in the formation of the Brics alliance, which now stands at the centre of a new world order that is struggling to be born, and which the Yankee gangsters are so desperate to strangle in its crib.

That is also why some progressive governments of this region have begun to engage in military cooperation with independent Russia. And it is why so many have welcomed the infrastructural, technological and development cooperation offered by people’s China, especially via the western section of the Belt and Road network.

Understanding the truth of the words spoken by another American freedom fighter, Malcolm X, who pointed out that, if we let them, “the newspapers will have us hating the people who are being oppressed, and loving the people who are doing the oppressing”, progressive governments across the region have funded anti-imperialist media like Venezuela’s Telesur and Cuba’s Granma, which work to expose the propaganda lies of the US monopoly-controlled media and their local stooges – propaganda that aims to keep our people confused, distracted, divided and weak.

In the words of Comrade Fidel: “What is the fate of the balkanised countries of our America if they don’t join together, if they don’t integrate?”

Let us also remember the words of another great son of the Americas, Comrade Che Guevara, who looked at the US defeat in Vietnam and saw what it meant for the whole of the oppressed world, saying: “What a luminous future would be visible to us if two, three, or many Vietnams flourished throughout the world with their repeated blows against imperialism obliging it to disperse its forces under the attack!”

Comrades, the outbreak of war in Ukraine has drawn a line across the globe and clarified the question of who stands with whom for all who care to see it. It is time for all those who seek freedom to let the people know that we have a side in this war, which the imperialists are waging to save their position as the masters of our suffering world and to keep the rest of us as slaves. 

Just as the imperialists are huddling together in the face of their economic crisis, trying to save their position and their system, so the oppressed and exploited masses of the world must join together and find strength in unity, and victory through resistance.

Let the imperialists tremble at the prospect of the world’s peoples, united and risen. Let us do everything in our power to defeat this enemy of humanity once and for all. And let us remember, as we come together, the bright future that awaits us on the other side of victory, and the words of Karl Marx that we indeed have “nothing to lose but our chains” and “a world to win”.

Declaración conjunta de la conferencia antiimperialista de Caracas: ¡Un enemigo, una lucha!

