The rising tide of world war and the base of anti-imperialist revolution
While 2022 was the year in which war broke out in Ukraine, eastern Europe, 2023 is the year in which war is very likely to break out in south Korea and Taiwan, east Asia.
The war in Ukraine was caused by Natoโs policy of eastward expansion and the USAโs strategy of dissolving the Russian Federation. Russia, upholding the cause of its anti-imperialist, anti-fascist and preventive war, is prevailing on the battlefield with its overwhelming military power and elaborate strategy and tactics. After their initial successes, the propaganda of western media producing fake news have definitely lost their powers to deceive the worldโs people.
At the same time, anti-war and anti-government sentiment is spreading amongst the populations of Ukraine and Poland. With their strategy of attrition and proxy warfare failing to work out as expected in Ukraine, the US invaders are shifting their gaze to east Asia, trying to escape their decisive crisis by continuously and intensely provoking conflict via their war exercises against north Korea and their backing of the separatist movement in Taiwan.
The wars currently being triggered in south Korea and Taiwan are particularly serious since the possible use of tactical nukes has been raised by the imperialists. East Asia includes not only northeast Asia but also southeast Asia. Recently, the USA reached an agreement with the Philippines to use four areas near Taiwan as US military bases.
Meanwhile, Japan has doubled its defence budget compared to last year and decided to deploy 100 missiles in Okinawa toward Taiwan, declaring its preemptive strike capability in the name of a โcounterattack capabilityโ. With the escalating separatist movement under the control of the US imperialists, like Japan, Taiwan has invited newly-elected house speaker of the US Congress, as it did in August 2022, and has imported US weapons in bulk by dint of loan from the US.
As we all know, China can never allow Taiwan to secede, since this would inevitably have a domino effect, triggering more US-backed โcolour revolutionโ attempts in Hong Kong, Tibet, Xinjiang and Inner Mongolia.
As with the fascistic and bellicose Zelesky regime in Kiev, the USA recently established the fascistic and bellicose Yoon Suk-yeol regime in Seoul, which is accelerating the fascistisation of the country and committing to ever more and bigger war exercises against north Korea.
Along with all this, the death of former Japanese prime minister Shinzo Abe last July was a catalyst for accelerating the revival of Japanese militarism, while Nancy Pelosiโs visit to Taiwan in August escalated the military tension surrounding the province. This was closely followed by the nuclear war drill against north Korea, joined by the US nuclear aircraft carrier USS Ronald Reagan, being entered south Korea in September, was conducted with unitedly the US, south Korean and Japanese militaries in East Sea. The โnew cold warโ strategy of the USA in east Asia and its accompanying warmongering manoeuvres are not โresponsesโ to any hostile action, but have been thoroughly premeditated.
Unlike landlocked eastern Europe, east Asia is next to the sea, and so any war which breaks out there has a far higher probability of involving some kind of limited nuclear weaponry. The tactical nuclear bomb, which is less powerful than the atomic bomb dropped on Hiroshima but capable of making an extremely powerful precision strike, has been designed to target the underground bunkers of an enemyโs military command in modern warfare. The true intention of the US army as it carries out its ferocious nuclear war exercises against the DPRK, including โdecapitationโ operations, is clear.
North Korea, China and Russia are all nuclear and missile powers possessing both hydrogen bombs and hypersonic missiles. If these countries were to carry out a swift attack using tactical nuclear weapons, or to use their hypersonic missiles to carry out an EMP (electromagnetic pulse) strike, the USAโs much-vaunted nuclear carriers would become defenceless.
If the USA attacks the territories of the north Korea, China, and Russia, then these three countries would counterattack the US mainland with nukes. The โbalance of fearโ resulting from this mutually-assured destruction (MAD) has led the USA to embrace proxy warfare, using pro-US puppet regimes and hybrid warfare premised on non-nuclear as its fundamental military doctrine.
East Asia, following eastern Europe, is now the region most likely to break out into war. If the flame of war spreads from east Europe to east Asia, this would result in a third world war. Since the war in eastern Europe is ongoing and the war in east Asia is imminent, sooner rather than later, the world anti-imperialist forces should brace for the third world war which imperialism is now attempting to provoke. Not only east Europe and east Asia, but the whole world, including Latin America, must squarely face the severity of the current situation and actively fight against imperialism and its aggressive wars.
