The Rising Tide of Global War and The Tasks of The World Anti-imperialist Forces

Amid the rising tide of global war, what are the tasks of anti-imperialists? In eastern Europe, the war in Ukraine is ongoing, and in east Asia, wars in south Korea and Taiwan are imminent. Military tension has been mounting in the middle east, Africa, and Latin America. The world economy is in crisis owing to high inflation, high interest rates and high exchange rates, and people‘s daily lives have reached the point of breakdown. At the crossroads of destiny, the people, who are teetering on the cliff-edge of survival, are asking us, the revolutionary parties of the working class, how to survive. Now is the time to deeply review historical experience – in particular the development of world war from the great depression of the 1930s.
As history proves, imperialism always brings with it the threat of war. Without invasion and plunder, imperialism cannot survive. The main method by which the imperialist powers try to escape their domestic political and economic crises is by waging war abroad. War allows monopoly capital, which has seized control of its home state, to create huge profits, which has the effect of accelerating the militarisation of the home economy. Today, the military-industrial complexes in the imperialist countries, having disposed of many of their conventional weapons and standing armies, have found new means of waging war. The brutal air war waged by Nato against Yugoslavia in the Balkan peninsula in the 1990s, and later against Serbia, was one such example. It is the same with the war crisis in east Asia, which has been escalating as well.
US and European imperialism violated the agreement they made with the Soviet Union (later Russia), pushing through Nato’s eastward expansion and eventually causing the current Ukraine situation. Today’s war is the result of the west continually fabricating ‘colour revolutions’ and grooming neo-Nazi forces across the region as part of its ‘Grand Chessboard’ strategy. It is also the result of the horrific massacre in Odessa after which followed the ‘Maidan’ coup in 2014, and of the 14,000 Donbass victims during eight years of antifascist war – as the documentary film ‘Ukraine on Fire’ made perfectly clear. It is no longer a secret that Nato special forces, notorious for ‘Operation Gladio’, have long manoeuvred Bandera’s descendants in secret, covertly training them to occupy Donbass by waving a ‘false flag’, and preparing to use them for an assault on Russia.
We can understand the interrelation between the war crisis in eastern Europe and the war crisis in east Asia through various historical facts of the last century. James Alward Van Fleet, the US military general who oppressed Greek partisans in 1948, went on to serve as supreme commander in the Korean war. When Nato was bombing Belgrade in 1999, the imperialist’s intentionally bombed the Chinese embassy. Creating a climate of fear, the USA threatened north Korea by conducting war exercises against it (Oplan 5027-98, or ‘Operational Plan to invade North Korea’), and by letting William J Perry visit north Korea. Today, the Serbs living in the northern part of Kosovo are under constant threat of ethnic persecution and genocide, living under the shadow of the huge US military ‘Camp Bondsteel’ base (the biggest one in the Balkan Peninsula). With great concern, we see that the flame of war that has broken out in Ukraine could easily spread to Serbia. Furthermore, it reminds us that north Korea and China, as blood alliance nations, will have no choice but to closely coordinate their strategy and tactics if one or both of them finds itself having to wage a similar war against imperialist aggression – as they had to once before.
Just as it used the puppet Zelensky regime in Ukraine to provoke Russia, US imperialism has been using the Yoon Suk-yeol regime in south Korea to provoke the DPRK, and the Tsai Ing-wen regime in Taiwan to provoke China. A complex history since the days of the ‘Kievan Rus’ may inform different views on the ethnic commonality between Russia and Ukraine, but even the USA cannot deny that the people of Taiwan and China are one, indigenous peoples on the island constituting just 1 percent of the population and the region having been part of China since medieval times. Likewise, nobody in the world can deny that north and south Korea are one nation, having had a 5,000-year united history. Thus, it is clear that there is no basis for division or external meddling in the internal affairs of either Korea or China.
However, US imperialism, which has become a byword for aggression and plunder and the chieftain of modern imperialism since the mid-20th century, has been eager to find a way to divide and weaken Korea and China, and to this end is combining its favoured approach of a proxy war with its latest military doctrine of ‘hybrid war’. These ceaseless provocations, which seek to cross the red lines that have been made quite clear by the governments in Beijing and Pyongyang are totally unacceptable to both north Korea and China. It is obvious that US imperialism and its followers are absolutely responsible for any war that results from this aggression in south Korea or Taiwan – and for the third world war towards which we are being pushed by the unceasing war drive across the world.
History will record that while this war was an unjust war as far as the aggressive imperialist powers were concerned, it was a just war on the part of all the forces of anti-imperialism and national liberation. Furthermore, just as WW2 was defined as a world anti-fascist war, WW3 will be defined as a world anti-imperialist war. Just as the socialist Soviet Union formed a world anti-fascist front with the USA and Britain, which were imperialist powers allied to the anti-fascist front in the WW2, so today socialist north Korea and China are forming a world anti-imperialist with capitalist Russia. The world anti-imperialist front can also be defined as a combination of anti-imperialist armed-struggle forces as the main force with anti-imperialist mass movements as the secondary force.