Aquí en Caracas, en el corazón de la Revolución Bolivariana y de la lucha por la unificación y la liberación de Nuestra América, sentimos el peso de dos siglos de Doctrina Monroe, mediante la cual Estados Unidos se erigió en el único amo colonial de este continente, marginando paulatinamente a los colonos españoles y portugueses primero y a los financieros británicos después.
Ya sea oprimida vía gobierno directo, como en Panamá, vía poder, como en el Chile de Pinochet, o vía estrangulamiento económico, como en la Argentina cargada de deudas; los pueblos de América Latina y el Caribe no han conocido la paz o la prosperidad por la que lucharon sus antepasados anticoloniales..
La gente de aquí puede entender perfectamente la desesperada humillación de los trabajadores que una vez vivieron en la orgullosa e independiente República Socialista Soviética de Ucrania, pero que perdieron su última pizca de soberanía en 2014 después de que un segundo golpe de Estado respaldado por Estados Unidos destituyera a su gobierno electo y colocara en el poder a una junta fascista.
La historia de un gobierno títere controlado por Estados Unidos cuyo papel es engrasar el engranaje del saqueo corporativo de la economía, cerrar todos los partidos y medios de comunicación de la oposición y supervisar el entrenamiento de un ejército apoderado fascista (que se dirigirá contra los habitantes locales y vecinos de mentalidad independiente) no es nueva para todos los habitantes de este continente, que en todas partes han luchado por librarse del asfixiante abrazo del Tío Sam, desde Guatemala y Colombia hasta Chile y Perú.
Pero esta historia de opresión es también una historia de resistencia. A lo largo de dos largos siglos, los pueblos de América Latina y el Caribe han luchado y siguen haciéndolo.
A veces han resistido mediante la lucha armada, como en la guerra de independencia de Haití, las revoluciones cubana y nicaragüense, o las guerras populares de Guatemala, Perú y Colombia. A veces, han llevado a cabo levantamientos masivos en las calles, como hemos visto recientemente en Bolivia. Y otras veces, en condiciones diferentes, han llevado a sus líderes revolucionarios al poder a través de las urnas, como cuando eligieron al comandante Hugo Chávez en Venezuela o al comandante Daniel Ortega en Nicaragua.
La gente de aquí ha demostrado una y mil veces la verdad de las palabras del gran luchador por la libertad estadounidense Paul Robeson, cuando dijo que “la voluntad de liberación del pueblo es más fuerte que las bombas atómicas”.
O como el pueblo cubano, reunido en 1960 tras la victoria de su revolución, escribió en la declaración de La Habana: “Esta asamblea condena a los monopolios y empresas imperialistas que continuamente saquean nuestras riquezas, explotan a nuestros obreros y campesinos, desangran nuestras economías para mantenerlas en un estado de atraso y subordinan la política latinoamericana a sus designios e intereses.”
Asesinatos y golpes de estado, desde Ucrania a Colombia y en todo el hemisferio occidental, prueban decisivamente las palabras del camarada Lenin, cuando demostró que el imperialismo busca la dominación y no la democracia.
Dondequiera que miremos en el mundo se nos presentan pruebas de que los gobiernos antiimperialistas de Rusia, China, la RPDC e Irán tienen razón al tachar a los imperialistas estadounidenses de “incapaces de llegar a un acuerdo”. Desde sus promesas incumplidas a los pueblos indígenas de su propio territorio o el tratado roto de Nueva Granada, desde el siglo XIX hasta hoy, EEUU nunca ha cumplido los términos de un tratado que se sintiera lo suficientemente poderoso como para ignorar.
Puesto que al imperialismo no le importa nada el sufrimiento humano y no tiene ningún interés en la lógica o el razonamiento de los seres humanos, puesto que el único lenguaje que entiende es el lenguaje de la fuerza, sólo hay una vía abierta a las masas del mundo que buscan alivio y liberación: unirse y crear una fuerza demasiado fuerte para ser ignorada o derrocada.
Como han descubierto muchos luchadores revolucionarios: los imperialistas no son tan fuertes como parecen, si tan sólo sabemos cómo enfrentarnos a ellos.
Por eso los gobiernos revolucionarios y progresistas de esta región han trabajado tanto para crear una red de instituciones regionales como el Alba y la Celac, que puedan reunir a las naciones oprimidas de América Latina y permitirles cooperar respetuosamente entre sí, mantenerse unidas contra la coerción económica y militar de Estados Unidos, defender los derechos y la dignidad de sus pueblos.
No en vano el camarada Fidel Castro saludó la fundación del Alba con estas palabras: “¿Quiénes deben ser los impulsores de esta idea? Los venezolanos, porque los venezolanos la lanzaron en el continente americano, porque Bolívar es hijo de Venezuela y Bolívar es el padre de la idea, de la unión de los pueblos de América.”
Comprender la necesidad de la máxima unidad posible contra el imperialismo fue lo que motivó a Brasil a sumarse a la formación de la alianza de los Brics, que ahora se sitúa en el centro de un nuevo orden mundial que pugna por nacer, y que los gángsters yanquis están tan desesperados por estrangular en su cuna.
Por eso también algunos gobiernos progresistas de esta región han empezado a entablar una cooperación militar con la Rusia independiente. Y es la razón por la que tantos han acogido con satisfacción la cooperación infraestructural, tecnológica y de desarrollo ofrecida por la China popular, especialmente a través de la sección occidental de la red “cinturón y ruta”.
Comprendiendo la verdad de las palabras pronunciadas por otro luchador por la libertad estadounidense, Malcolm X, quien señaló que, si se lo permitimos, “los periódicos nos harán odiar a la gente que está siendo oprimida y amar a la gente que está oprimiendo”, los gobiernos progresistas de toda la región han financiado medios de comunicación antiimperialistas como Telesur, de Venezuela, y Granma, de Cuba, que trabajan para desenmascarar las mentiras propagandísticas de los medios de comunicación controlados por el monopolio estadounidense y sus lacayos locales, una propaganda que pretende mantener a nuestro pueblo confundido, distraído, dividido y débil.
En palabras del camarada Fidel: “¿Cuál es el destino de los países balcanizados de nuestra América si no se unen, si no se integran?”
Recordemos también las palabras de otro gran hijo de América, el camarada Che Guevara, que contempló la derrota norteamericana en Vietnam y vio lo que significaba para todo el mundo oprimido, diciendo: “¡Qué futuro luminoso se nos presentaría si dos, tres o muchos Vietnams florecieran en todo el mundo con sus golpes repetidos contra el imperialismo obligándolo a dispersar sus fuerzas bajo el ataque!”.
Camaradas, el estallido de la guerra en Ucrania ha trazado una línea a través del globo y ha aclarado la cuestión de quién está con quién para todos los que se preocupan de verlo. Es hora de que todos los que buscan la libertad hagan saber a la gente que tenemos un bando en esta guerra, que los imperialistas están librando para salvar su posición como amos de nuestro sufrido mundo y para mantenernos a los demás como esclavos.
Del mismo modo que los imperialistas se apiñan frente a su crisis económica, tratando de salvar su posición y su sistema, las masas oprimidas y explotadas del mundo deben unirse y encontrar la fuerza en la unidad, y la victoria a través de la resistencia.
Que tiemblen los imperialistas ante la perspectiva de los pueblos del mundo, unidos y alzados. Hagamos todo lo que esté en nuestras manos para derrotar de una vez por todas a este enemigo de la humanidad. Y recordemos, al unirnos, el brillante futuro que nos espera al otro lado de la victoria, y las palabras de Karl Marx de que, en efecto, no tenemos “nada que perder salvo nuestras cadenas” y “un mundo que ganar”.