Like Asia, Latin America and Africa have long suffered from colonialism and being a colony of imperialism. It is no coincidence that Asian and African people held their international conference in Indonesia in 1955 and issued the Bandung Declaration. Now it is time not only for Asia and Africa, but also for Latin America โ for all oppressed and developing countries โ to stand together as one and go forward with the banner of anti-imperialism and independence held high.
Latin America, which was for many years the colony of Spain and Portugal, is today at the forefront of opening up a new era for anti-imperialist independence and peopleโs democracy, refusing to remain as the โfirst colonyโ of US imperialism.
We pay attention to the revolutionary advance, starting with the Cuban revolution and followed by those in Nicaragua, Bolivia, and elsewhere. We highly valuate the victory of the Bolivarian revolution and the achievement of ALBA (Alianza Bolivariana para los Pueblos de Nuestra Amรฉrica).
Since revolution and socialist construction are carried out in each national state as a unit, each countryโs historical and structural distinctive characteristics must be respected and taken into account. It is a principle that the identity of a revolutionary party of the working class, and the noble cause of internationalist solidarity, must stand consistently on the revolutionary process as dictated by the particular conditions of their country, without left or right-wing deviations.
In the general political situation in Latin America, which is becoming more and more revolutionised, besides adherence to the revolutionary principle and maintenance of the strategic line, it is important to keep in mind seasoned tactical measures suitable for the specific conditions and changing situation when aiming for a society in which the working people including working class are to be the master of the state power and the means of production.
The World Anti-imperialist Platform (the Platform) is an organisational weapon of the world anti-imperialist forces that has three main goals: to wage an effective anti-imperialist struggle, to indicate the correct line to the struggling forces, and to strengthen the international communist movement, which should be at at the heart of that struggle.
The Platform aims to achieve these goals by hosting international conferences and organising simultaneous worldwide anti-imperialist struggles, thus uniting theoretical and practical activities and bringing together all those who are serious about opposing US-led imperialism.
In Paris, France in western Europe in October 2022, the Platform, holding the first international conference, announced its programme, the Paris Declaration, and in Belgrade, Serbia in eastern Europe in December 2022, it organised a second international conference, where for the first time a rally and march coincided with a worldwide anti-imperialist struggle, In Caracas, Venezuela in Latin America in March 2023, we are again holding the third international conference, which will be followed for a second time by a rally and march and a worldwide anti-imperialist simultaneous struggle.
Our movement was launched in Paris, France, which although it is an imperialist country, is also the home of the French Revolution, the Paris Commune and the WW2 anti-fascist resistance. It has travelled through Belgrade, the capital of the former socialist republic of Yugoslavia, one of the key members of former socialist bloc and victim of Natoโs barbarous 1999 bombing campaign. Today, we are holding our first event in the oppressed world, here in Caracas, Latin America โ the capital of Venezuela and the heart of the Bolivarian Revolution and of ALBA.
Some forces in the international communist movement are ridiculously and unreasonably insisting that the ongoing war in Ukraine is an inter-imperialist war and that the imminent wars in Taiwan and south Korea will likewise be inter-imperialist wars. These self-proclaimed โcommunistsโ define not only Russia but also China, north Korea โ and even Venezuela and Cuba โ as imperialists! The extremely subjective opinion that every country with even a small element of capitalist market is thereby imperialist can only benefit the imperialist forces, inducing the revisionism which denies the historically-proved revolutionary truth, the opportunism which creates left and right-wing deviations, and the factionalism which splits the international and domestic communist movements.
To this grave danger, not only communist forces but also anti-imperialist, independent forces must be alert.
Today, since the imperialist forces are colluding as one, the anti-imperialist, independent forces must also unite as one. Since the imperialist forces are oppressing with an aggressive war, a fascist repression, an exploitation and a blockade, the anti-imperialist, independent states and movement must strongly struggle against imperialism, against fascism, and against every form of oppression and exploitation.
In that sense, it is natural for international communist forces and world anti-imperialist forces to fully support and stand in solidarity with Venezuelaโs historic choice and strategic stance of opening up the path for socialism and adhering to the line of building a self-supporting economy.