The World Anti-imperialist Platform, as a unified body of the communist and non-communist anti-imperialist forces, regards itself as the locomotive of anti-imperialist mass struggle waged on a global scale. This expresses itself in the waging of a powerful anti-imperialist mass struggle, in correcting the wrong theoretical line in the anti-imperialist camp, and in raising the level of the revolutionary political forces of the working class. In practice, these aims are fulfilled by holding international conferences to analyse the developing political situation and establish a joint strategy, and by organizing anti-imperialist mass struggles simultaneously all over the world.
Yesterday, our anchor was weighed in Paris, western Europe. Today, it is in Belgrade in eastern Europe. Tomorrow we will be on another continent, one of the third world. We will be tireless in working to alert the masses of the world to the aggressive nature of imperialism and to the counter-revolutionary dangers of opportunism. At the same time, we will do everything in our power to take the initiative in working for the unity and victory of the world anti-imperialist forces, performing to the best of our ability the noble contemporary mission of rousing the revolutionary political forces of the working class in this vital struggle.
In this moment, for us, there are no slogans as desperately touching our heart as ‘Workers and peoples of the world, unite!’ and ‘The people united will never be defeated!’ We are convinced that the approaching moment of great global change will be the moment when imperialism will be decisively defeated on a global scale, advancing humanity into the new world in which the masses of working people become the masters of national sovereignty and means of production; that the coming period of world anti-imperialist war will lead to a period of a great revolutionary turn, exceeding the revolutionary upsurge that followed the anti-fascist war of the last century.
임박한 세계대전과 세계반제세력의 과제
임박한 세계대전, 반제주의자의 임무는 무엇인가. 동유럽에서 우크라이나전이 진행중이고 동아시아에서 남코리아전과 대만전이 임박했다. 중동과 아프리카, 라틴에서의 군사적긴장도 고조되고있다. 세계경제는 고물가, 고금리, 고환율로 위기고 민중생활은 파탄지경에 이르렀다. 생존의 벼랑끝에 선 민중은 운명의 기로에서 노동계급의 변혁적당, 우리에게 살길을 묻고있다. 지금은 대공황에 이은 세계대전의 역사적경험을 깊이 되돌아볼때다.
역사가 입증하듯이 전쟁위협은 언제나 제국주의로부터 비롯된다. 침략과 약탈이 없다면 더이상 제국주의가 아니다. 내부의 정치경제적위기를 외부에서 전쟁을 일으켜 모면하는것은 제국주의세력의 상투적수법이다. 이는 국가를 장악한 독점자본에게 막대한 초과이윤을 안겨주며 경제의 군사화를 더욱 다그친다. 군산복합체의 요구대로 중동에서 재래식무기를 소진하던 제국주의세력은 또다른 전쟁터를 찾아나섰다. 1990년대 발칸반도 유고슬라비아, 후에 세르비아에 대한 나토의 공습과 만행은 결코 우연이 아니다. 동아시아에서의 전쟁위기고조도 마찬가지다.
미제국주의와 유럽제국주의는 스스로 소련, 후에 러시아와의 합의를 깨고 나토의 동진정책을 계속 강행해 결국 현재의 우크라이나사태를 야기했다. 이는 <거대한체스판>전략에 끊임없이 불거지는 <색깔혁명>과 오래전부터 키워온 신나치세력이 더해진 결과고, 다큐멘터리 <불타는우크라이나>로 증언하듯이 2014년 <마이단쿠데타>이후 끔찍한 오데사에서의 학살과 8년동안 1만4000명의 돈바스민중이 희생된 배경이다. <글라디오작전>으로 악명높은 나토의 숨겨진 특수부대들이 그동안 은밀히 키워온 반데라의 후예들을 조종해 <가짜깃발>을 휘날리며 돈바스를 점령한 뒤 그 여세를 몰아 러시아로 돌격하도록 음모하고 준비했다는 사실은 이제 더이상 비밀이 아니다.