카라카스세계반제공동투쟁성명: 하나의 적, 하나의 투쟁!

우리는 볼리바르혁명의 심장이자 <우리 아메리카>를 통합하고 해방하기 위한 투쟁의 중심인 카라카스에 서서, 처음에는 스페인과 포르투갈식민주의자들을, 나중에는 영국금융가들을 점차 주변으로 밀어내고 두세기동안 이 대륙의 유일한 식민지지배자를 자처했던 미국의 먼로독트린의 무게를 실감하고 있다.

파나마에서처럼 직접통치를 통해 억압받든, 칠레의 피노체트처럼 대리통치를 통해 억압받든, 혹은 부채에 시달리는 아르헨티나처럼 경제적 압살을 통해 억압받든, 라틴아메리카와 카리브의 민중들은 반식민주의선조들이 이룩하기 위해 투쟁했던 평화와 번영에 대해 전혀 알지 못했다.

이곳 민중들은 한때 자랑스럽고 자주적인 우크라이나소비에트사회주의공화국에서 살았지만 2014년 두번째 미국배후쿠데타에 의해 선출된 정부를 쫓아내고 군사파쇼정권을 세우면서 주권의 마지막 티끌마저 잃어버린 노동자들의 극심한 치욕을 잘 이해할 것이다.

미국이 통제하는 꼭두각시정권하에 기업의 경제약탈을 원활하게 하고 모든 야당과 언론들을 탄압하며 파쇼꼭두각시군대가 자주적인 자국과 주변의 민중들을 겨냥하는 훈련을 감독하는 역할은 과테말라와 콜롬비아부터 칠레와 페루에 이르기까지 모든 곳에서 엉클샘의 숨막히는 압박에서 벗어나고자 투쟁해온 이 대륙의 모든 이들에게는 새로운 것이 아니다.

하지만 이러한 억압의 이야기는 또한 저항의 이야기이기도 하다. 라틴아메리카와 카리브의 민중들은 두세기라는 긴 세월동안 저항해왔고 계속 저항하고 있다.

아이티독립전쟁, 쿠바와 니카라과에서의 혁명 또는 과테말라, 페루, 콜롬비아에서의 인민전쟁처럼 때로는 무장투쟁으로 저항했다. 때로는 볼리비아에서 최근에야 목격한 것과 같은 대중항쟁을 일으키기도 했다. 또 다른 경우에는 각이한 조건에서, 베네수엘라에서 우고차베스사령관이나 니카라과에서 다니엘 오르테가사령관에 투표했던 것처럼 투표함을 통해 그들의 혁명지도자들을 취임시켰다.

이곳 민중들은 미국의 훌륭한 해방투사 폴 로브슨의 <해방을 위한 민중의 의지는 원자폭탄보다도 강하다>는 말의 진리를 수천번이상 입증해왔다.

혹은 쿠바민중들이 혁명승리이후 1960년 아바나선언에 다음과 같이 적었던 것처럼, <이 의회는 지속적으로 우리의 부를 약탈하고 우리 노동자와 농민을 착취하고 우리경제를 낙후한 상태에 머물게 함으로써 피흘리게 하며 라틴아메리카의 정치를 그들의 설계와 이해관계에 종속시킨 제국주의독점체와 기업체들을 규탄한다.>

우크라이나에서 콜롬비아까지 서반구 전지역에 걸친 암살과 쿠데타는 <제국주의는 민주주의가 아닌 지배를 추구한다>는 레닌동지의 말을 결정적으로 입증한다.

우리는 전세계 도처에서 러시아, 중국, 북, 이란의 반제정부가 미제국주의자들을 <합의불가능>으로 명명하는것이 당연하다는 증거를 보고있다. 자국영토의 원주민들과의 약속부터 누에바그라나다의 조약까지, 19세기에서 오늘날에 이르기까지 미국은 무시해도 될 만큼 스스로 충분히 강하다고 느끼면 조약의 조건을 단 한번도 지킨 적이 없다.