The weapons of the anti-imperialist forces are justice and truth, unity and struggle. The people united and struggling for justice and truth, for real freedom and welfare, never know defeat. It is totally impossible to reverse the new revolutionary era, in which the oppressed and exploited people of the third world come to the fore and proceed towards the building of self-reliant and independent societies, and in which the working people become the masters of political and economic life.
The people are the masters of history, and the revolution, that locomotive of history, proceeds following the independent aim of the people.
At this primary base of anti-US and anti-imperialist Latin America, in Caracas, Venezuela, where is the new revolutionary base which people centred, we shout with victorious faith: Imperialism cannot avoid its doom! The people united under the banner of the anti-imperialism and independence will assuredly win! The people united will never be defeated!

La marea creciente de la guerra mundial y la base de la revoluciรณn antiimperialista
Si 2022 fue el aรฑo en que estallรณ la guerra en Ucrania, en Europa del Este, 2023 es el aรฑo en que muy probablemente estalle la guerra en Corea del Sur y Taiwรกn, en Asia Oriental.
La guerra en Ucrania ha sido causada por la polรญtica expansionista de la OTAN hacia el este y la estrategia de EEUU de disolver la Federaciรณn Rusa. Rusia, defendiendo la causa de su guerra antiimperialista, antifascista y preventiva, se estรก imponiendo en el campo de batalla con su abrumador poder militar y sus elaboradas estrategia y tรกctica. Tras sus รฉxitos iniciales, los medios de comunicaciรณn occidentales que producen noticias falsas han perdido definitivamente sus poderes para engaรฑar a los pueblos del mundo.
Al mismo tiempo, el sentimiento antibรฉlico y antigubernamental se estรก extendiendo entre las poblaciones de Ucrania y Polonia. Dado que su estrategia de desgaste y de guerra por delegaciรณn no ha funcionado como se esperaba en Ucrania, los invasores estadounidenses estรกn desplazando su mirada hacia el este de Asia, tratando de evadir su crisis decisiva al provocar continua e intensamente el conflicto a travรฉs de sus ejercicios de guerra contra Corea del Norte y su apoyo al movimiento separatista en Taiwรกn.
Las guerras que se estรกn desencadenando actualmente en Corea del Sur y Taiwรกn son especialmente graves, ya que los imperialistas han planteado el posible uso de armas nucleares tรกcticas. Asia Oriental incluye no sรณlo el noreste de Asia sino tambiรฉn el sudeste asiรกtico. Recientemente, los Estados Unidos llegaron a un acuerdo con Filipinas para utilizar cuatro zonas cercanas a Taiwรกn como bases militares estadounidenses.
Mientras tanto, Japรณn ha duplicado su presupuesto de defensa en comparaciรณn con el aรฑo pasado y ha decidido desplegar 100 misiles en Okinawa apuntando a Taiwรกn, afirmando su capacidad de ataque preventivo en nombre de una “capacidad de contraataque”. Con la escalada del movimiento separatista bajo el control de los imperialistas estadounidenses, al igual que Japรณn, Taiwรกn ha invitado al reciรฉn elegido presidente de la Cรกmara de Representantes del Congreso de EEUU, como hizo en agosto de 2022, y ha importado armas estadounidenses a granel a fuerza de prรฉstamos de EEUU.
Como todos sabemos, China nunca podra permitir que Taiwรกn se separe de ella, ya que esto inevitablemente tendrรญa un efecto dominรณ, desencadenando mรกs intentos de “revoluciรณn de color” apoyados por EE.UU. en Hong Kong, Tรญbet, Xinjiang y Mongolia Interior.
Al igual que con el rรฉgimen fascista y belicista de Zelesky en Kiev, los EEUU han establecido recientemente el rรฉgimen fascista y belicista de Yoon Suk-yeol en Seรบl, el cual estรก acelerando la fascistizaciรณn del paรญs y comprometiรฉndose a realizar cada vez mรกs y mayores ejercicios bรฉlicos contra Corea del Norte.