동유럽의 전쟁위기와 동아시아의 전쟁위기의 밀접한 연관은 지난세기 여러 역사적사실로도 잘 알수 있다. 1946년 그리스에서 파르티쟌을 진압했던 미군장성 밴플리트는 1951년부터 코리아전쟁의 유엔군총사령관으로 재임했다. 1999년 나토가 유고슬라비아 베오그라드를 공습할때 중국대사관을 고의로 폭격했으며 이런 공포분위기를 조성하며 미국은 북침핵전쟁작전계획인 5027-98작전에 의거해 북침전쟁책동을 벌이는 한편 페리전국방장관을 방북시키며 북을 위협했다. 오늘 코소보지역의 북쪽은 마치 우크라이나의 돈바스처럼 민족적박해와 학살의 위협속에 있으며 코소보지역의 남쪽에는 발칸반도에서 가장 큰 미군기지 <본드스틸>이 존재해 항시적인 전쟁의 화근이 되고있다. 이는 동유럽에서 우크라이나에 일어난 전쟁의 불길이 세르비아로 타번질수 있다는 우려를 낳고있다. 또한 역사적으로 미제국주의에 맞서 함께 반제전쟁을 벌였던 북코리아와 중국이 또다시 제국주의의 침략에 맞서 반제전쟁을 벌여야한다면 혈맹답게 전략전술적으로 긴밀히 협동할수밖에 없다는 정세인식을 떠올리게 한다.
미제국주의는 우크라이나젤렌스키당국을 앞세워 러시아를 향해 끊임없이 도발했듯이 남코리아의 윤석열당국과 대만의 차이잉원당국을 앞세워 각각 북코리아와 중국을 향해 끊임없이 도발을 하고있다. 키예프루스공국이래의 복잡한 역사적과정은 러시아와 우크라이나의 민족적공통성에 다소 이견을 제기하지만, 중국이 오늘날 원주민이 2%에 불과하고 중세중엽이래 중국의 일부였던 대만에 대해 하나의 중국정책을 제기하는것을 심지어 미국조차 부정하지못하고있으며, 5000년동안 단일민족국가였던 코리아에게 북과 남이 하나의 민족이라는 사실은 이세상 누구도 부인하지못하고있다. 이는 코리아와 중국내부에서 일어나는 일에 대해 외세가 절대 개입하지말아야한다는 의미를 내포한다.
그러나 20세기이래 침략과 약탈의 대명사, 현대제국주의의 우두머리인 미제국주의는 특유의 군사적교리인 <대리전>과 최신의 <하이브리드전>을 합해 기어이 북침전쟁과 대만분리독립의 사달을 일으키려한다. 이는 북코리아와 중국이 절대로 용납할수 없는 <레드라인>을 넘는 결정적도발행위로서, 당연히 이후 벌어지는 남코리아전과 대만전의 책임, 우크라이나전과 합쳐 동맹국들까지 가세하는 3차세계대전의 책임이 전적으로 미제국주의와 그 추종세력에게 있을수밖에 없다.
이전쟁에 대해 역사는 제국주의측에게는 부정의의 전쟁으로, 반제국주의측과 민족해방측에게는 정의의 전쟁으로 기록할것이다. 나아가 2차세계대전을 세계반파쇼대전이라고 했듯이 3차세계대전을 세계반제대전이라고 규정할것이다. 2차세계대전때 사회주의 소련이 반파쇼제국주의나라 미국·영국과 손을 잡고 세계반파쇼전선을 형성했듯이 3차세계대전은 사회주의 북코리아·중국이 반제자본주의나라 러시아와 손을 잡고 세계반제전선을 형성하고있다. 세계반제전선은 주도역량으로 반제무장투쟁세력과 보조역량으로 반제대중투쟁세력의 결합으로도 설명할수 있다.
노동계급의변혁적정치세력을 중심으로 공동주의반제세력과 비공동주의반제세력의 결집체인 세계반제플랫포옴은 바로 이 세계적범위에서 벌어지는 반제대중투쟁의 기관차역할을 자임하고있다. 이는 반제대중투쟁을 힘차게 벌이고 반제진영내의 그릇된 노선을 바로잡으며 노동계급의변혁적정치세력의 역할을 높이는 일로 드러나고, 과학적인 정세분석과 전략수립을 위한 국제컨퍼런스의 개최와 전세계에서 동시다발로 벌이는 공동의 반제대중투쟁의 조직으로 구체화되고있다.
어제는 서유럽의 파리에서 닻을 올렸다면 오늘은 동유럽의 베오그라드를 거쳐 내일은 3세계의 다른 대륙에서, 우리는 제국주의의 침략적본태와 기회주의의 반변혁적위험성을 알리는 동시에 세계반제세력의 단결과 승리를 위해 앞장서 나아가는, 노동계급의변혁적정치세력의 숭고한 시대적사명을 다하는데 끝없이 충실할것이다.
이순간 우리에게, <만국의 노동자와 민중은 단결하라>와 <단결한 노동자와 민중은 결코 패배하지않는다>만큼 절실히 와닿는 구호는 없다. 다가올 세계적대격변의 순간이, 분명 우리 노동계급의변혁적정치세력에게 이 지구상에서 제국주의가 결정적으로 패퇴하고 노동자를 비롯한 근로민중이 국가주권과 생산수단의 주인이 되는 새세상을 앞당기는, 지난세기 세계반파쇼대전기를 능가하는 세계반제대전기, 변혁적대전환기가 될것이라고 확신한다.