제국주의는 인류의 고통을 신경 쓰지 않고 인간의 논리와 이성에는 관심이 없기에, 제국주의가 이해하는 유일한 언어는 힘의 언어이기에, 안정과 해방을 추구하는 전세계대중에게 열려있는 길은 오직 하나, 함께 들고일어나, 무시할 수 없고 전복시킬 수 없는 강력한 힘을 형성하는 것이다.

많은 혁명투사들이 찾아냈듯이, 우리가 그들에 맞서는 방법을 안다면 제국주의자들은 보이는 것만큼 강하지 않다.

그렇기 때문에 이 지역의 혁명적인, 그리고 진보적인 정권들은 라틴아메리카의 피억압국가들을 모아 서로 존중하며 협력할 수 있게 해주고 미국의 경제적, 군사적 강압에 함께 맞서게 해주고 민중의 권리와 존엄을 위해 들고 일어설 수 있게 해주는 알바와 셀락 같은 지역기구네트워크를 만들기 위해 정말로 열심히 일했다.

피델 카스트로동지가 알바설립에 다음과 같은 환영사를 보냈던 것은 충분한 이유가 있는 것이다. <누가 이 아이디어의 지지자가 돼야 하는가? 베네수엘라인들이다. 왜냐하면 베네수엘라인들이 아메리카대륙에 출범시켰기 때문이며 베네수엘라의 아들 볼리바르가 이 아이디어, 아메리카민중을 위한 동맹의 아버지이기 때문이다.>

제국주의에 반대하여 가능한 최대한으로 단결할 필요에 대한 이해는 브라질이 브릭스동맹형성에 참여하는데 동기를 부여했다. 브릭스동맹은 새롭게 태어나려하는 새로운 세계질서의 중심에 서있으며 양키폭력배들은 그 요람에 들어가려고 안간힘을 쓰고 있다.

이것이 또한 이지역의 진보정권들이 자주적인 러시아와의 군사적 협력에 참가하기 시작한 이유다. 그리고 특히 일대일로네트워크의 서방부문을 통해 인민의 중국이 제공하는 기반시설과 기술, 발전의 협력이 많은 환영을 받은 이유다.

미국의 또 다른 해방투사 말콤X가 <우리가 신문을 내버려두면 신문은 우리가 억압받는 자들을 증오하게 만들고 억압하는 자들을 사랑하게 만들 것>이라고 한 말의 진리를 이해한다. 이 지역 곳곳의 진보정권들은 베네수엘라의 텔레수르와 쿠바의 그란마 같은 반제언론매체들이 미독점이 통제하는 매체와 그들의 앞잡이들의 우리민중들을 계속해서 혼란스럽게, 산만하게 만들며 분열, 약화시키는 것을 목표로 하는 거짓프로파간다를 폭로할수 있도록 했다.

피델동지는 다음과 같이 말했다. <우리 아메리카의 발칸화된 나라들이 만약 함께 하지 않는다면, 만약 통합하지 않는다면, 그들의 운명은 어떻게 될 것인가?>

아메리카대륙이 낳은 또 다른 위대한 아들, 체 게바라동지의 말 역시 기억하자. 체 게바라동지는 베트남에서의 미국의 패배를 목격하고 이것이 전체 피억압세계에 어떤 의미인지를 이해하고 이렇게 말했다. <만약 둘, 셋, 혹은 많은 베트남들이 제국주의에 반복적인 타격을 가하며 그러한 공격하에 제국주의가 자기세력을 해산하도록 만드는 것이 전세계 도처에 번창한다면 우리에게는 참으로 빛나는 미래가 보일 것이다!>

동지들, 우크라이나전의 발발은 전지구에 선을 그었고 이에 관심있는 이들에게 누가 누구 편에 설 것인지에 대한 문제를 명확히 제기했다. 자유를 추구하는 이들이라면 누구든 제국주의자들이 우리가 고통 받고 있는 세상에서 주인의 지위를 지키며 우리를 계속 노예로 두고자 벌이고 있는 이 전쟁에 우리 편이 있다는 것을 사람들에게 알릴 때다.

제국주의자들이 직면하고 있는 경제위기를 함께 뛰어넘고 자기의 지위와 체제를 지키려 하는 만큼, 전세계피억압피착취민중들도 함께 모여 단결의 힘을 찾고 저항을 통해 승리를 쟁취해야 한다.

단결하여 일어설 전세계민중앞에 제국주의자들이 전율하게 하자! 인류의 적을 종국적으로 타도하기 위해 우리가 할 수 있는 모든 힘을 다하자! 우리가 함께라면 밝은 미래가 승리의 편에서 우리를 기다리고 있음을 기억하자! 진정 우리가 <잃을 것은 사슬뿐>이고 <얻을 것은 전세계>라는 칼 맑스의 말을 기억하자!