Junto a todo esto, la muerte del ex primer ministro japonรฉs Shinzo Abe el pasado julio fue un catalizador para acelerar el renacimiento del militarismo japonรฉs, mientras que la visita de Nancy Pelosi a Taiwรกn en agosto aumentรณ la tensiรณn militar en torno a la provincia. A esto le siguiรณ de cerca la llegada del portaaviones nuclear estadounidense USS Ronald Reagan a Corea del Sur en septiembre, que se sumรณ a un simulacro de guerra conjunto entre los ejรฉrcitos estadounidense, surcoreano y japonรฉs, dirigido contra la Republica Popular de Corea del Norte. La estrategia de “nueva guerra frรญa” de EEUU en Asia Oriental y las maniobras belicistas que la acompaรฑan no son “respuestas” a ninguna acciรณn hostil, sino que han sido completamente premeditadas.
A diferencia de Europa del Este, que carece de litoral, Asia Oriental estรก junto al mar, por lo que cualquier guerra que estalle allรญ tendria muchas mรกs probabilidades de implicar algรบn tipo de armamento nuclear limitado. La bomba nuclear tรกctica, menos potente que la bomba atรณmica lanzada sobre Hiroshima pero capaz de realizar un ataque de precisiรณn extremadamente potente, ha sido diseรฑada para apuntar a los bรบnkeres subterrรกneos del mando militar enemigo en la guerra moderna. La verdadera intenciรณn del ejรฉrcito estadounidense al llevar a cabo sus feroces ejercicios de guerra nuclear contra la Republica Popular de Corea del Norte, incluidas las operaciones de “decapitaciรณn”, estรก clara.
Corea del Norte, China y Rusia son potencias nucleares y misilรญsticas que poseen bombas de hidrรณgeno y misiles hipersรณnicos. Si estos paรญses llevaran a cabo un ataque rรกpido utilizando armas nucleares tรกcticas, o utilizaran sus misiles hipersรณnicos para llevar a cabo un ataque EMP (pulso electromagnรฉtico), los tan cacareados portaaviones nucleares de EEUU quedarรญan indefensos.
Si EEUU ataca los territorios de Corea del Norte, China y Rusia, estos tres paรญses contraatacarรญan con armas nucleares al territorio continental estadounidense. El “equilibrio del miedo” resultante de esta destrucciรณn mutua asegurada (MAD, por sus siglas en inglรฉs) ha llevado a EEUU a adoptar la guerra por poderes, utilizando regรญmenes tรญteres pro-estadounidenses y la guerra hรญbrida basada en la premisa no nuclear como su doctrina militar fundamental.
Asia Oriental, despuรฉs de Europa Oriental, es ahora la regiรณn con mรกs probabilidades de estallar en guerra. Si la llama de la guerra se extiende de Europa oriental a Asia oriental, se producirรญa una tercera guerra mundial. Dado que la guerra en Europa del Este estรก en curso y que la guerra en Asia del Este es inminente, mรกs pronto que tarde, las fuerzas antiimperialistas mundiales deben prepararse para la tercera guerra mundial que el imperialismo intenta ahora provocar. No sรณlo Europa del Este y Asia del Este, sino todo el mundo, incluida Amรฉrica Latina, debe encarar de forma directa la gravedad de la situaciรณn actual y luchar activamente contra el imperialismo y sus guerras agresivas.
Al igual que Asia, Amรฉrica Latina y รfrica han sufrido durante mucho tiempo el colonialismo y el ser colonias del imperialismo. No es casualidad que los pueblos asiรกticos y africanos celebraran su conferencia internacional en Indonesia en 1955 y emitieran la Declaraciรณn de Bandung. Ahora es el momento no sรณlo para Asia y รfrica, sino tambiรฉn para Amรฉrica Latina -para todos los paรญses oprimidos y en vรญas de desarrollo- de permanecer unidos como uno solo y avanzar con la bandera del antiimperialismo y la independencia en alto.
Amรฉrica Latina, que durante muchos aรฑos fue colonia de Espaรฑa y Portugal, estรก hoy a la vanguardia de la apertura de una nueva era para la independencia antiimperialista y la democracia popular, negรกndose a seguir siendo la “primera colonia” del imperialismo estadounidense.
Prestamos atenciรณn a los avances revolucionarios, empezando por la revoluciรณn cubana y siguiendo con las de Nicaragua, Bolivia y otras partes. Valoramos altamente la victoria de la revoluciรณn bolivariana y la conquista del ALBA (Alianza Bolivariana para los Pueblos de Nuestra Amรฉrica).
Dado que la revoluciรณn y la construcciรณn socialista se llevan a cabo en cada Estado nacional como un todo, deben respetarse y tenerse en cuenta las caracterรญsticas histรณricas y estructurales distintivas de cada paรญs. La Plataforma Antiimperialista Mundial (la Plataforma) es un arma para organizar las fuerzas antiimperialistas mundiales en base a tres objetivos principales: librar una lucha antiimperialista eficaz, indicar la lรญnea correcta a las fuerzas en lucha y fortalecer el movimiento comunista internacional, que debe estar en el centro de esa lucha.

Nuestro movimiento fue lanzado en Parรญs, Francia, que aunque es un paรญs imperialista, es tambiรฉn el hogar de la Revoluciรณn Francesa, de la Comuna de Parรญs y de la resistencia antifascista de la Segunda Guerra Mundial. Ha recorrido Belgrado, la capital de la antigua repรบblica socialista de Yugoslavia, uno de los miembros clave del antiguo bloque socialista y vรญctima de la bรกrbara campaรฑa de bombardeos de la OTAN en 1999. Hoy celebramos nuestro primer acto en el mundo oprimido, aquรญ en Caracas, Amรฉrica Latina, capital de Venezuela y corazรณn de la Revoluciรณn Bolivariana y del ALBA.
Algunas fuerzas del movimiento comunista internacional insisten ridรญcula e irrazonablemente en que la actual guerra en Ucrania es una guerra interimperialista y que las inminentes guerras en Taiwรกn y Corea del Sur serรกn igualmente guerras interimperialistas. Estos autoproclamados “comunistas” definen no sรณlo a Rusia, sino tambiรฉn a China, Corea del Norte -e incluso Venezuela y Cuba- ยกcomo imperialistas! La opiniรณn extremadamente subjetiva de que todo paรญs con un mรญnimo elemento de mercado capitalista es por ello imperialista, sรณlo puede beneficiar a las fuerzas imperialistas, induciendo al revisionismo que niega la verdad revolucionaria histรณricamente probada, al oportunismo que crea desviaciones de izquierda y derecha, y al fraccionalismo que divide a los movimientos comunistas internacionales y nacionales.
Ante este grave peligro, deben estar alerta no sรณlo las fuerzas comunistas, sino tambiรฉn las fuerzas antiimperialistas e independientes.
Hoy, ya que las fuerzas imperialistas estรกn actuando como una sola fuerza, las fuerzas independientes antiimperialistas tambiรฉn deben unirse como una sola. Puesto que las fuerzas imperialistas estรกn ejerciendo su opresion mediante una guerra agresiva, una represiรณn fascista, una explotaciรณn y un bloqueo, los Estados y el movimiento antiimperialistas, independientes deben luchar enรฉrgicamente contra el imperialismo, contra el fascismo y contra toda forma de opresiรณn y explotaciรณn.
En ese sentido, es natural que las fuerzas comunistas internacionales y las fuerzas antiimperialistas mundiales apoyen plenamente y se solidaricen con la elecciรณn histรณrica y la posiciรณn estratรฉgica de Venezuela de abrir el camino al socialismo y adherirse a la lรญnea de construir una economรญa autosuficiente.
Las armas de las fuerzas antiimperialistas son la justicia y la verdad, la unidad y la lucha. El pueblo unido y luchando por la justicia y la verdad, por la verdadera libertad y el bienestar, nunca conoce la derrota. Es totalmente imposible revertir la nueva era revolucionaria, en la que los pueblos oprimidos y explotados del Tercer Mundo pasaran a primer plano y avanzaran hacia la construcciรณn de sociedades autosuficientes e independientes, y en la que los trabajadores se convertiran en los dueรฑos de la vida polรญtica y econรณmica.
El pueblo es el dueรฑo de la historia, y la revoluciรณn, esa locomotora de la historia, avanza siguiendo el objetivo independiente del pueblo.
En esta base fundamental de la Amรฉrica Latina antinorteamericana y antiimperialista, en Caracas, Venezuela, donde se encuentra la nueva base revolucionaria centrada en el pueblo, gritamos con fe victoriosa: ยกEl imperialismo no puede evadir su derrota! ยกEl pueblo unido bajo la bandera del antiimperialismo y la independencia vencerรก con seguridad! ยกEl pueblo unido jamรกs serรก vencido!
